Summary

The Director, CB Medical Programs is in the Office of the Deputy Assistant Secretary of Defense (Chemical and Biological Defense) (ODASD(CBD)). The DASD(CBD) is the principal advisor to the Assistant Secretary of Defense (Nuclear, Chemical and Biological Defense) for physical and medical chemical and biological defense. The incumbent serves as the subject matter expert and provides oversight for CBDP Research, Development, and Acquisition of the medical countermeasure portfolio.

Incumbents typical work assignments may include the following:

  • Collaborates with key executive staff members in the Office of the USD(A&S), other Office of the Secretary of Defense (OSD) offices and agencies, the Joint Staff and the Services, and the Intelligence Community on matters involving medical portfolios, including technical, cost, and schedule issues that might affect the availability of capabilities.
  • Provides oversight and input into identifying and shaping outcomes of CB Medical capability portfolio in the areas of product development, technology, and regulatory affairs. Perform technical oversight and acquisition support with an emphasis in the areas of science and technology availability, maturity of proposed products to pharmaceutical/biologics advanced development and production leading to FDA licensed/approved products. Advises the DASD, Assistant Secretary of Defense, USD, or USG on planning, execution, and interpretation of policy, studies, and analysis.
  • Acts a liaison between the CBD enterprise, Services, Department, National Security agencies, Congressional, Industry, academia, and international partners to convey strategic intent, guidance, or resolve issues. Coordinates and synchronizes efforts, while serving as the Medical Capability SME, that advances technical knowledge, concepts, or solutions to resolve complex problems. Supports DoD's strategic reviews as directed with analysis of assigned capability portfolios with emphasis on closing CB capability gaps. This includes making critical recommendations on tradeoffs among programs within mission portfolios to buy the right things and balance the budget across Services and warfighting domains.
  • Plans, coordinates, directs and participates in the preparation of strategic literature, briefs, plans, or analysis concerning the medical capabilities to include the delivery of oral or written presentations, briefs. Or attendance of executive-level meetings/conferences including the subject areas of medical countermeasures (MCM) product development, Federal Drug Administration (FDA) policies/regulations, and DoD acquisition. Visits with, presents to biotechnology and pharmaceutical companies to understand the variety of products under discovery by industry.
This is a supervisory position and the incumbent is expected to assign work to subordinates based on priorities, difficulty of assignments, and the capabilities of employees. Provides technical oversight. Develops contribution / performance plans and rate employees accordingly. Interviews candidates for subordinate positions and recommends hiring, promotion, or reassignments. Fairly administers contribution / performance Management program responsibilities, ensuring that required communication and activities are accomplished in compliance with guidance and time frames, and that employees' achievements are appropriately recognized. Supports the Whistleblower Protection Program by responding constructively to employees who make protected disclosures; taking responsible and appropriate actions to resolve any such disclosures; and creating an environment in which employees feel comfortable making such disclosures. Develops and implement initiatives designed to prevent discrimination, harassment, and other actions that undermine our commitment to diversity, inclusion, and equal opportunity.   • This position may require travel away from your normal duty station on military or commercial aircraft.
  • Overtime is NOT authorized for this position.

You may qualify at the NH-4 (GS14/15) level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the NH-3 (GS13) grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to:

  1. Apply knowledge of chemical and biological defense program and associated organizations, programs, policy, missions, function, and/or priorities to direct the planning and execution of programs that range from science and technology to major system development and production of chemical and biological defense;
  2. Analyze the relationships between requirements, acquisition, and fielding of capabilities to identify risk and provide risk mitigation assessments/approaches;
  3. Formulate long-term objectives and priorities for strategic planning and acquisition of integrated product and process development in support of defense physical and intellectual capabilities; and
  4. Manage the design, development, and production processes for large, complex programs through assessment and evaluation methods and findings in consideration of audit reports, legislative materials, regulations and directives and federal budget process.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Incumbent will be required to sign a written tenure agreement to remain, for a minimum of three years, in the Federal Service in the Critical Acquisition Position.
