WHAT YOU'LL BE DOING DAY TO DAY

As an Accountant (Systems), you will use your knowledge and experience to optimize business results and customer experience by:

  • Serving as an expert on accounting and audit liaison operations.
  • Preparing manuals or operating guides for a program area remote office for program users to address the efficiency and effectiveness of functional and system support requirements in accounting operations and to correct deficiencies in internal controls.
  • Developing specifications for major new automated systems for various accounting functions including fund accounting, comprehensive debt management, all types of disbursements, preparation and management of financial reports and statements, audit support, manual andautomated accounting systems and providing financial policy and operations consultation for program development and management.
  • Identifying problem areas and determining actions required to improve operating program effectiveness and maintain the integrity of accounting records and financial information.

WHAT WE ARE LOOKING FOR

Basic Qualifications: You must meet one of the items listed below (A or B):

A. Applicants must have a degree in Accounting or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (You must submit transcripts.)
OR

B. Applicants must have a combination of education and experience--at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Applicant's background must also include one of the following:

  1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; or
  2. A certificate as a Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that
    • (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining;
    • (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and
    • (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. (You must submit transcripts.)
AND

Minimum Qualifications: You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-12 grade level in the Federal service performing 3 of 4 of the following:

1) Interpreting and analyzing new accounting and financial legislation to proposed policy changes, determining impact on current operations;
2) Providing technical advice in financial management to program managers who are engaged in developing overall regulations or guidelines for a new program;
3) Developing new, innovative accounting techniques and procedural approaches which will conform to requirements, enhance management information needs, and ensure the integrity of financial information collected and/or reported;
4) Utilizing accounting operations and internal control systems, financial management controls (i.e., Federal Mangers' Financial Integrity Act (FMFIA) and/or accounting reporting systems to develop recommendations for new strategies and techniques for capturing and analyzing data.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
