As the Deputy Office Director of the Center for Drug Evaluation and Research (CDER), Office of Management (OM), Immediate Office (IO), you will share responsibility with the Office Director in overseeing the development, execution, and direction of management and administrative activities in support of the Center.
Assist with development and operation of operational activities for office functional responsibilities, resource allocation, administrative policies, and guidelines.
Represent the Office Director in Center, Agency, Departmental and Interdepartmental meetings, and committees.
Maintain oversight pertaining to the development or improvement of frameworks that support administrative and financial activities.
Provide statistical and analytical data to support administrative, financial, budgetary, and workforce planning activities.
Monitor talent acquisition and retention rates and needs associated with hiring activities.

Introduction:
The 21st Century Cures Act ("Cures" or The Act) grants the HHS/FDA the authority to appoint outstanding and qualified candidates to scientific, technical, or professional positions that support the development, review, and regulation of medical products. Such positions shall be within the competitive service. Candidates will be appointed and compensated without regard to Title 5 of the United States Code (U.S.C.) governing appointment in the competitive service. The Act further states the Commissioner of FDA may determine and set (1) the annual rate of pay of any individual appointed; (2) the annual rate of pay for any qualified scientific, technical, or professional personnel appointed to a position before the date of enactment of the 21st Century Cures Act. Based on the Act, it allows the FDA the authority to create and administer its own Alternative Pay System (APS) to recruit and retain qualified scientific, technical, or professional candidates to carry out mission-critical functions.

Minimal Qualification Requirements:
Administrative Officer Series, 0341: There are no education requirements for this series. There is no educational substitution for experience. Candidate must have at least 11 years of directly related experience to qualify for this position.
Required Relevant Experience: 11 years of experience related to the position being filled directly managing an organization's business operations, financial management, and human resources activities at an executive level or in a leadership role.
