This position is open to employees in the competitive service, currently on a career or career-conditional appointment, assigned to the Department of Energy-OIG.
Supervise a team of auditors by providing technical advice and guidance to coordinatie audit activities for Department programs and operations.
Serves as a leading authority in the planning of performance audits.
Coordinates and provides policy direction for auditing of programs and operations of the Department, including the operations of contractors and grantees.
Responsible for audit and review planning, which includes policy development, workload planning, resource justification, resource application, strategic planning, performance measurement and reporting, and annual assessments.
Develops and analyzes justifications for changes to the annual performance plan and develops goals and priorities for the periodic update of the OA annual performance plan.
Prepares budget data to support requests for Office of Audits (OA) and monitors the OA annual budget; performance measure data to support the annual performance report requests for OA; and prepares input to the semiannual report to Congress.

Qualifications
Individual Occupational Requirement/Positive Education requirement (Auditing series 0511):
Degree: auditing; or a degree in a related field such as business administration, finance, public administration, or accounting;
OR
Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:
A. Certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination;
OR
B. Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.
Equivalent combination of education and experience are qualifying for this grade level.
SPECIALIZED EXPERIENCE REQUIREMENTS: Have at least one year of specialized Auditor (Performance) experience equivalent to the GS-14 grade level or equivalent pay band in the Federal service providing professional Auditor functions including equal employment opportunity, performance management, employee discipline/adverse actions, and management of audit resources.
Specific specialized experience must include the following: (1) Lead a team of auditors by providing technical advice and guidance to accomplish the organizational mission; (2) Coordinate audit activities for departmental programs and operations to include policy development, workload planning, and management of resources; and (3) Exercise leadership in developing, implementing, evaluating, and improving processes and procedures required in the execution of audits.
