The ABD Analyst is a recognized subject matter expert in the Accountability Board Program area and provides leadership for highly complex and challenging activities under the minimal direction of a manager or executive. The Analyst leads challenging projects, programs, and activities. Shares responsibility for the performance of the programs and projects that frequently affect more than one Line of Business (LOB) or Staff Office (SO) and the FAA as a whole.
Program/project assignments include:
Case/Program Management
Performs the full range of case management duties for the Accountability Board Program to include in-taking new matters, completing complex scope assessments, referring cases for internal administrative investigation, monitoring case progress, and reviewing actions taken for timeliness, consistency, and appropriateness.
Responsible for tracking and recording the overall compliance of the Accountability Board program with FAA Order 1110.125 and internal policies.
Applies experience, expert knowledge, and an understanding of Federal employment law, including anti-harassment principles, equal employment opportunity law, administrative investigation principles, and the disciplinary process.
Guides FAA managers on sensitive and complex issues related to the Accountability Board program.
Informs the AB Director of emerging trends and recommends policy and process updates to mitigate and resolve potential problems.
Serves as a subject matter expert for the Accountability Board program.
Customer Service
Builds and maintains effective relationships with individuals that are internal and external to the organization.
Creates surveys, compiles and analyzes data from a variety of sources, and conducts focus groups or special studies to develop and validate new or existing Accountability Board program initiatives.
Advises department managers on sensitive and complex matters related to the Accountability Board with minimal guidance from the AB Director.
Innovation
Recommends and develops innovative strategies to improve and automate the Accountability Board (AB) program.
Actively research and provide solutions to the AB Director to address current and anticipated technological barriers affecting the AB program.
Assists the AB Director to consolidate, evaluate and measure the progress and success of the objectives, timeliness, and outcomes for the AB Program. Provide recommendations for improvements where applicable.
Expert written & oral communication experience in Accountability Board programs
Assists in developing and updating written training materials about the Accountability Board program for dissemination to FAA employees, other government agencies, and the general public.
Prepares written documents and presentations related to developing and delivering virtual and in-person Accountability Board training to new employees and managers.
Prepares written reports and analyzes data to provide Accountability Board program insights to the AB Director and FAA leadership.
Creates and disseminates communication messages, brochures, and branding materials for outreach activities, newsletters, and websites related to the Accountability Board program.
Drafts and edits standard operating procedures and trains employees on Accountability Board policies, procedures, and best practices.
Broad policies and objectives provide general guidance for addressing issues but often require the development of new approaches. May create new solutions and policy interpretations, as situations require. Provides expert guidance and instruction both internally and externally to address diverse and complex issues. Works with management to identify and resolve problems.
The work of this position is typically reviewed at completion for success in achieving planned results. The Analyst has broad discretion to ensure the alignment of the organizational goals and policies and the requirements of the projects and/or other work activities.
To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I, FG/GS-13 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
Specialized experience is defined as:
Experience analyzing cases against employment laws, including anti-harassment principles, equal employment opportunity law, administrative investigation principles, and the disciplinary process. AND
Experience performing project management duties and responsibilities (e.g. leading or collaborating on projects, including project planning, executing, monitoring, and closing). AND
Experience in process improvement activities (e.g., Lean Six Sigma, value stream mapping, etc.). AND
Experience preparing/presenting written documents and training materials.
