These positions are located in the National Park Services, in the Partnerships and Civic Engagement Division.

The purpose of this position is to provide oversight of a team supporting the implementation of the Land and Water Conservation Fund (LWCF) State & Local Assistance and Urban Park and Recreation Recovery (UPARR) Programs.

Help

The major duties of the Supervisory Outdoor Recreation Planner position include, but are not limited to, the following:

  • Team Leadership and Supervisory Management -- Provides supervision of Program Officer staff and multiple-disciplinary teams including setting priorities, monitoring, and ensuring employee work and responsibilities are accomplishing the goals of the program.
  • Partnering -- Cultivates partnerships and collaborates with state and local government partners to support the development and expansion of outdoor recreation areas and opportunities.
  • Project review and monitoring: Reviews and recommends outdoor recreation grant project applications for funding, evaluates completeness, adherence to program policies and requirements and negotiates changes and monitors project execution.
  • Supports program reviews for consistency with applicable laws, regulations, program policy, guidance and procedures.

Qualifications

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.

To qualify for this position, you must meet one the following Basic Requirements in order to be eligible for this position: If you do not meet these basic requirements, you will be considered not qualified and will not receive consideration for this position.

  • Undergraduate and Graduate Education: Major study -- outdoor recreation planning or a related field such as: sociology, forestry, landscape architecture, economics, biological science, park administration, earth science, natural resource management and conservation, civil engineering, urban planning, or recreation. Applicants who qualify on the basis of graduate work in related disciplines must have one or more courses in outdoor recreation. You must include transcripts.

  • Specialized Experience (for positions above GS-5): Experience that demonstrated the ability to plan and coordinate the use of land, water, and related resources for recreation and conservation purposes. Examples of qualifying specialized experience include:
  • Ability to deal with people of differing backgrounds and behavioral patterns.
  • Analysis and evaluation of outdoor recreation interests, habits, and needs of diversified groups, and the means for meeting those needs.
  • Evaluation of land or water areas for their recreation and related potential use, such as wildlife reserve.
  • Preparation or review of plans and programs for natural resource utilization and recreation area development.
  • Solution of administrative, intergovernmental, socioeconomic, and other problems involved in providing adequate recreation opportunities while preserving, restoring, and enhancing the quality of the outdoor environment.
For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

To qualify for the Supervisory Outdoor Recreation Planner position at the GS-13 grade, you must meet the minimum qualifications by the closing date of this announcement:
  • EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). This experience must include all of: (1) providing technical assistance and guidance to others about interpreting and applying legal authorities, regulations, and program policies; (2) conducting thorough examination of outdoor recreation projects, evaluating them for completeness and adherence to program requirements, and how it meets of the public interests; (3) evaluating project budgets and/or contracts etc. for cost effectiveness and/or monitoring expenses; (4) collaborating with others be it partners, organizations or governments in support of the management or development of recreation or other natural resource areas and demonstrating the principles, methods and techniques of public planning whether preparing or reviewing plans for natural resource utilization and recreation area development. You must include hours per week worked.
You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

There is no substitution of education for experience at the grade level(s) of this announcement.

Physical Demands: Although the office work is basically sedentary, the employee must often attend meetings and conferences and conduct on-site inspections at State and local resources stewardship projects. The inspections may require strenuous physical activity that includes walking long distances in broken terrain in all climatic conditions. Travel is an integral part of the work and may require working extended hours when in travel status.

Working Conditions: Most of the work is performed in an office setting however, the work involves overnight travel for training, meetings, conferences, and site visits. Work sites may include construction and industrial sites that may require the use of personal protective equipment and the observance of
additional safety precautions.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
