Duties

Help

Serving as a Equal Employment Specialist GS-0260-9/11 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is located in the Equal Employment Opportunity Office.

Typical work assignments include:

  • Assisting with fact-finding, negotiating, and resolving charges of discrimination and sensitive EEO issues.
  • Providing assistance with the counseling of employees and applicants who believe they have been discriminated against.
  • Assisting with the processing of Reasonable Accommodation (RA) assignments, including reports and/or correspondence.
  • Performing routine administrative and miscellaneous clerical work, including maintaining the office budget, property custody (and backup timekeeper) functions; reviewing and controlling outgoing correspondence to insure meeting necessary suspense dates and coordinates the efforts of subordinate staff members to ensure timely preparation of reports and correspondence.
  • Gathering and analyzing narrative and statistical data; assisting with developing background information and preparing outlines for the supervisor's engagements, papers, and correspondence/reports.
  • Providing assistance to the EEO Complaints manager and EEO specialists with processing complaints, special projects, and reviews and analyses of EEO policies and practices.

The qualification requirements listed below must be met by the closing date of this announcement.

You qualify for the GS-09 grade level if you possess:

One year of specialized experience equivalent to at least the GS-07 grade level in the Federal service maintaining a divisional budget; developing background information and preparing outlines for the supervisor's engagements, papers, correspondence, and reports.

OR

Successfully completed of a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL. B or J.D. if related.

OR

Possess an equivalent combination of specialized experience and graduate level education. Only education beyond the first 18 semester hours will be combined with the specialized experience.

You qualify for the GS-11 grade level if you possess:

One year of specialized experience equivalent to at least the GS-09 grade level in the Federal service performing analysis for statistical data; conducting fact-finding, and counselling employees and applicants who believe they have been discriminated against.

OR

Successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M if related.

OR

Possess an equivalent combination of specialized experience and graduate level education. Only education beyond the first 36 semester hours will be combined with the specialized experience. Time-in-grade Restrictions: 52 weeks at the GS-09 grade level in the Federal service.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.

Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary. This position may be filled at the GS-09 or GS-11 level. If selection is made at the GS-09 level, promotion to the GS-11 level may occur without further competition.

Physical Demands:
The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking, standing, bending, and carrying of light items like papers or books. No special physical demands are required to perform the work.

The work environment involves everyday risks or discomforts and requires normal safety precautions typical of such places as meeting and training rooms, libraries, or commercial vehicles. The work area is adequately lighted, heated, and ventilated.

If you meet the minimum qualifications, we will use multiple assessments to determine the degree to which your experience, education, and training demonstrate the following competencies needed to perform this job:

The first assessment will consist of skilled-based questions designed to evaluate the degree to which you possess the skills needed to perform the duties of the positions being filled. These questions are scored, and you must score at least 85 out of 100 points in order to be considered for the second assessment.

For the second assessment applicants who score a minimum of 85 on the assessment questionnaire will move on to the Subject Matter Expert (SME) resume review. This assessment will be used to further assess an applicant's technical proficiency as it relates to the position.
