Help

The Compliance Officer (Audit Liaison) performs the following major duties:

Problem Identification and Resolution:
  • In conjunction with the Chief Compliance and Risk Officer, provides expert guidance in the resolution of complex problems or issues impacting Agency programs. Plays a critical role in ensuring Agency compliance with applicable law, statutes, and policy and in maximizing its organizational performance and operations.
  • Collects, tracks and monitors reports that require compliance follow-up and provide oversight to the activities that need responses. These include Office of Inspector General (OIG) audits, program evaluations, management advisory reports, and investigations; Office of the Director generated reviews; Sexual Assault Advisory Council reports; and other generated reviews as appropriate. Due to the nature of information included in investigative reports, the incumbent must hold a secret level security clearance.
  • Coordinates with Peace Corps offices to bring closure to outstanding recommendations from OIG audits/reports and other agency reports.
  • Leads the process for responding to preliminary or draft OIG reports, including identifying actions needed to address all proposed OIG recommendations.
  • Tracks and monitors compliance with legislative requirements, such as the Farr Castle Act, Executive Orders, and other authoritative guidance.
  • Supports Peace Corps offices and overseas Posts with preparation for upcoming OIG reviews.
  • Coordinates, prepares, reconciles and update compliance data sources and dashboards.
  • Advises the Chief Compliance and Risk Officer and other senior managers on compliance strategies to avoid potential non-compliance or addresses instances of non-compliance found and reported by the OIG.
  • In collaboration with the Chief Compliance and Risk Officer, negotiate with the OIG and other entities conducting reviews of agency operations on scope, language, and other relevant materials presented in review reports.
  • Designs and conducts training on compliance procedures with all Peace Corps Offices and overseas staff.
  • Provides advice on PC policies and necessary revisions, drawing from OIG reports, management assessments and other analyses.
  • Reviews and prepares mandated accompanying information for the transmittal of the OIG's Semi-Annual Report to Congress.
Research, Analysis and Recommendations:
  • Identifies, researches, and analyzes operational and programmatic trends and issues related to agency compliance expectations and requirements. Collects relevant information and data from various sources, some of which are difficult to access, and applies advanced analytical methodology to determine implications and impacts of such information and data. Develops recommendations, considering unanticipated changes and unusual factors. Recommendations impact long-range implementation and administration of agency programs. Interfaces with supervisors and managers when necessary to correct deficiencies and problems identified.
  • Independently analyzes multi-functional programs, functions, and organizations, e.g., on a region-wide or equivalent scope to identify trends and determine whether existing management controls are sufficient. Prepares reports, produces and/or presents information and findings in a variety of formats, i.e., articles, reports, papers, studies, briefings, and other media to illustrate trends and positions on difficult or complex matters. Devises new analytical techniques to evaluate findings. Discusses findings with the Chief Compliance and Risk Officer and senior agency officials.
  • Manages the compliance database which is a source for all agency level data. Enters, edits, and maintains database information. Prepares program-related correspondence, reports, and/or other written materials.
Administration and Presentation of Findings and Recommendations:
  • Creates management level reports, presentations, memoranda, briefing papers, and/or other materials to assist managers in highlighting open issues and with the intent of driving closure of recommendations.
  • Schedules meetings, creates and maintains minutes of meetings, provides updates to stakeholders, updates meeting materials, maintains documentation electronically and physically.
  • Creates and updates presentations, graphs, and booklets. Manages the preparation of materials which provide advice and recommendations to resolve, implement, or manage administrative problems and issues.
  • Monitoring and documenting situations or issues and analyzing and evaluating a host of compliance issues. Drafting internal procedures for compliance projects and activities. Preparing reports for management or public distribution.

  • This position requires a Top-Secret clearance.

Peace Corps Information
  • This is a Federal civilian job in the Excepted Service. Peace Corps employees are paid on the Foreign Personnel (FP) pay scale.
  • Initial appointment of employment cannot exceed five years.
  • All new employees are required to certify and submit a state of understanding acknowledging adherence to the Peace Corps condition of employment prior to day 1 of employment with the Peace Corps.

Qualifications

Specialized experience - FP-3 (Equivalent to the GS-13):
To be minimally qualified for this position at the FP-3 level, you must have at least one year of specialized experience equivalent to the next lower level in the normal line of progression, FP-4 or GS-12 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Specialized experience is defined as: Experience interpreting regulations and applying new methods to resolve complex and/or intricate, controversial, or unprecedented issues and problems; skill in identifying issues impacting program effectiveness; experience designing and leading implementation of improvement initiatives; and experience providing senior level consultations.

Specialized experience - FP-2 (Equivalent to the GS-14): To be minimally qualified for this position at the FP-2 level, you must have at least one year of specialized experience equivalent to the next lower level in the normal line of progression, FP-3 or GS-13 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Specialized experience is defined as: Experience applying laws and regulations involving compliance work in order to develop agency-wide policies and provide expert advice and recommendations to top level Agency officials; experience analyzing, evaluating, and reporting on actions related to critical agency management and performance issues; and experience providing advice, guidance, and direction on compliance matters to an organization ensuring application of broad compliance statutes, policies, enterprise risk management framework, agency strategic plans and directives, and to ensure conformity with the authorities of the Director.

Time-in-Grade Requirements: Internal applicants and Federal employees who are currently holding, or who have held within the previous 52 weeks, a position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying (FP-3 or GS-13).

Note: All current or former Federal employees (including internal employees) must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure, and type of service (Competitive or Excepted).

Please note: Peace Corps employees are employed using the Foreign Personnel (FP) pay scale. The FP pay plan does not follow the same structure as the GS pay plan. In the FP pay plan, as the grade-level numbers decrease the level/pay for the position increases (e.g., the FP-09 is the lowest entry-level pay and the FP-01 is the highest senior-level pay).

Intelligence Background Information

Peace Corps Manual Section 611 is applicable to this position. This section prohibits the employment of certain persons previously engaged in intelligence activities or connected with intelligence agencies within the past 10 years. If you have ever worked for the Central Intelligence Agency (CIA), you are not eligible for employment at the Peace Corps in any capacity, and you should not apply for employment.

Acceptance of employment with Peace Corps precludes employment by certain intelligence organizations for a specific period of time, determined by the employing agency, after Peace Corps employment ceases.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We use a multi-step process to review and evaluate applicants:
