Help

The Program Analyst performs the following major duties:

  • Program Assessment and Monitoring, Audit Planning: Assists the Assistant Inspectors General for Audit (AIG/A) or other OIG managers in the preparation of plans for conducting audits that will facilitate implementation of the audit goals. This work may involve exposure to top secret information and material. Conducts initial research, document review, and analyzes reports, budgets, studies, operating procedures, manuals and/or other data. Monitors agency databases and data collection to analyze trends. Evaluates and analyzes data to generate special reports of value to the evaluation, inspection, audit or investigative process and OIG operations.
  • Report Production, Work Paper Preparation, Corrective Action Tracking: Under the guidance and direction of the AIG/A, or other OIG manager, drafts audit reports with recommendations for problem resolution in accordance with OIG report writing policies and CIGIE standards. Prepares work papers in accordance with OIG policies and procedures and CIGIE standards. Supports the OIG report recommendation and corrective action tracking process. Assists in developing and producing the IG's semiannual reports to Congress with respect to work conducted during the reporting period.
  • Audit Implementation: Under the guidance and direction of the AIG/A, auditor or other OIG manager, acts as a team member to conduct audit assignments of varying scope and complexity. Participates, as appropriate, in multidisciplinary OIG teams conducting cross-functional reviews of agency programs, functions, and operations, including on a region-wide or equivalent scope. Implements evaluation, inspection, audit and investigation standards, procedures, and guidelines consistent with the standards established by Government Accountability Office (GAO), the Council of the Inspectors General on Integrity and Efficiency (CIGIE) and in conformance with the Inspector General Act of 1978, as amended. Functions as an audit team member during assignments and gathers and analyzes information through meetings, interviews, and data gathering/research as needed.

Peace Corps Information
  • This is a Federal civilian job in the Excepted Service. Peace Corps employees are paid on the Foreign Personnel (FP) pay scale.
  • Initial appointment of employment cannot exceed five years.

This vacancy is being announced at two grade levels:

FP-5

Qualifying experience for the FP-5 level includes one year of specialized experience at least equivalent to the FP-7 or GS-7 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Specialized experience includes: Experience assisting in the preparation of plans for conducting evaluations, audits or investigations that will facilitate implementation of the evaluation, audit or investigation goals.

FP-4

Qualifying experience for the FP-4 level includes one year of specialized experience at least equivalent to the FP-5 or GS-9 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Specialized experience includes: Experience performing auditing, evaluation or inspection activities to determine conformance to accepted principles/procedures; Experience analyzing data to generate special reports of value to the evaluation, inspection, audit or investigative process and OIG operations.

Time-in-Grade Requirements: Internal applicants and Federal employees who are currently holding, or who have held within the previous 52 weeks, a position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying (FP-7 or GS-7; FP-5 or GS-9).

Note: All current or former Federal employees (including internal employees) must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure, and type of service (Competitive or Excepted).

Intelligence Background Information

Peace Corps Manual Section 611 is applicable to this position. This section prohibits the employment of certain persons previously engaged in intelligence activities or connected with intelligence agencies within the past 10 years. If you have ever worked for the Central Intelligence Agency (CIA), you are not eligible for employment at the Peace Corps in any capacity, and you should not apply for employment.

Acceptance of employment with Peace Corps precludes employment by certain intelligence organizations for a specific period of time, determined by the employing agency, after Peace Corps employment ceases.
