Major Duties:

  • Responsible for carrying out the visual information aspects of a park wide interpretive program.
  • Assists in producing plans and products that satisfy park-level, network level and NPS goals and objectives for interpreting park resources.
  • Build skills in "emerging technology" and techniques that can be used effectively to communicate with the public. Products produced may Include specialized web-based features such as eHikes and eTours, database driven web features, DVDs podcasts, webcams, video production and apps.
  • Prepares a wide variety of Interpretive media including waysides, streaming video, newspapers, filers, brochures, posters, logos, and promotional materials to best Interpret Park resources.
  • Coordinates and communicates with other work groups and partners to create publications, signage and digital material to tell an engaging park story.
  • Assists in development of exhibits, including drafting scope of work statements. Works directly with contractors, exhibit fabricators, and graphic designers to coordinate creation, fabrication and Installation of media products.

  • At Rocky Mountain National Park (ROMO) duties will be developmental in nature when filled below the full performance level. This position is located at Rocky Mountain National Park - Estes Park, Colorado-At GS-07 $51,726 STEP 1 OF ANNUAL SALARY -$67,243 STEP 10 OF ANNUAL SALARY and at GS-09 $63,271 STEP 1 OF ANNUAL SALARY -$82,249 STEP 10 OF ANNUAL SALARY.
  • At Redwood National Park (REDW) - Orick, California-At GS-09 $57,118 STEP 1 OF ANNUAL SALARY -$74,250 STEP 10 OF ANNUAL SALARY.

  • You may be required to operate a government (or private) motor vehicle as part of your official duties. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you.   • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.

  • At REDW you may be required to travel overnight occasionally, must obtain a government charge card for travel purposes.

Qualifications

All qualifications must be met by the closing date of this announcement-12/08/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

GS-07 Level:

  • Must possess one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience includes but is not limited to the following: Experience directing, filming, editing& and producing videos for a public audience that convey intended messages; Developing and producing visual products for print and/or web pages using design software such as Adobe Creative Suite (Photoshop, Illustrator, InDesign, Premiere); Participating as a team member on all visual media projects and events). You must include hours per week worked. -OR-
  • Successful completion one full year of graduate level education with major study in commercial art, fine arts, art history, industrial design, architecture, drafting, interior design, photography, visual communication, or other fields related to the position. Some positions may also require subject-matter knowledge of medicine, science, or technical equipment. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. IMPORTANT - PLEASE NOTE: If you are using education to qualify you must submit a copy of your transcript. -OR-
  • Superior Academic Achievement based on 1) class standing, 2) grade-point average, or 3) honor society membership. Specific requirements are: 1) Class Standing: Upper third of graduating class based on completed courses; 2a) Grade Point Average: 3.0 or higher as recorded on official transcript or as computed based on 4 years of education; 2b) based on courses completed during the final full 2 years of curriculum; or 2c) 3.5 or higher based on average of courses completed in the specific major field of study; or 3) Honor Society Membership: Election to membership in a national scholastic honor society listed in the Association of College Honor Societies, Booklet of Information, and/or Baird's Manual of American College Fraternities (membership in a freshman honor society cannot be used to meet the requirements of this provision). Degree must be directly related to the occupation, (see Education section). You must include a copy of your transcripts. -OR-
  • Successful completion a combination of specialized experience and graduate study. The total must equal at least 100 percent in order to meet this description.
GS-09 level:
  • Must possess one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors) Specialized experience includes, but is not limited to the following: Specialized experience includes but is not limited to the following: Providing visual and audio production services using nationally established guidelines and Industry standards; Planning the preparation and use of visual aspects of printed materials such as books, handouts, bulletins, etc. for use in communicating information through visual means; Planning. coordinating. publicizing, and managing special events; Develop and maintain digital media such as web pages, app content, video or social media post. You must include hours per week worked. -OR-
  • Master's or equivalent graduate degree or two full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. Master's degree must be in major studies - commercial art, fine arts, art history, industrial design, architecture, drafting, interior design, photography, visual communication, or other fields related to the position. Some positions may also require subject-matter knowledge of medicine, science, or technical equipment. You must include transcripts. -OR-
  • Successful completion a combination of specialized experience and graduate study. The total must equal at least 100 percent in order to meet this description.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Additional information

A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay.

A Recruitment Incentive May Be Authorized for a newly selected employee when appointed to a permanent, temporary, or term position. A Federal employee who is transferring to the National Park Service from another component, bureau or Federal agency and who does not meet the conditions under 5 CFR 575.102 is not eligible for a recruitment incentive.

A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.

The incumbent occasionally must lift moderately heavy objects and operates hand tools and power tools such as hammers, screwdrivers, levels, rivet guns, saws, drills, etc.

Working Conditions: The work is normally sedentary and requires long periods of stationary work at a computer workstation. At GS-09 work also requires moderate physical exertion fabricating exhibits and signs, working from ladders, and lifting and working with maintenance staff installing signs and exhibits. The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
