Help

Manage a complex program of research and monitoring to document the condition of the Park's physical and geographic information resources. Identify management, monitoring, and research needs for the Physical Science and Landscape Ecology branch within the Resource Management and Science Division of Yosemite National Park. Develop and maintain positive working relationships with staff internally and externally to meet research and monitoring goals. Prepares reports, publications, and presentations on the results of research and monitoring efforts to document findings and share information internally and externally.

Supervise the Physical Science and Landscape Ecology branch staff following law, policy, and best management practices. Formulate and administer an annual operating budget to support staffing, equipment needs, and work projects, with related costs and yearly work schedule for an interdisciplinary team of hydrologists, geologists, air quality specialists, geographic information specialists, and other technicians. Successfully seek funding for the Physical Science and Landscape Ecology branch's priorities and projects, such as research and monitoring to support climate adaptation and resiliency, through NPS, grant, and other funding sources. Prepare requests for proposals or statements of work to accomplish resource projects and priorities as needed.

Carry out program management duties by developing work plans and schedules, scopes of work, cost estimates and directing subordinate staff. Serve as the Branch's project manager, investigator, point of contact, and/or technical representative on contracts or agreements to ensure completion of projects within scope, schedule, and budget. Develop and negotiate cooperative and interagency agreements and other cooperative instruments to effectively carry out resource management goals.Contribute to Park management decisions, restoration efforts, and planning documents using expertise in physical sciences and/or landscape ecology.

Physical Demands: Work is sedentary in nature but may require strenuous physical activity including periods of standing, walking, climbing, and lifting and carrying heavy objects. Some activities will occur in physically dangerous areas or settings. Documentary research and report writing work is sedentary, which entails the ability to concentrate and write for long periods of time.

Working Conditions: Work is performed primarily indoors. Occasionally, work may be performed outdoors in all types of weather and conditions. Outdoor assignments may be performed in potentially hazardous areas including steep slopes, rocky terrain, and fire lines, and forests.

  • You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. Please indicate in your application whether you possess a valid State driver's license.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home up to 2 nights per month.

Qualifications

All qualifications must be met by the closing date of this announcement-11/27/2023-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess the one-year time-in-grade, as required by this announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade, such as a Within Grade Increase.

For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

To qualify for this position, you must possess the Individual Occupation Requirements for at least one of the series below AND the Specialized Experience and/or Education Requirements for a GS-12 grade level.

INDIVIDUAL OCCUPATIONAL REQUIREMENTS FOR NATURAL RESOURCES MANAGEMENT AND BIOLOGICAL SCIENCES GS-0401 SERIES:
Successful completion of a full four-year course of study in an accredited college or university leading to a bachelor's degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. You must provide transcripts

A combination of education and experience, which includes courses equivalent to a major as shown above, plus appropriate experience or additional education. You must provide transcripts.

INDIVIDUAL OCCUPATIONAL REQUIREMENTS FOR PHYSICAL SCIENCE GS-1301 SERIES:
Successful completion of a full four-year course of study in an accredited college or university leading to a bachelor's degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
-OR-
A combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
- AND -
SPECIALIZED EXPERIENCE AND/OR EDUCATION for GS-12:
EXPERIENCE:
At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal Service (obtained in either the public or private sectors). This experience MUST include at least three of the following: provide natural or cultural resource program support and professional advice in at least one of the occupational series listed above; conduct or participate in National Environmental Protection Act (NEPA) or National Historic Preservation Act (106/NHPA) compliance review; plan or participate in the planning of natural or cultural resource projects or studies; coordinate and/or interact with Tribes on natural or cultural resource management activities or concerns; participate as a professional member of a research team; research, develop, and prepare manuscripts for professional publications; perform collections management, registration, cataloging, research, preservation, restoration, and/or conservation of collections

EDUCATION: Successful completion of a Ph. D. or equivalent doctoral degree. You must provide transcripts.

Successful completion of a combination of education and experience as described above. You must include transcripts.

Education

A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.
