Help

This position is located in the Office of Health Services (OHS), Peace Corps Headquarters, Washington DC. The Office of Health Services provides and operates a comprehensive, international health system designed to maintain and improve the health of Trainees, Volunteers and, as authorized, Returned Peace Corps Volunteers; and determines medical eligibility/clearance for Volunteer services. OHS assesses the medical needs and qualifications of applicants, provides clinical and preventive health services to Volunteers and Trainees (collectively the Volunteers), clinical supervision and support, technical advice, training and education, and administrative support services through multidisciplinary professionals.
The Associate Director of the Office of Health Services (AD/OHS) is a member of the Peace Corps Director's senior staff and serves as a leader responsible for oversight and execution of health care programs and related activities for Applicants, Invitees, Trainees, Volunteers, and Returned Volunteers.

The Associate Director performs the following major duties:

  • Ensures that the Agency's health services programs and mission support resources are effectively and efficiently aligned and deployed.
  • Ensures mandatory requirements identified in a variety of laws, regulations, Presidential Executive Orders, and Agency Head policies, are incorporated within the planning and delivery of Peace Corps' health systems intended to support Volunteers' service.
  • Ensures that the OHS' activities align with Peace Corps' strategic direction and contributes to facilitating Volunteers' service consistent with the Director's key priorities and the Agency's mission and program objectives.
  • Serves as a member of the Director's executive leadership team, participates and leads development of the Agency's vision regarding the strategies and approaches to ensuring that Volunteers' health care needs are met to facilitate service in host countries.
  • Serves as a key advocate for the Director's management priorities, and provides leadership, direction, and management to effect strategies to support Volunteer health.

Peace Corps Information
  • This is a Federal civilian job in the Excepted Service. Peace Corps employees are paid on the Foreign Personnel (FP) pay scale.
  • This position is excluded from the 5-year term appointment rule.
  • All new employees are required to certify and submit a state of understanding acknowledging adherence to the Peace Corps condition of employment prior to day 1 of employment with the Peace Corps.

Qualifications

MINIMUM EDUCATION REQUIREMENT(S), GS-0601: Education: Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

In addition to the required minimum education listed above, candidates must have all the following:

  • The position requires that all qualified individuals must have at least one full year of supervisory experience at the GS-15 level or above (REQUIRED), and have demonstrated exceptional executive leadership potential. Supervisory experience includes planning, assigning, and evaluating the work of subordinate employees. (Note: Your resume must explicitly demonstrate one full year of supervisory experience).
  • The position requires that all qualified individuals must possess a minimum of one year specialized experience equivalent to the GS-15 or higher, providing overarching leadership and strategic direction for the development and implementation of an organization's health system policies and procedures; conducting data analyses to support strategies and initiatives for maintaining and improving the health of the workforce domestic or abroad, enhancement of health and safety measures; and the continuous quality improvement of an agency's health system.
  • The position requires that all qualified individuals must demonstrate executive leadership potential and a level of competence and potential sufficient to lead, direct, and evaluate programs and activities related to accomplishing a major program's mission. This experience must demonstrate an applied knowledge of management principles, developments, trends, and generally-accepted practices and techniques utilized in effective program planning and problem solving.
  • The position requires that all qualified individuals must demonstrate competence and potential for executive development in the five SES ECQs, which are the leadership criteria defined by OPM to certify candidates for SES positions. Intelligence Background Information

Peace Corps Manual Section 611 is applicable to this position. This section prohibits the employment of certain persons previously engaged in intelligence activities or connected with intelligence agencies within the past 10 years. If you have ever worked for the Central Intelligence Agency (CIA), you are not eligible for employment at the Peace Corps in any capacity, and you should not apply for employment.

Acceptance of employment with Peace Corps precludes employment by certain intelligence organizations for a specific period of time, determined by the employing agency, after Peace Corps employment ceases.

Applicants who are found to be otherwise qualified will be required to submit upon request in the future a completed Intelligence Background Questionnaire, or narrative signed statement, indicating whether the applicant has been involved in or has had any connection with intelligence activities or related work and, if so, the nature and dates of his or her involvement.
