Duties

Help

As a Park Ranger (Visitor Services) your duties will include but are not limited to the following:

  • Develops, manages and maintains a high quality and balanced visitor services program by providing opportunities in the six priority wildlife-dependent recreation activities as appropriate to the refuge, and the secondary uses and other programs that may support them.
  • Develops and implements interpretive and environmental education programs. Programs reach a wide range of audiences and address identified resource issues that may reach outside the refuge boundary. Establishes and implements partnerships with local educational institutions to develop and manage environmental education programs that meet both the mission and goals of the Fish and Wildlife Service, and refuge and curricula needs of the schools.
  • Coordinates with other refuge staff to measure impacts of visitor use on wildlife/habitat; develop, conduct, and analyze surveys and visitor use studies; minimize conflicts between the refuge's visitor use and wildlife and management goals, and recommends program changes as needed. Measures expectations, quality and satisfaction regarding the refuge visitor services program.
  • Develops, coordinates, and implements refuge or issue specific outreach and communication plans for key issues which may result in various outreach activities such as public meetings/hearings and Congressional briefings.
  • Plans and manages special events on the refuge and coordinates off-site participation in events such as state fairs, festivals, county fairs, etc.
  • Develops and manages partnerships with community organizations and corporations (Scouts, service organizations, local governments, and businesses).
  • Develops, manages, and implements Memoranda of Agreement and Memoranda of Understanding for all visitor services partnerships.
  • Establishes and maintains a comprehensive refuge volunteer program as described in the Volunteer and Community Partnership Act. Recruits, trains, and provides support for volunteers and those participating in conservation programs.
  • Develops and manages the refuge's visitor services budget. Participates fully in the refuge's budget planning, development and execution.
  • Develops funding opportunities, outside of traditional Federal sources, to enhance the visitor services program by
    working with partners to apply for challenge cost share, volunteer/friends group grants, contributed funds account, and other budget enhancement packages. Completes all necessary reporting requirements.
  • Manages and maintains visitor facilities to prevent hazards to public safety. Coordinates repairs and upgrades with maintenance staff. Ensures that all visitor facilities are properly maintained.
  • Coordinates, develops, and implements the Visitor Services Plan and the associated step down plans for the Visitor Services (VS) program, such as: Sign Plan, Interpretive Plan, Environmental Education Plan, Hunt Plan, and Fishing Plan. Serves as planning team member and the refuge's technical expert for Visitor Services issues during preparation and reviews of the refuge's Comprehensive Conservation Plan. Coordinates with State agencies and other refuge personnel. Prepares documents for Federal Register publication as appropriate.
  • Incorporates, manages, and addresses cultural resources requirements on the refuge, ensuring compliance in all projects. Coordinates with State Historic Preservation Officer and Regional Historic Preservation Officers.

In order to qualify for this position, you must possess the Minimum Qualification.

Minimum Qualification [GS-12]
I have at least one (1) year of full-time specialized experience equivalent to at least the GS-11 grade level in federal service that equipped me with the particular knowledge, skills and abilities to perform successfully the duties of this position, and that is typically in or related to the work of the position to be filled. Such experience would include: 1) planning, administering, and managing visitor services activities; 2) creating and implementing new recreational and/or educational opportunities, programs and services for visitors: 3) ensuring that visitor facilities and programs meet all regulatory requirements (safety, accessibility, historical preservation, etc.) and programmatic goals and objectives; 4) managing a Natural Resource or Public Land's program budget and ensuring proper use of funds; 5) developing and maintaining cooperative relationships with the public, educational institutions, non-profit organizations, and governmental agencies to promote the programs/services of a park/refuge and/or to partner on collaborative projects. Minimum Qualification [GS-11]
A. I have one (1) year of specialized experience equivalent to at least the GS-09 grade level in federal service that equipped me with the particular knowledge, skills and abilities to perform successfully the duties of this position, and that is typically in or related to the work of the position to be filled. Examples of specialized experience include: 1) drafting plans for operations, including resource management and seasonal staffing priorities; 2) compiling evaluation reports and making recommendations of specific management problems, including special use permits, and visitor use and safety; 3) preparing portions of interpretive planning and budgeting program documents; 4) planning and implementing management analyses concerning the effectiveness and visitor appeal of the interpretive programs and literature. NOTE: Transcripts required and your resume must contain sufficient detail of this level of work, i.e., complete begin/end dates, hours worked per week, duties performed, etc. for each timeframe for consideration.

B. I have 3 years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree related to the occupation. Major study: natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources. C. I possess a combination of qualifying specialized experience and qualifying graduate education (both as described above) that, when computed as percentages of their respective requirements, equals at least 100% when combined. Only education beyond the second graduate year (36 semesters or equivalent) is creditable using this method. NOTE: Transcripts required, and your resume must contain sufficient information at this level of work, e.g., complete begin/end dates, hours worked per week, duties performed, etc., for each period of work for consideration to meet this standard.
