Duties

Help

This position is responsible for managing the botany and integrated weed management programs for the Field Office and will coordinate with the District Plan and Annual Work Plan goals as they interrelate to other Field Offices, the District, and OR/WA State goals and priorities.

This position will also be responsible for insuring compliance with existing consultation documents, preparing Biological Assessments for consultation with USFWS under Sec. 7 of the Endangered Species Act, preparing monitoring reports, and insuring consistency with activity plans and the Resource Management Plan.

The incumbent conducts habitat inventories and collects field data on special status species and noxious weeds for input into project and resource management planning efforts, including National Environmental Policy Act document preparation.

Incumbent will participate on interdisciplinary teams where he/she will develop or evaluate project plans, develop alternatives, and analyze impacts of these projects to special status plant species and noxious weeds.

The incumbent will be responsible for entering data into various databases and have a working knowledge of GPS and ArcGIS systems.

Qualifications

In order to qualify, you must meet the experience and/or education requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application.

MINIMUM QUALIFICATIONS:
To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying.

Basic Requirements for the Botanist series, GS-0430
Must have successful completion of a full 4-year course of study leading to a bachelor's or higher degree, or have a bachelor's or higher degree in botany; or basic plant science that included at least 24 semester hours in botany. Courses in basic botany, plant anatomy or morphology, cytology, histology, genetics, taxonomy or systematics, algology, mycology, ethnobotany, and those dealing with specific problems of a botanical nature or with specific groups of plants are qualifying.
OR
Have a combination of education and experience: Courses equivalent to a major in botany or basic plant science that included at least 24 semester hours in botany, as shown above, plus appropriate experience or additional education. The quality of the combination of education and experience must be sufficient to demonstrate that you possess the knowledge, skills, and abilities required to perform work in the occupation, and comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. Creditable experience should have demonstrated similarly appropriate skills or abilities needed to perform the work of the occupation.

Additional Qualification Requirements
In addition to meeting the Basic Requirement(s) listed above, you must demonstrate that you have the required specialized experience and/or education for the respective grade level(s) in which you are applying:

GS-09:
Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) Integrating plant species, ecology, and conservation knowledge into work activities to provide advice/guidance to managers; (2) Providing technical guidance to stakeholders on noxious weed control programs, herbicide use and precautions to devise solutions to issues related to noxious weed control; (3) Researching data to determine solutions that prevent adverse impacts to special status plants; and (4) Conducting habitat assessments to coordinate activity planning process activities.
OR
Education: Successfully completed 2 years of progressively higher-level graduate education leading to a master's degree, or master's or equivalent graduate degree in a field that demonstrates the knowledge, skills, and abilities required to conduct the work of this position. Such fields include botany, related plant sciences, ecology, biological sciences, physical sciences, or directly related fields.
OR
Combination of Education and Experience:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

GS-11:
Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) Integrating plant species, ecology, and conservation knowledge into work activities to provide advice/guidance to managers; (2) Providing technical guidance to stakeholders on noxious weed control programs, herbicide use and precautions to devise solutions to issues related to noxious weed control; (3) Researching data to determine solutions that prevent adverse impacts to special status plants; and (4) Conducting habitat assessments to coordinate activity planning process activities.
OR
Education:
Successfully completed 3 years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree, in a field that demonstrates the knowledge, skills, and abilities required to conduct the work of this position. Such fields include botany, related plant sciences, ecology, biological sciences, physical sciences, or directly related fields.
OR
Combination of Education and Experience:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Status merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).
One year at the GS-07 is required to meet the time-in-grade requirements for the GS-09 level.
One year at the GS-09 is required to meet the time-in-grade requirements for the GS-11 level.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Additional information

  • Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement.
  • Must possess and maintain a valid state driver's license for the duration of the appointment.
  • Must attend Contracting Officer Representative (COR) training and receive COR Certification (as soon as classes are made available). COR level determined by supervisor.
  • You may be required to travel overnight away from home up to 5 nights per month. You must be eligible to obtain a government charge card for travel purposes.
  • Travel and relocation expenses will be paid consistent with the Federal Travel Regulation, Chapter 302, and Departmental policy. Selectee will be responsible for tax obligations related to payments for moving expenses - 2017 Tax Cuts and Job Act, Public Law 115-97. See "Other" section for additional information on 2017 Tax Cuts as related to PCS.
Physical Demands: Work may be in an office or a field setting, or at a public meeting. Office work, though sedentary, procedures substantial mental stress because of shifting priorities, short timeframes for preparation and submission of correspondence and other documents, complexity of work and the large volume of work requiring the incumbent's attention.

Field work requires the incumbent to be capable of operating both two- and four- wheel drive vehicles and hiking for extended periods over rough terrain. Safe handling and application of pesticides is required.

Working Conditions: Most work is performed in a typical office environment. About 30 percent of the incumbent's time is spent in the field. Field work usually requires irregular hours in a wide variety of remote and rugged terrain where climatic conditions are variable and extreme. Much of the field time is spent in a forested environment.

Telework: The Bureau of Land Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
