This position works in the Division of Facility Management at Rocky Mountain National Park as a work crew Leader assigned responsibility for the repair and stabilization of historic/non-historic stone and mortar structures. This position is required to work with minimal direct supervision in the operation of a variety of vehicles up to 54,000 GVWR capacities in performing maintenance support activities which will include hauling supplies, materials, equipment and personnel to job sites and other locations. This position also leads and assists with snow removal operations.

  • Employee must possess a valid Class B (or higher) Commercial Driver's License (CDL) prior to first day of work. You must provide a copy of your CDL (picture blocked) with your application packet.
  • As a condition of employment, employee must be able to obtain/maintain a Class A Commercial Driver's License (CDL) with Tanker Endorsement within 12 months of starting work.
Career-Seasonal: This position is designated as Career-Seasonal. Career-Seasonal appointments are permanent positions and include the same benefits as Career appointments, but do not provide work on a year-round basis. In this position you will work from approximately March through January, and you will be in a non-pay status for approximately 2-4 weeks in February, unless other work exists that can be assigned to during this period. Though non-pay time may be reduced, you will still be placed in non-pay status for a minimum of 1 pay period each year in accordance with NPS policy.

  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home up to 2 nights per month. You must obtain a government charge card for travel purposes.
  • Government Charge Card: You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.

Qualifications

To qualify for this position, you must have sufficient knowledge and ability in the following job-related factors:

  1. Ability to lead and perform common Masonry Worker Leader duties. Work with employees in the repair and stabilization of historic/non-historic stone and mortar structures. Possess knowledge of stone structure construction and maintenance techniques and can recognize existing and future maintenance problems. Lead other worker(s) in (1) mixing soils, water, and amendments for mortars as prescribed, (2) removing damaged portions of walls and/or other similar architectural features in preparation for repair of damage and stabilization of the original fabric, (3) implementing prescribed treatments (capping, veneering, repainting, new laying, etc.). Operate of a variety of equipment which includes but is not limited to the following: snow removal heavy equipment such as a front-end loader, and dump truck to plow and remove snow from park roadways and visitor use areas throughout the year. Operate dump trucks up to 54,000 GVWR, front loaders, excavators, bobcats, and power wheelbarrows to haul materials, supplies, dirt, road base, rock, brush, sand, gravel, equipment, and tools, etc. I work under normal supervision; my supervisor observes tasks in progress and upon completion to make sure they are properly performed. A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.

Physical Demands: Heavy physical effort is required in constantly climbing in and out of different machines, pushing and pulling levers continuously while machine is in operation, and lifting such items as opening and closing tail gates on dump trucks. Work is strenuous because of the large equipment operated, the frequent adjustments made, and the adverse operating conditions. Considerable strain is caused by the constant vibration of the equipment and the jerking and jolting from operating over rough surfaces. Frequently lifts and carries items weighing up to 50 pounds and often puts forth similar effort when pushing, pulling, turning and positioning parts, assemblies, equipment and tools.

Working Conditions: Operation of large and complicated equipment in difficult circumstances increases exposure and risk of injury. Works both inside and outside and is exposed to hot and humid weather and/or extremely cold weather. Ice, road oils, and other items such as loose gravel and rocks create hazardous conditions. The operator is subjected to noise, vibration, dust, dirt, oils, solvents, and fumes from motors and exhausts. When working inside, must ensure proper ventilation to minimize fumes while welding and/or other fumes caused by equipment or vehicles. Worker is frequently exposed to the possibility of receiving cuts, abrasions, bruises and strains while servicing and operating equipment. Follows prescribed safety practices and uses safety equipment such as protective hearing devices and hard hats.

The National Park Service has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.
