The Department of Energy's (DOE) Office of Environmental Management - Office of River Protection is looking for a dynamic, innovative, seasoned executive to lead the Waste Treatment and Immobilization Plant Project (AMWTP) at the Office of River Protection.

As the Assistant Manager for Waste Treatment and Immobilization Plant Project you will:

  • Exercise full managerial authority over all operational mission and major staff functions directing AMWTP operational and construction activities and framing strategic plans based on broad organizational assessments and evaluations of long-term organizational objectives.
  • Determine the financial and personnel resources needed to achieve mission objectives and support mission operations, allocating funds and accounts for their use.
  • Identify the need for major organizational improvements and develop the requisite plans and direct implementing actions to achieve operational goals.
  • Oversee and direct the internal organization, staffing, policies, and personnel authorities required to carry out the responsibilities of the AMWTP, including the recruitment and retention of senior managers and technical experts necessary to ensure the success of the program.
  • Hold responsibility for the commissioning of the DFLAW approach to the tank waste mission as well as construction of the major capital asset project for High Level Waste (HLW) treatment.
  • Lead the fundamental project function of project management and review of Contractor submittals for performance, including cost, schedule, and variance reporting.
  • Develop DOE Hanford facility requirements for all DOE Hanford-controlled work breakdown structure elements, including identification, integration, resource optimization, and verification and validation requirements.
  • Define all project requirements associated with design, construction, and commissioning, and critical decision reviews.
  • Manage and integrate interfaces between individual projects and the actions of the design/build and operating contractors optimizing all projects to improve cost, schedule, and safety performance while maintaining functionality.
  • Direct the execution of all line activity functions including: environmental stewardship, program and technical support, contract administration, project management, construction, real property management, engineering, project direction, and other key project management and closure support areas.
  • Implement DOE Hanford Integrated Safety Management and hold responsibility for construction safety and assuring the contractor is in compliance with the Integrated Safety Management System (ISMS); provide oversight for safety issues; occupational, industrial, worker safety and health programs; OSHA and FEOSH programs; quality assurance; chemical management; and health physics/radiation protection.
  • Participate in the formulation, planning, and development of DOE Hanford policies and practices ensuring that they meet underlying requirements, including DOE O 413.3 and the Project Execution Plan.
  • Support external relations with government, private and public organizations, regulatory entities, and stakeholders in areas of WTP responsibilities, representing DOE, when required in consultations with key Congressional officials, and high-level representatives of the Department of Energy, private contractor business entities, and Stakeholders concerning the project execution of the Hanford risk reduction projects-speaking with full Agency authority in all cases.
  • Review and accept contract deliverables and the implementation of commercial codes and standards ensuring the Contractor has an Earned Value Management System (EVMS) that is compliant with American National Standards Institute (ANSI)/Electronic Industries Alliance (EIA)-748, EVMS.
  • Serve as the principal technical advisor and consultant on the Hanford risk reduction projects.

CONDITIONS OF EMPLOYMENT FOR THIS VACANCY: This is a career position in the SES. Unless the selectee is already a member of the SES with career status or has successfully completed an SES Candidate Development Program certified by OPM, executive qualifications must be approved by OPM before the appointment can be effected. If you are selected, you will be responsible for working with a DOE Executive Consultant to finalize your ECQ narrative for OPM submission.

HOMELAND SECURITY PRESIDENTIAL DIRECTIVE (HSPD-12): A selectee's appointment is contingent upon compliance with Homeland Security Presidential Directive (HSPD-12) governing personal identity.

PUBLIC FINANCIAL DISCLOSURE REPORT (OGE 278): If you are selected for this position, will be required to file this report prior to entry on duty in accordance with the Ethics of Government Act of 1978.

PROBATIONARY PERIOD: An individual's initial SES career appointment becomes final only after the individual successfully completes a one-year probationary period.

SECURITY CLEARANCE: You must be able to obtain and maintain a DOE Q-level security clearance.

DRUG TESTING: As a condition of appointment to this position, you will be subject to pre-employment/pre-appointment testing for illegal drug use under the U.S. Department of Energy Employee Drug Plan. If you are selected you will be provided information regarding drug testing. Failure to undergo testing or positive findings resulting from the test will eliminate you from further consideration for this position. If selected for and appointed to this position you will be subject to random drug testing while employed.

Qualifications

The application process used to recruit for this position is the RESUME BASED method. Applicants must show possession of the Executive Core Qualifications (ECQs) and any technical qualifications via resume. Your resume presented will reflect that you possess the ECQs and give a synopsis of your accomplishments. Although applicants cannot address the Executive Core Qualifications (ECQs) separately, evidence of each must be clearly demonstrated in the five (5) page resume and throughout the entire application package. Mandatory Technical Qualifications (MTQs) listed later in this section below must be addressed in a separate narrative.

EXECUTIVE CORE QUALIFICATIONS (ECQs): The five (5) ECQs described below were designed to assess executive-level experiences and potential not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): As part of your application package, asupplemental narrative must be uploaded addressing each MTQ listed below. No more than one (1) page per MTQ is allowed; additional informational information will not be considered. MTQs must provide specific examples that address relevant experience and accomplishments. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following MTQs. MTQ 1: This position requires knowledge and experience in managing and directing large technically complex nuclear and/or highly technical non-nuclear projects (such as gaseous diffusion plants, environmental site remediation, and facility decommissioning, decontamination, and demolition projects) using rigorous project management and performance standards to include areas of design, construction, component and system testing, commissioning and/or operation of complex, first-of-a-kind facilities and/or environmental cleanup activities. Provide a relevant example of your leadership of projects of this, or analogous, nature and problems you resolved while leading this type of project using effective leadership and project management principles.

MTQ 2: This position requires proven experience in establishing constructive relationships with high-level officials representing the project and organization to Congressional members and staff, other federal agencies, State Governments, Tribal Governments, industry leaders, and citizen or advisory panels. Provide relevant examples of your leadership of large capital projects , or analogous activities, and your actions to build and sustain broad stakeholder support. Please describe the situation, your actions, and the outcome.

Additional information

Federal Project Director Certification: The incumbent must obtain and maintain certification as a Federal Project Director under the DOE Project Management Career Development Program certification program at Level 4. If the incumbent does not have current certification, he or she must attain certification within two years of appointment, unless otherwise waived by supervisor.

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the quality and extent of your total accomplishments, experience, and education (if applicable). Your application will be rated and ranked by an Executive Resources Board (ERB) Panel, comprised of at least three SES members, using only the information submitted within the application package. Applicants who do not demonstrate in their application sufficient possession of the ECQs & MTQs will be determined ineligible for further consideration.

Although this position doesn't have a positive educational requirement, this position is a designated Senior Technical Safety Manager position and as such applicant qualifications must reflect the prerequisites of: (I) A technical degree, (2) extensive experience in the technical work area(s) related to the position, and (3) recognition as a subject matter expert in a technical area.

As part of the Resume Based recruitment method, the ERB Panel conducts a structured interview for all applicants, both competitive and non-competitive, who are determined to be in the top category from the ERB Rating Panel. Based on the Panel's evaluation, applicants who are determined Best Qualified will be referred to the selecting official for further consideration.

Failure to meet all qualifications automatically disqualifies an applicant. The most highly qualified candidates will be referred to the hiring manager for further consideration and possible interview. Persons tentatively selected for appointment to SES positions must prepare their ECQ package for OPM/QRB certification. The QRB review and certification is the last critical step in the SES selection process, and all SES candidates must have their executive qualifications certified by a QRB before being appointed as career members of the SES. Eligibility for this position will be based upon a clear showing that the applicant has experience of the scope and quality sufficient to effectively carry out assignments of the position.
