Salary Ranges - North Bend OR, Prineville OR, and Spokane Valley WA: GS-5: $37,696 - $49,009 per year; GS-07: $46,696 - $60,703 per year; GS-09: $57,118 - $74,250 per year; and GS-11: $69,107 - $89,835 per year.
Salary Ranges - Portland OR: GS-5: $40,440 - $52,577 per year; GS-07: $50,094 - $65,122 per year; GS-09: $61,275 -$ 79,655 per year; and GS-11: $ 74,137 - $96,375 per year.
Duties will be developmental in nature when filled below the full performance level (GS-11). Promotion to the full performance level is neither guaranteed nor implied and will be based solely on your ability to satisfactorily perform the work of the position, existing work at the higher grade level, and recommendation by the position's supervisor.
The selectee will conduct surveys and re-surveys for projects involving a variety of problems and complexity where unique situations are not anticipated. Most assignments are characterized by inadequate or inconclusive data requiring extensive research and interpretation of land records, historical data, and legal decisions, and will encounter situations of varying degrees of complexity from simple to multi-faceted/complex.
At the grade GS-5, you are a trainee, gaining familiarity with conducting field surveys, preparing field notes, and drafting plats for Cadastral Surveys.
At the grade GS-7, you are an advanced trainee land surveyor, and responsible for conducting field surveys, preparing field notes, and drafting plats for Cadastral Surveys Major duties include, but are not limited to:
Establishing, investigating, and reestablishing land and property boundaries.
Preparing plats and legal descriptions for tracts of land.
Planning and conducting routine and simpler surveys and re-surveys involving problems of moderate complexity.
Conducting research to find and interpret land records, historical data, and legal decisions.
Examining physical evidence recovered in the field and assessing the evidence acceptability with the support of recorded historical documents for positioning boundaries or resolving disputes.
At the grade GS-9, you will function as a Land Surveyor responsible for the conduct of field surveys, preparation of field notes and draft plats for Cadastral Surveys. Major duties include, but are not limited to:
Establishing, investigating, and re-establishing land and property boundaries.
Preparing plats and legal descriptions for tracts of land.
Planning and conducting routine surveys and re-surveys involving problems of moderate complexity.
Conducting surveys in the full field-to-finish mode, using electronic data collection and computer-based measurement software.
Examining physical evidence recovered in the field and assessing its acceptability with the support of recorded historical documents for positioning boundaries and/or resolving disputes.
At the grade GS-11, you are considered a journeyman-level Land Surveyor and advisor to the Field and/or District management team, land users, and interested publics. You will act as the principal contact and negotiator for multiple use management within the field office. Major duties include, but are not limited to:
Serving as chief of party on land surveys involving complexities, such as problems caused by changing watercourses or erroneous original meander lines; distorted or fraudulent prior surveys; obliterated or unrecoverable monuments; extremely high value property; actual or probable litigation; conflicting land records and survey data; omitted lands (such as islands); or application of new or experimental survey equipment and techniques.
Coordinating and integrating separate phases of survey projects and exercising professional knowledge/judgment in adapting and applying field survey methods, techniques, and procedures to day-to-day operations.
Conducting surveys in the full field-to-finish mode, using electronic data collection and computer-based measurement software.
Exercising professional level judgment and evaluations of the results for all computations and display of results.
Examining physical evidence recovered in the field and assessing its acceptability with the support of recorded historical documents for positioning boundaries or resolving disputes.
May be required to complete background investigation and drug screening.

Qualifications

Basic Requirement, Land Surveying Series, 1373
A. Have successfully completed a 4-year bachelor's degree or higher in land surveying; or civil engineering with a surveying option/emphasis. The civil engineering major must have included at least 6 semester hours of surveying, 3 semester hours of land law, and 21 additional semester hours in any combination of the following: surveying, photogrammetry, geodetic surveying, geodesy, route surveying, remote sensing, cartography, survey astronomy, land information systems, computer-aided mapping, aerial photo interpretation, and survey analysis and adjustments. OR
B. Have a combination of education and experience -- courses equivalent to a major in land surveying or civil engineering as described in paragraph A, plus appropriate experience, or additional education. OR
C. Have a current registration as a land surveyor in a State, territory, or the District of Columbia obtained by written examination. Such registration must have been obtained under conditions outlined in the National Council of Engineering Examiners (NCEE) Unified Model Law for Registration of Surveyors. Applicants wishing to be considered under this provision must show evidence of registration based on successful completion of the written examinations. Registrations granted prior to adoption of a registration law with qualification requirements equivalent to the NCEE Model Law by the State, territory, or District of Columbia are not acceptable under this option. To be considered equivalent to the NCEE Model law, registration laws must include the four options listed within the NCEE Unified Model Law in the section specifying "General Requirements for Registration" as a Professional Land Surveyor. Note: You must submit proof of your registration based on successful completion of the written examinations.

A. Applicants who meet one of the Basic Requirements for the Land Surveying Series, 1373, described above are fully qualified for the GS-5 grade level.
MinimumQualification Requirement, GS-07:
A. Specialized Experience: Have one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) Functioning as a member of a survey crew (2) Establishing and monument survey corners and boundaries; and (3) Utilizing surveying equipment and instruments, including global positioning systems and total stations. OR B. Superior Academic Achievement (SAA)): Have completed a bachelor's degree with major study in a field that demonstrates the knowledge, skills, and abilities required to conduct the work of this position such as land surveying or civil engineering and meet eligibility under the Superior Academic Achievement (SAA) provision. S.A.A. is based on (1) Class standing-applicants must be in the upper third of the graduating class, based on completed courses; or (2) Grade-Point Average-applicants must have a grade-point average of 3.0 or higher out of a possible 4.0 based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field completed during the final 2 years of the curriculum; or (3) Election to membership in a National Scholastic Honor Society - membership in a freshman honor society cannot be used to meet the requirements of this provision. Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9. OR C. Education: Have completed one (1) full academic year of graduate level education in a field that demonstrates the knowledge, skills, and abilities required to conduct the work of this position such as land surveying or civil engineering. One year of graduate education is the number of credit hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) is considered as satisfying the requirement for one year of full-time graduate study. OR D. Combination of Education/Experience: Have an equivalent combination of successfully completed post-high school education and experience as described above that meets 100% of the requirements for this position. (To calculate, first take the number of months of experience and divide by 12 months; then determine your post-high school education as a percentage). One year of full-time undergraduate study (post-high school) is defined as 30 semester hours or 45 quarter hours; then add the two percentages. The total percentages must equal at least 100 percent to qualify. Note: This will be verified using your resume and official or unofficial transcripts submitted with your application.
Minimum Qualification Requirement, GS-09: In addition to meeting at least one of the Basic Requirements listed above, applicants must also have specialized experience and/or education to meet one of the minimum qualifications described below for the GS-09 grade level:
A. Specialized Experience: Have one full year of specialized experience comparable in scope and responsibility to the GS-7 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) Interpreting survey records; (2) Recovering and measuring physical survey evidence; (3) Completing survey computations; (4) Operating, adjusting, and maintaining surveying equipment and instruments, including global positioning systems and total stations; and (5) Planning and conducting surveying projects. OR B. Education: Have successfully completed 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree, in a field that demonstrates the knowledge, skills, and abilities required to conduct the work of this position, such as land surveying or civil engineering. OR C. Combination of Education/Experience: Have an equivalent combination of specialized experience and graduate level education described above. (To calculate, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 18 semester hours, and divide by 18 semester hours or equivalent. Then take the number of months of experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify).

Specialized Experience: Have one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing at least 5 of the following: (1) Reading and interpreting survey records and deeds to evaluate and correlate information; (2) Reviewing physical survey evidence to restore or re-establish obliterated corners; (3) Preparing technical reports or producing survey plats; (4) Explaining the purpose of surveys to obtain knowledge of existing property boundary control evidence and/or to gain physical access to a vicinity of a survey; (5) Operating, adjusting, and maintaining surveying equipment and instruments, including global positioning systems and total stations; and (6) Planning and conducting surveying projects of a complex nature, usually involving conflicting title data or fragmentary corner evidence. OR B. Education: Have successfully completed 3 years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree or LL.M., in a field that demonstrates the knowledge, skills, and abilities required to conduct the work of this position, such as land surveying or civil engineering. OR C. Combination of Education/Experience: Have an equivalent combination of specialized experience and graduate level education described above. (To calculate, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 36 semester hours, and divide by 18 semester hours or equivalent. Then take the number of months of experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify).

Physical Demands: Work is either in an office setting or out-of-doors involving extensive hiking, carrying heavy loads, and cutting and clearing brush and debris with axes, brush hooks, and chain saws.
Working Conditions: The work environment varies from an office setting to out-of-doors. The outdoor environment varies from flat, barren desert land or open prairie to extremely steep, rugged, and broken mountains covered with dense brush and timber. The temperatures fluctuate from extremely hot to uncomfortably cold. At times, crews are required to work in rain and snow. Individuals are exposed to poisonous plants, snakes, insects, and most animals common to the outdoors.
