Duties

Help

As the Director of Strategic Analysis you will:

  • Lead and set the strategic direction for the Strategic Analysis portfolio for EERE, including creating vision, developing strategy, setting policy direction, and planning new analysis work for all technologies within the EERE portfolio.
  • Serve as the primary advisor to EERE leadership on analysis-related issues and participate as part of the leadership team of EERE's Integrated Strategies portfolio.
  • Direct and supervise a team of analysts and senior specialists, setting priorities for and evaluating the work of direct-reports and providing advice, counsel and instruction to employees.
  • Coordinate with internal and external stakeholders to oversee collaborative energy market and impact analysis program and projects, with special emphasis on working with experts from industry, academia, and the National Laboratories.
  • Represents EERE internally and externally at conferences and other stakeholder engagements.

TRIAL PERIOD: New appointees must successfully complete a 2 year trial period and a 1 year supervisory probationary period, to be completed concurrently.

This is an Excepted Service position. This appointment will not confer Competitive Service career-conditional or career tenure status. This means that if you are selected, you would have to compete with other applicants in open competition to meet requirements for another Federal position, unless you meet the requirements for reinstatement. Applicants who voluntarily convert from the competitive service, Senior Executive Service, or other pay systems to a non-time limited appointment under this excepted service authority are not afforded "fallback rights" to the pay system assigned prior to conversion.

Qualifications

You must meet both the Basic Requirement and the Specialized Experience to qualify for this series as described below.

BASIC REQUIREMENTS:
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade/pay band in the Federal service. For this position, experience must be at least equivalent to the EJ/EK-III or GS-13 level.

SPECIALIZED EXPERIENCE REQUIREMENTS: Specialized experience for this position is defined as:

  • A minimum of 3 years demonstrated extensive experience with developing, conducting, overseeing, and publishing analysis in the energy sector, energy policy, and/or regulatory issues.
NARRATIVE RESPONSE REQUIRED: A supplemental narrative must be uploaded as part of your application submission addressing the specialized experience requirement. You will be expected to provide a narrative response (no more than 2-pages) addressing the following:

1.) Describe your experience in developing, conducting, overseeing, and publishing analysis in the energy sector, energy policy, and/or regulatory issues.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service Programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must meet all qualification and eligibility requirements by the closing date of this announcement.
