Major Duties:
This position serves as the Glen Canyon National Recreation Area and Rainbow Bridge National Monument Tribal Liaison for American Indian tribes associated with the two park units. The tribal liaison provides authoritative advice to the superintendent and park management team on tribal issues, and serves as the park's technical expert on law, policy and guidance pertaining to tribal consultation and the government-to-government (G2G) relationship.
The variety of issues for which the incumbent is responsible is broad, including providing advice to the park on government-to-government consultation with tribes on park management issues, advising the park superintendent in consultative and working relationships with 6+ tribes on issues pertaining to Indian Law and policy, planning and development issues, concessions contracts, compliance, resource use and access, special use permits, exhibit and interpretive programs, boundary disputes, and dispute resolution.
Travel is required for site visits including backcountry travel, consultations at associated Tribal headquarters, training, and meeting attendance.
Duties will be developmental in nature when filled below the full performance level.
Physical Demands:
The work varies from sedentary to actively challenging. Depending on the assignment, physical activities including balancing, bending, climbing, hiking, sitting, standing, stooping, and walking, as necessary to complete assignments on rough terrain and during inclement weather, could be required. Day and overnight travel are required.
Work Environment:
Work is performed indoors and outdoors. Work includes tribal consultation meetings at Tribal headquarters and ceremonies in Arizona, Utah, Colorado, and New Mexico. On occasion may visit remote areas of the park, including cultural and archeological sites found in wilderness conditions that are subject to extreme terrain variation and inclement weather. Occasional, periodic, and regular recurring travel for visits to tribal facilities, reservations, and/or other field settings that require short or long periods of traveling by park automobile, plane, or boat may also occur.
Duty Station Information:
Flagstaff, Arizona: Flagstaff has a population of about 75,000 and includes multiple K-12 public and private schools, Northern Arizona University, a diverse community, medical, and other support services. With an elevation of 7000 ft, summers are warm with temperatures in the 80's and winters are cold, with low temperatures near zero and snow averaging around 90 inches. Recreational opportunities in both areas cross all four seasons in environments ranging from low deserts to high mountains and include hiking, backpacking, fishing, cross-country and downhill skiing, and golfing in nearby communities. The rental and home markets in Flagstaff can be relatively expensive and limited.
Page, Arizona: Page overlooks beautiful Lake Powell which offers boating, associated water sports, hunting, recreation, and fishing, as well as river running on the Colorado River above and below Lake Powell. The surrounding land offers beautiful red rock country for hiking and backcountry wilderness activity. Page is at the hub of the Grand Circle, containing America's largest concentration of national parks and monuments, such as Grand Canyon, Zion, Capitol Reef, Bryce Canyon, Arches, Canyonlands, Grand Staircase Escalante, and the Flagstaff Area Monuments. Page offers normal small community amenities such as airport, shopping, medical, and dental facilities, schools K-12 and college courses available through the local Community College. Elevation in Page is 4300 feet above sea level and the weather is beautiful high desert sunny days, cool nights, and low humidity. Government housing may be available by a bid process.
Tucson, Arizona: Tucson is a vibrant and diverse community of nearly 1 million. All urban services, (hospitals, education, university, shopping, etc.) are readily available within the area. It is the Sonoran Desert and daytime temperatures range from 100+ degrees in the summer to 20-70 degrees in the winter. Cooler temperatures at higher elevations. Home purchases are available in the area.
