The executive encumbering this position serves as the Deputy Field Office Manager of the Los Alamos Field Office and in collaboration with the Manager, is responsible for oversight and contract administration of the Los Alamos Management & Operating (M&O) Contract through executive direction of technical programs, projects and activities performed by the site/laboratories. These programs are critical to the defense, and environmental restoration missions of the NNSA and Department of Energy, and environmental restoration missions of the NNSA and Department of Energy.

The Deputy Field Office Manager serves as the senior NNSA official in the field, representing the Field Office Manager, NNSA and the NNSA Administrator by carrying out the functions listed below:

  • In collaboration with the Manager, the executive encumbering this position is assigned responsibility for activities impacting the safe operation of defense nuclear facilities including providing assistance, direction, guidance, oversight, and evaluation of contractor activities.
  • In matters concerning scientific or technical environmental, safety and health issues, the Deputy Manager will coordinate with other Senior Technical Safety Managers within the Field office in making these decisions.
  • In collaboration with the Manager, provides overall executive management of the Los Alamos Field Office federal staff in executing their assigned roles, responsibilities, authorities, and accountabilities.
  • Provides program execution support and directs the development of site-specific plans. Oversees the site/laboratories management and operations of NNSA infrastructure and facilities, directs the site/laboratories to prepare site-specific plans, and participates as the federal representative in the development of the facilities and infrastructure recapitalization program.
  • In collaboration with the Manager, administers and oversees the performance of the site/laboratories M&O contract at the Field Office. Manages and administers contracts, through properly credentialed Contracting Officers (CO) and delegated Contracting Officer Representative (COR) authorities at the Field Office to direct, oversee, and evaluate the work of M&O and other assigned contracts.
  • In collaboration with the Manager, oversees implementation of environmental, safety, and health programs at the site/laboratories. Serves as NNSA lead for environmental permitting at the site and ensures that the M&O contractor meets the requirements for assigned facilities/locations for appropriate environmental planning, compliance, monitoring, and permitting activities.
  • In collaboration with the Manager, oversees and approves as required by DOE orders/delegated authorities the M&Os plans required to manage and implements the Safeguards and Security Program at the site.
  • Maintain the Field Office Business, Security and Mission and technical Operations expertise ensuring compliance with the Federal contract to manage and operate the Los Alamos National Laboratory.
  • Responsible for long term viability of the Los Alamos National Laboratory to meet evolving mission needs through site stewardship, being a good neighbor, and engagement with state, tribe, and local government stakeholders.
  • Responsible for operation of the Los Alamos Field Office, to include employee and resource management.
  • At the direction of the Manager performs other field office management and oversight related activities.

CONDITIONS OF EMPLOYMENT FOR THIS VACANCY: This is a career position in the SES. Unless the selectee is already a member of the SES with career status or has successfully completed an SES Candidate Development Program certified by OPM, executive qualifications must be approved by OPM before the appointment can be effected. If you are selected, you will be responsible for working with a DOE Executive Consultant to finalize your ECQ narrative for OPM submission.

HOMELAND SECURITY PRESIDENTIAL DIRECTIVE (HSPD-12): A selectee's appointment is contingent upon compliance with Homeland Security Presidential Directive (HSPD-12) governing personal identity. May be required to pass a pre-employment drug test, random testing after appointment.

Resume-Based Resume: Applicants must show possession of the ECQs and any technical qualifications via resume. Your resume presented will reflect that you possess the ECQs and give a synopsis of your accomplishments. The application process used to recruit for this position is the RESUME BASED method. Although applicants cannot address the Executive Core Qualifications (ECQs) separately, evidence of each must be clearly demonstrated in the five (5) page resume and throughout the entire application package. Mandatory Technical Qualifications (MTQs) must be addressed in a separate narrative.

If you are a current SES and/or QRB certified, you do not need to provide a Resume Based ECQ write-up, but you must provide your SF-50 showing you are a current SES and/or QRB Certification from OPM.

Executive Core Qualifications (ECQs): The five (5) ECQs described below were designed to assess executive-level experiences and potential not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions.

ECQ 1: LEADING CHANGE: Ability to bring about strategic change, both within and outside the organization, to meet organizational goals and establish an organizational vision and to implement it in a continuously changing environment.

ECQ 2: LEADING PEOPLE: Ability to lead people toward meeting the organization's vision, mission, and goals and provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

ECQ 3: RESULTS DRIVEN: Ability to meet organizational goals and customer expectations, and make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ 4: BUSINESS ACUMEN: Ability to manage human, financial, and information resources strategically.

ECQ 5: BUILDING COALITIONS: Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. The Office of Personnel Management (OPM) is required by law to review the executive core qualifications of each new career appointee to the Senior Executive Service (SES) prior to appointment.

Mandatory Technical Qualifications (MTQs): A supplemental narrative must be uploaded and attached to your application addressing each MTQ listed below. No more than one (1) page per MTQ is allowed; additional informational information will not be considered. MTQs must provide specific examples that address relevant experience and accomplishments. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following MTQs:
  • MTQ 1: Describe your experience or ability as an executive within the last three years to provide leadership, direction, and oversight for a complex organization in the areas of national security, work for other government agencies, facilities engineering, emergency response, environmental management, environment, safety and health and technical security programs; to include large nuclear and hazardous non-nuclear facilities.
  • MTQ 2: Describe your knowledge of and experience in leading, directing and providing oversight for contractors with a large and diverse workforce responsible for complex technical, safety, security and business activities as an executive within the last three years.
  • MTQ 3: Describe your demonstrated experience as an executive within the last three years in leading strategic efforts in national security, facility management, and site operations to ensure long term viability of organizational assets.
Failure to submit a narrative statement addressing each of the MTQs will cause your application to be deemed incomplete and not be considered.

You will be evaluated on the quality and extent of your total accomplishments, experience, and education (if applicable). Your application will be rated and ranked by an Executive Resources Board (ERB) Panel, comprised of at least three SES members, using only the information submitted within the application package. Applicants who do not demonstrate in their application sufficient possession of the ECQs & MTQs will be determined ineligible for further consideration.

As part of the Resume Based recruitment method, the ERB Panel conducts a structured interview for all applicants, both competitive and non-competitive, who are determined to be in the top category from the ERB Rating Panel. Based on the Panel's evaluation, applicants who are determined Best Qualified will be referred to the selecting official for further consideration.

Veteran's Preference does not apply to the Senior Executive service (SES).

Once a candidate has been identified for selection, reference checks may be completed. The Department's appointing official(s) will make a final approval of the selection, and in competitive cases, OPM's Qualifications Review Board (QRB) must certify the ECQs before final appointment can occur. If OPM/QRB certification is required, the candidate identified for selection is required to prepare their ECQ package for OPM/QRB certification.
