Help

Director, Office of Human Resources, functions as the Human Resources (HR) Director for the agency and reports to the Deputy Associate Administrator for Management in the Office of Management and Budget.

The HR Director carries out specific authorities under delegation from the Administrator and Associate Administrator, directing and overseeing a Human Resources program; workforce analysis and planning; and executive resources management across NNSA, encompassing competitive and excepted service HR systems.

NNSA's goal is to have a state-of-the-art Human Resources program that will ensure long-term success of its vital national security mission and enable NNSA to attract, recruit, retain, and sustain the future Federal workforce. The office consists of four divisions, the Policy and Initiatives, Employee Management Relations Division, Employment and Workforce Planning Division, Executive Resources Division headed by a subordinate supervisor and is responsible for managing a sizeable workforce with substantial program responsibility.

The Director is responsible for managing and overseeing development and implementation of the NNSA Demonstration Project on pay-banding and pay-for performance that waives parts of Title 5 to provide NNSA the tools and flexibilities needed to gain and maintain a competitive edge in the current and future marketplace.

As the NNSA Director of Human Resources, and principal advisor on management and HR to the Administrator, the Associate Administrator for Management and Budget, and other top agency officials, the incumbent provides proactive, energetic, cohesive, and sensitive leadership on all matters involving HR and workforce management across NNSA. This includes all specialized human resources programs, including personnel operations, employee relations, personnel policy development, workforce planning, performance management, information systems and benefits. Oversees development of information systems that are used to automate various human resources functions and to obtain data more effective.

Oversees and directs Executive Resources services for NNSA, including staffing of SES, Political, Senior Level, Science and Professional, and Excepted Service positions; managing the NNSA Executive Resources Board process (including scheduling of formal Board meetings and implementing of actions approved by the Board); managing the Executive performance management and awards systems, such as SES performance awards, Presidential Rank Awards; and providing advisory services and support to Headquarters and Field elements on Executive Resources matters.

CONDITIONS OF EMPLOYMENT FOR THIS VACANCY: This is a career position in the SES. Unless the selectee is already a member of the SES with career status or has successfully completed an SES Candidate Development Program certified by OPM, executive qualifications must be approved by OPM before the appointment can be effected. If you are selected, you will be responsible for working with a DOE Executive Consultant to finalize your ECQ narrative for OPM submission.

HOMELAND SECURITY PRESIDENTIAL DIRECTIVE (HSPD-12): A selectee's appointment is contingent upon compliance with Homeland Security Presidential Directive (HSPD-12) governing personal identity. May be required to pass a pre-employment drug test, random testing after appointment.

Qualifications

Resume-Based Resume: Applicants must show possession of the ECQs and any technical qualifications via resume. Your resume presented will reflect that you possess the ECQs and give a synopsis of your accomplishments. The application process used to recruit for this position is the RESUME BASED method. Although applicants cannot address the Executive Core Qualifications (ECQs) separately, evidence of each must be clearly demonstrated in the five (5) page resume and throughout the entire application package. Mandatory Technical Qualifications (MTQs) must be addressed in a separate narrative.

If you are a current SES and/or QRB certified, you do not need to provide a Resume Based ECQ write-up, but you must provide your SF-50 showing you are a current SES and/or QRB Certification from OPM.

Executive Core Qualifications (ECQs): The five (5) ECQs described below were designed to assess executive-level experiences and potential not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions.

ECQ 1: LEADING CHANGE: Ability to bring about strategic change, both within and outside the organization, to meet organizational goals and establish an organizational vision and to implement it in a continuously changing environment.

ECQ 2: LEADING PEOPLE: Ability to lead people toward meeting the organization's vision, mission, and goals and provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

ECQ 3: RESULTS DRIVEN: Ability to meet organizational goals and customer expectations, and make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ 4: BUSINESS ACUMEN: Ability to manage human, financial, and information resources strategically.

ECQ 5: BUILDING COALITIONS: Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. The Office of Personnel Management (OPM) is required by law to review the executive core qualifications of each new career appointee to the Senior Executive Service (SES) prior to appointment.

Mandatory Technical Qualifications (MTQs): A supplemental narrative must be uploaded and attached to your application addressing each MTQ listed below. No more than one (1) page per MTQ is allowed; additional informational information will not be considered. MTQs must provide specific examples that address relevant experience and accomplishments. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following MTQs:
MTQ 1. Demonstrated experience providing leadership and oversight in operations and administrative management matters, such as directing the development and implementation of human resources (HR) policy and procedures, optimizing and enhancing HR service delivery, and developing innovative HR tools to support recruiting and retaining a highly-skilled, innovative, and collaborative workforce.
MTQ 2. Senior-level experience which demonstrates the ability to build strong working relationships with team members, colleagues and executive level customers that advance inclusion, diversity, equity and accessibility in support of organizational mission accomplishment, agility and innovation.
MTQ 3. Proven demonstrated senior-level experience in motivating employees who are geographically dispersed, assessing employee engagement levels, and creating a culture that encourages collaboration, flexibility and fairness while enabling individuals to participate to their full work performance capability.

Failure to submit a narrative statement addressing each of the MTQs will cause your application to be deemed incomplete and not be considered.

You will be evaluated on the quality and extent of your total accomplishments, experience, and education (if applicable). Your application will be rated and ranked by an Executive Resources Board (ERB) Panel, comprised of at least three SES members, using only the information submitted within the application package. Applicants who do not demonstrate in their application sufficient possession of the ECQs & MTQs will be determined ineligible for further consideration.

As part of the Resume Based recruitment method, the ERB Panel conducts a structured interview for all applicants, both competitive and non-competitive, who are determined to be in the top category from the ERB Rating Panel. Based on the Panel's evaluation, applicants who are determined Best Qualified will be referred to the selecting official for further consideration.

Veteran's Preference does not apply to the Senior Executive service (SES).

Once a candidate has been identified for selection, reference checks may be completed. The Department's appointing official(s) will make a final approval of the selection, and in competitive cases, OPM's Qualifications Review Board (QRB) must certify the ECQs before final appointment can occur. If OPM/QRB certification is required, the candidate identified for selection is required to prepare their ECQ package for OPM/QRB certification. Verification of performance, suitability and security information from reference checks will be taken into consideration when making offers of employment.
