This position interprets and applies the laws and policies governing cultural resources within national parks and the State, including the National Historic Preservation Act (NHPA), Archaeological Resources Protection Act (ARPA), Native American Graves Protection and Repatriation Act (NAGRPA), and the National Environmental Policy Act (NEPA).
The incumbent coordinates NHPA Section 106 compliance for all park projects and prepares and finalizes Planning, Environment, and Public Comment (PEPC) documentation. The incumbent will maintain liaison with the State Historic Preservation Office (SHPO), Native American and other traditionally associated groups, and other interested parties.
The incumbent will carry out program management duties by writing agreements and contracts and coordinating and managing complex projects that involve multiple partners with government and non-government funding. They will develop and manage a program budget, annual operations planning, work plans and schedules, scopes of work, cost estimates, and funding requests. They will meet all Regional and NPS Cultural Resource reporting requirements.
The incumbent will lead subordinate staff and volunteers, including providing support for employee development.
The incumbent supervises and manages all aspects of the management of the Park's museum collection. This includes annual reporting, documentation, monitoring, preservation, protection, exhibition, and use of park collections whether housed in the park or at an off-site repository according to NPS guidelines.
This position will develop and manage sustainable partnerships for cultural resources preservation and stewardship and communicate complex resources issues to a variety of stakeholders including SHPO, tribes, other agencies, researchers, and the public.
The incumbent identifies research needs and provides oversight for research projects. This position will coordinate baseline documentation of cultural resources, including historic structures, and archeological monitoring, survey, and inventory within the park.
Area Information:
Carlsbad Caverns National Park is located 27 miles from the city of Carlsbad in southeastern New Mexico. The Park, at an elevation of 4400 feet, has a semi-arid climate with hot summers, mild winters, abundant sunshine, low humidity, and approximately 10 inches of rainfall per year. Carlsbad (population 29,000) has all amenities and services including medical and dental facilities, motels, banks, restaurants, churches, grocery stores, department stores, and several recreation facilities. Information about Carlsbad and the Carlsbad area can be found at the Carlsbad Chamber of Commerce. Schools include K-12, and New Mexico State University - Carlsbad Campus. Other services can be found in Albuquerque (280 miles), El Paso, Texas (170 miles), Lubbock, Texas (180 miles), or Midland/Odessa, Texas (150 miles). Recreation opportunities are plentiful with Guadalupe Mountains National Park located 50 miles from the city of Carlsbad, two state parks (Brantley Lake and Living Desert Zoo), and the Lincoln National Forest within an hour's drive. Please note: A government van pool may be an available amenity to provide service, at a nominal cost, between Carlsbad, NM and Carlsbad Caverns National Park for staff on the core shift.

-OR- EDUCATION: Successful completion of at least three years (54 semester hours) of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree from an accredited college or university in a field directly related to this position such as history, archeology, anthropology, or museum studies. Successful completion of a combination of education and experience as described above. For example, I have six months of the specialized experience described (50% of the experience requirement), and 45 semester hours or 68 quarter hours of directly-related graduate level college study as defined above in an accredited institution (50% of the qualifying education). The total must equal at least 100 percent to qualify. You must include transcripts.

Physical Demands: The position may require strenuous physical activity including periods of standing, walking, hiking, climbing, and lifting, and carrying heavy objects. Some activity will occur in physically dangerous areas or settings. Documentary research and report writing work is sedentary, which entails the ability to sit at a computer and write for long periods of time.
Working Conditions: Work is performed primarily indoors, but occasionally work will be performed outdoors in alI types of weather and conditions. Outdoor assignments may be performed in potentially hazardous areas including steep slopes, rocky terrain, caves, deserts, or forests. Interactions with hazardous plants and animals may occur. On occasion flying in fixed-wing aircraft or helicopters may be required.
