Help

This position is located at Perry's Victory and International Peace Memorial, is supervised by the Superintendent, and coordinates workflow with the East Business Management Group at Cuyahoga Valley National Park. The incumbent serves as the Business Associate supporting park staff and serves as backup for some functions of the Business Management Group.

GS-5 Major Duties: This support will include a wide range of duties such as budget tracking, creating or populating spreadsheets, making charge card purchases, assisting with human resources processes, timekeeping, operating the ID Card Light Activation Station, fleet and energy reporting, serving as government housing tenant manager, maintaining property inventory records, mail organization and distribution, filing, preparing correspondence, data input into a variety of programs, and welcoming visitors to the park's headquarters.

GS-6 Major Duties: same as above with additional duties of collects data for the unit's operating budget, consolidates material into an annual unit budget; sets up controls to monitor expenses during the year; and recommends budget adjustments including restructuring budget allocations or work plans to deal with changing situations such as varying costs for equipment parts, or services, and changes in the availability of funds. Will work closely with the budget analyst for the park. Alerts the Administrative Officer or other authority of significant issues/problems, such as overspending in assigned accounts. Works directly with the park APOC on advising procedures for the procurement of goods and services within delegated authority purchases supplies, equipment, and services for the park utilizing a purchase card. Serves as the primary timekeeper for the park. Reviews time and attendance reports for employees and assures reports are correctly entered into Quicktime. Responds to and resolves issues involving Quicktime Administration, which may include requests to add/remove employees, name changes and passwords. Advises supervisors and employees concerning questions about pay, hours of duty and leave. Provides technical assistance as needed. Serves as the primary administrative point of contact for the park. Responsible for the administrative oversight of various administrative processes, which may include processing financial, procurement, property, human resources, and other administrative forms or documents for the park. Maintains tracking logs, action items, and manages administrative suspense items and transaction records.

GS-7 Major Duties: same as above with additional duties of gives briefings on administrative topics; schedules events/meetings as necessary. Prepare training materials for orientation for new employees. Contributes to technical reports; write sections of policy instructions; write SOPs (Standard Operating Procedures).

Duties will be developmental in nature when filled below the full performance level.

AREA INFORMATION:
Government Housing May Be Available
Perry's Victory and International Peace Memorial (PEVI) is a 25-acre site located at Put-in-Bay, Ohio on South Bass Island in western Lake Erie. The only commercial access to South Bass Island is by ferry or plane from April to November and by plane only December to March. Annually, approximately 150,000 visitors have the opportunity to take the elevator to the top of the 352-foot Monument. On the park grounds there is visitor center, ranger station, administrative office, maintenance facility, and nine park housing units. Services in Put-In-Bay include a bank, churches, EMS services, grocery store, gas station, K-12 school, library, police, restaurants, and shops. Other services are located on the mainland in Port Clinton and nearby Sandusky. Park housing may be available.

Additional Information: If you choose to live on the mainland your commute and employment time may exceed 11 hours/day plus driving time to your residence. Ferry Passes on the Miller Boat Line will be approximate $480/year.

  • Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.

Qualifications

All qualifications must be met by the closing date of this announcement-07/17/2023-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

To qualify for this position at the GS-05 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-04 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: clerical and administrative duties to support general administrative and/or human resources function of a business, agency, or organization. Examples include typing letters, memos, compiling data, maintaining confidential records, assisting with preparing paperwork for personnel actions, assisting with workers compensation claims, or other administrative functions. You must include hours per week worked on your resume.
-OR-
EDUCATION: Successful completion of at least four years of education above high school (120 semester hour or 180 quarter hours) leading to a bachelor's degree with courses related to the occupation, such as in business administration, recreation management, public relations, and/or communications, or that included or was supplemented by at least 24 semester hours in such subjects. You MUST submit a copy of your transcripts indicating degree earned and credit hours in order to qualify based on education. A copy of your official transcripts will be required before entrance on duty, if selected.

Successful completion of a combination of education and experience as described above. NOTE: Only education in excess of the first 60 semester hours of a course of study leading to a bachelor's degree is creditable toward meeting the specialized experience requirements. Two full academic years of study, or 60 semester hours, beyond the second year is equivalent to l year of specialized experience. For example, I have six months of the specialized experience described in 1A above (50% of the experience requirement), and three years of college study from an accredited institution (50% of the qualifying education) which included at least 12 semester hours of related coursework as specified in B above (50% of the related coursework required). You MUST submit a copy of your transcripts indicating degree earned and credit hours in order to qualify based on education. A copy of your official transcripts will be required before entrance on duty, if selected.

To qualify for this position at the GS-06 grade level, you must possess the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: knowledge and application of regulatory requirements, such as providing program and administrative support; tracking budgets, operating office automation equipment in the preparation of a variety of reports, letters, memorandums, transmittals, etc.; receiving visitors and ascertaining the nature of their business; furnishing statistical, general, or specific information; reviewing time sheets to ensure accuracy and compliance with policies and regulations; preparing leasing studies and human resource/workforce management procedures. You must include hours per week worked on your resume.

To qualify for this position at the GS-07 grade level, you must possess the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-06 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: programming and tracking budgets; verifying expenditures and reconciling accounts; adjusting account balances when warranted; preparing human resource employment paperwork and orienting new employees; managing a housing program, including coordinating housing assignments and calculating rents; and/or providing a wide variety of administrative support services to enable efficient operation of a business or program office.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education for the GS-5, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
