The NNSA's Office of the Associate Administrator for Defense Nuclear Security provides engineering, technical, operational and administrative security support and oversight to NNSA line management and NNSA field elements to assure effective security of NNSA facilities, including the physical, personnel, materials control and accounting, classified and sensitive information protection, and technical security programs.

The incumbent participates fully with the Associate Administrator in the management of all work carried out by the Office of Defense Nuclear Security in the achievement of its mission and functions by assisting the Associate Administrator in the performance of the following managerial duties and responsibilities:
  • Directs all NNSA security programs and functions. Responsible for the establishment, management, development, implementation and maintenance of policy guidelines and initiatives and implements security programs in NNSA. These programs include the protection, control, and accounting for nuclear materials, protection of NNSA classified and sensitive information, the physical security for all NNSA facilities, and other security programs as appropriate. Issues NNSA safeguards and security policies and provides implementation guidance on NNSA unique safeguards and security issues to ensure a consistent and cost- effective program.
  • Ensures that international agreements dealing with security and the NNSA are effectively managed.
  • Evaluates Federal site office security program implementation for compliance with DOE/NNSA requirements across the NNSA complex.
  • Identifies nuclear security budget resources; manages budget developments for defense nuclear security activities across the NNSA; defends the NNSA safeguards and security budget and oversees the spending and approval of changes to these activities associated with defense nuclear security.
  • Provides assistance to NNSA laboratories, industrial plant facilities, and headquarters organizations in addressing safeguard and security risks by providing information and technical support relating to the design basis threat, safeguards and security implementations procedures, vulnerability analysis and special access programs.
  • Manages a technology development and application program to improve cost effective security for the NNSA complex.
  • Maintains a working relationship and coordinates with the DOE Office of Health, Safety and Security, Intelligence/Counterintelligence, and other Federal agencies in the development and implementation of a safeguards and security architecture comprised of policies and programs that support an effective and sustained safeguards and security posture for the NNSA complex.

CONDITIONS OF EMPLOYMENT FOR THIS VACANCY: This is a career position in the SES. Unless the selectee is already a member of the SES with career status or has successfully completed an SES Candidate Development Program certified by OPM, executive qualifications must be approved by OPM before the appointment can be effected. If you are selected, you will be responsible for working with a DOE Executive Consultant to finalize your ECQ narrative for OPM submission.

HOMELAND SECURITY PRESIDENTIAL DIRECTIVE (HSPD-12): A selectee's appointment is contingent upon compliance with Homeland Security Presidential Directive (HSPD-12) governing personal identity. May be required to pass a pre-employment drug test, random testing after appointment.

Qualifications

Resume-Based Resume: Applicants must show possession of the ECQs and any technical qualifications via resume. Your resume presented will reflect that you possess the ECQs and give a synopsis of your accomplishments. The application process used to recruit for this position is the RESUME BASED method. Although applicants cannot address the Executive Core Qualifications (ECQs) separately, evidence of each must be clearly demonstrated in the five (5) page resume and throughout the entire application package. Mandatory Technical Qualifications (MTQs) must be addressed in a separate narrative.

If you are a current SES and/or QRB certified, you do not need to provide a Resume Based ECQ write-up, but you must provide your SF-50 showing you are a current SES and/or QRB Certification from OPM.

Executive Core Qualifications (ECQs): The five (5) ECQs described below were designed to assess executive-level experiences and potential not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions.

ECQ 1: LEADING CHANGE: Ability to bring about strategic change, both within and outside the organization, to meet organizational goals and establish an organizational vision and to implement it in a continuously changing environment.

ECQ 2: LEADING PEOPLE: Ability to lead people toward meeting the organization's vision, mission, and goals and provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

ECQ 3: RESULTS DRIVEN: Ability to meet organizational goals and customer expectations, and make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ 4: BUSINESS ACUMEN: Ability to manage human, financial, and information resources strategically.

ECQ 5: BUILDING COALITIONS: Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. The Office of Personnel Management (OPM) is required by law to review the executive core qualifications of each new career appointee to the Senior Executive Service (SES) prior to appointment.

Mandatory Technical Qualifications (MTQs): A supplemental narrative must be uploaded and attached to your application addressing each MTQ listed below. No more than one (1) page per MTQ is allowed; additional informational information will not be considered. MTQs must provide specific examples that address relevant experience and accomplishments. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following MTQs:
  • MTQ 1: Describe your experience in leading a complex organization with responsibility for establishing effective programs for the protection, control, and accounting of nuclear weapons, nuclear weapons components, or special nuclear materials; protection of classified and sensitive information; and the physical security of nuclear facilities.
  • MTQ: 2 Describe your experience in planning, programming, budgeting, and executing programs for a complex organization including understanding of security risk management principles associated with high security nuclear facilities.
  • MTQ 3: Describe your experience in leading strategic efforts in national security, program management, and performance assurance for field operations to ensure long term viability of organizational security resources and capabilities during a period of rapidly changing internal and external environments.
Failure to submit a narrative statement addressing each of the MTQs will cause your application to be deemed incomplete and not be considered.

You will be evaluated on the quality and extent of your total accomplishments, experience, and education (if applicable). Your application will be rated and ranked by an Executive Resources Board (ERB) Panel, comprised of at least three SES members, using only the information submitted within the application package. Applicants who do not demonstrate in their application sufficient possession of the ECQs & MTQs will be determined ineligible for further consideration.

As part of the Resume Based recruitment method, the ERB Panel conducts a structured interview for all applicants, both competitive and non-competitive, who are determined to be in the top category from the ERB Rating Panel. Based on the Panel's evaluation, applicants who are determined Best Qualified will be referred to the selecting official for further consideration.

Veteran's Preference does not apply to the Senior Executive service (SES).

Once a candidate has been identified for selection, reference checks may be completed. The Department's appointing official(s) will make a final approval of the selection, and in competitive cases, OPM's Qualifications Review Board (QRB) must certify the ECQs before final appointment can occur. If OPM/QRB certification is required, the candidate identified for selection is required to prepare their ECQ package for OPM/QRB certification. Verification of performance, suitability and security information from reference checks will be taken into consideration when making offers of employment.
