Summary

Oversees, manages, and provides direct support to the Deputy Assistant Secretary of Defense for Chemical and Biological Defense (DASD(CBD)) on all matters related to chemical and biological defense strategy and plans, strategic communications, and international engagements. Serves as the principal advisor to the ASD for Nuclear, Chemical and Biological Defense Programs for all international and strategic communication matters pertaining to physical and medical CBD.

This position is being filled under Direct Hire Authority (DHA) in accordance with Section 9905, Per 3. Covered Positions c. Direct Hire Authority for Certain Personnel of the Department of Defense, Title 5, USD (P&R) memo of April 2, 2020.

Incumbents typical work assignments may include the following:

  • Performs various strategic management functions to support the Deputy Assistant Secretary of Defense for Chemical and Biological Defense (DASD(CBD)) in the conduct of duties to meet all Departmental and Program requirements and ensure the intent and vision of the Assistant Secretary of Defense for Nuclear, Chemical and Biological (ASD(NCB)) and DASD(CBD) is implemented and executed by the ODASD(CBD).
  • Serves as the Director, Strategic Enabler for the Office of the Deputy Assistant Secretary of Defense for Chemical and Biological Defense (ODASD(CBD)).
  • Directs and integrates staff activities, ensuring strategic management of Directorate operations and effective communications between the staff, OSD, Services, members of the Executive Branch, and Congress in support of key departmental processes with a focus on Planning, Programming, Budgeting and Execution (PPBE) process.
  • Directs and oversees ODASD(CBD)'s strategic planning processes and ensures alignment of CBDP activities to all relevant guidance and priorities.
  • Participates in key policy decisions affecting internal operations of Chemical Biological Defense Program (CBDP) and provides program/policy analysis and coordination.
This is a supervisory position and the incumbent is expected to assign work to subordinates based on priorities, difficulty of assignments, and the capabilities of employees. Provides technical oversight. Develops contribution / performance plans and rate employees accordingly. Interviews candidates for subordinate positions and recommends hiring, promotion, or reassignments. Fairly administers contribution / performance Management program responsibilities, ensuring that required communication and activities are accomplished in compliance with guidance and time frames, and that employees' achievements are appropriately recognized. Supports the Whistleblower Protection Program by responding constructively to employees who make protected disclosures; taking responsible and appropriate actions to resolve any such disclosures; and creating an environment in which employees feel comfortable making such disclosures. Develops and implement initiatives designed to prevent discrimination, harassment, and other actions that undermine our commitment to diversity, inclusion, and equal opportunity.   • This position requires a Program Management, Level 4 Advanced acquisition certification. You will have 60 months to achieve this certification.
  • Selectee must execute, as a condition of appointment, a written agreement to remain in Federal service in the position for at least three years.
  • This position is telework eligible.
  • Overtime is not authorized for this position.

You may qualify at the NH-04 level if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the NH-03 (GS-13) grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to.

1. Lead, guide, and/or mentor a workforce through complex problems to resolve broad organization/program issues.
2. Formulate objectives, priorities, and plans consistent with the long-term interests of an organization in a global environment, capitalizing on opportunities and managing risks.
3. Apply knowledge of planning, programming, budget, and execution process to include such activities as the Program Objective Memorandum, Five Year Defense Plan, Defense Guidance, or Joint Strategic Planning Systems and related defense acquisition processes in support of a chemical and biological defense international program portfolio.
4. Develop communication strategies and plans for policy and/or legislative initiatives through collaboration of working groups and other agencies.
