EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

In this position, you will oversee the Waterfall and Agile System Engineering Life Cycle (SELC) processes as well as perform gate reviews with a focus on the ability to tailor an agile SELC process.

Typical assignments include: 

  • Managing of assigned information technology projects across a broad range of functional areas; to include planning, evaluating, requirements analysis, quality assurance, risk management, documentation, testing, and change management for complex application software systems and major software enhancements. 
  • Reviewing Systems Engineering Life Cycle (SELC) Phase Gate artifacts for completeness and accuracy. 
  • Monitoring the implementation of systems changes and serves as the source of contact for customer information. 
  • Leading meetings with FEMA Programs to understand their requirements and support the transition of those requirements into a mature development effort that fully meets Program needs.

Qualifications

Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The time-in-grade and qualification requirements must be met within 30 days of the closing date of this announcement.

You qualify for this position at the GS-13 level (starting salary $112,015) if you possess the following: One full year of specialized experience equivalent to the next lower grade (GS-12) in the Federal Service.  This experience may have been gained in the federal government, a state or local government, a non-profit organization, the private sector, or as a volunteer; however, your resume must clearly describe at least one year of specialized experience. 

Specialized experience for this position includes: 

  • Leading System Engineering Life Cycle (SELC) Technical Reviews and ensuring that any findings are accurately documented;
  • Leading complex discussions with both peers and leaders related to the SELC process
  • Working with cross-functional teams on both Waterfall and Agile software development projects.

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.

  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and provides valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
