Summary

This position is located in the Office of Inspector General, Office of Management and Policy, Division of Procurement and Administrative Services, Branch of Administrative Services.  The incumbent functions as Chief, Branch of Administrative Services and is responsible for managing and directing the full range of administrative management functions which are nation-wide, through headquarters and Regional staff.

Duties

Help

1.Plans and assigns work to subordinates based on priorities, the difficulty of the work to be performed and the capabilities of
employees. Incumbent is responsible for finding ways to eliminate bottlenecks and barriers in order to expedite work.


2. Oversees the operation of, as well as develops and implements policies and procedures for (1) the management of office/work
space in headquarters and field locations including the development and application of criteria for appropriate locations for
program offices as well as effecting reductions in amounts of space; (2) internal OIG policies for the acquisition and
management of property; (3) motor vehicle management throughout the OIG including the acquisition and maintenance for
investigative purposes; (4) physical security of headquarters and Field offices, including office, space, files and equipment; (5)
travel management; (6) Continuity of Operations Programs (COOP); (7) and Safety and Health and Mail Management.


3. Manages the provisions of regional administrative management services throughout the OIG Field structure and provides
direct supervision to a team of Management Services Specialists (MSS’) located in each OIG region.


4. Develops and maintains contacts with counterparts in DOL agencies and other OIG offices for the purpose of providing and
seeking advice, information, and concerns relating to administrative and management matters that are unique to OIG
operations.


5. Oversees the space acquisition processes within the OIG, including: overseeing the assignment, lease, and alterations of
federal space, performing lease administration to ensure compliance with lease terms, and making recommendations to
modify, extend, and terminate leases as needed.


6. Performs specific responsibilities as a certified Contracting Officer’s Representative (COR), as a COR, provides technical
guidance to assure that the technical scope and terms of the contract are met.

If applicable, applicants must meet the eligibility requirements of time-in-grade (52 weeks at the next lower grade), time-after-competitive-appointment (90 days), and minimum qualifications (52 weeks equivalent to the next lower grade in federal service). These requirements must be met within 30 days of the announcement closing date.

Notification Concerning COVID-19 Vaccinations.  As required by Executive Order 14043, Federal executive branch employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law.  If selected, you will be required to be vaccinated against COVID-19 and to submit documentation of proof of vaccination or to be in the process of requesting an exception to the vaccination requirement before appointment or onboarding with the agency.  The agency will provide additional information regarding which forms of documentation can be accepted and how you can request to be considered for a legally required exception to this requirement.

Currently, implementation and enforcement of Executive Order 14043 have been suspended pursuant to an injunction pending further litigation.

Qualifications

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal Service. Examples of specialized experience include but are not limited to any of the following:

1) Overseeing Government facilities and real estate management, development of space requirements, lease acquisition, facility site acquisition, and contract management and administration; 

2) Creating and implementing Agency policy and standard operating procedures on improvements for administrative programs such as space management, fleet management and real property; or 

3) Leading regional staff in addressing and resolving a variety of administrative related issues pertaining to continuity of operations, fleet and travel management, space management, occupational safety and health, realty and property management for a geographically dispersed organization.

This position will not be filled until the Department's Placement Assistance Programs have been fully utilized.

No Relocation Incentives will be offered. 

No Permanent Change of Station Incentives will be offered. 

This position is outside the Bargaining Unit.

Education

There is no substitution of education for the required specialized experience at the GS-14 level.

You may not be aware, but in the regulations for agency ethics programs, there are requirements for supervisors. Section 2638.103 of Title 5 of the CFR states:

Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interests and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.
