The Department of Energy's (DOE) Office of the Chief Information Officer (IM-1) is looking for a dynamic, innovative, seasoned executive to lead and serve as the department's Deputy Chief information Officer for Enterprise Operations and Shared Services (IM-60). This position is responsible for an array of essential and mission critical cyber and enterprise information resource management services. By means of ensuring value in transforming, re-engineering, and supporting mission operations and service delivery. The executive is responsible for providing reliable, secure, and cost-effective information technology support services that satisfy business needs and enable mission outcomes. As the Deputy Chief Information Officer for Enterprise Operations and Shared Services you will:

  • Provides leadership for the strategic direction and management of Department-wide enterprise operations and shared services resources and facilities. Provides strategic and tactical leadership of service delivery supporting the majority of the DOE Federal staff and their immediate support contractors, as well as the Department's extended enterprise partners. Provide executive oversight and technical management of cloud, compute, storage, data, and an IT Services Portfolio infrastructure. Support and integrate initiatives, and necessary implementation plans to meet future cyber needs.
  • Executive knowledge of IT theories and concepts, practices, and emerging issues; and project management methods and concepts sufficient to oversee the efficient and effective lifecycle management of agency-wide enterprise information resources services and solutions while ensuring value in transforming, re-engineering, and/or supporting mission operations and service delivery. Maintain IT infrastructure process models that are consistent with enterprise architecture and security policies, evaluating new tools and prototypes, ensuring integration of all new applications deployed over the shared infrastructure, which may be acquired as commercial off-the-shelf software packages, adopted from the Federal government-wide electronic government initiatives or custom applications developed for DOE.
  • Demonstrate the ability to transform and re-engineer IT operations in support of changing business needs along with ensuring effective vendor relationship management. Experience handling complex IT organizations with substantial financial contracts. Demonstrating management techniques that prioritize limited resources, fee-for service models for cost recovery and innovative contracting practices.
  • Provides and supports secure, national-level decision making communications for the Secretary of Energy, advisors, and top-level management. Acts on behalf of the Chief Information Officer and Principal Deputy and/or Deputies on technical and management direction of operational services involving Departmental information resources management.

CONDITIONS OF EMPLOYMENT FOR THIS VACANCY: This is a career position in the SES. Unless the selectee is already a member of the SES with career status or has successfully completed an SES Candidate Development Program certified by OPM, executive qualifications must be approved by OPM before the appointment can be effected. If you are selected, you will be responsible for working with a DOE Executive Consultant to finalize your ECQ narrative for OPM submission.

HOMELAND SECURITY PRESIDENTIAL DIRECTIVE (HSPD-12): A selectee's appointment is contingent upon compliance with Homeland Security Presidential Directive (HSPD-12) governing personal identity.

PUBLIC FINANCIAL DISCLOSURE REPORT (OGE 278): If you are selected for this position, will be required to file this report prior to entry on duty in accordance with the Ethics of Government Act of 1978.

PROBATIONARY PERIOD: An individual's initial SES career appointment becomes final only after the individual successfully completes a one-year probationary period.

SECURITY CLEARANCE: You must be able to obtain and maintain a DOE Top-Secret (e.g., Q-level authorization access) security clearance.

DRUG TESTING: As a condition of appointment to this position, you will be subject to pre-employment/pre-appointment testing for illegal drug use under the U.S. Department of Energy Employee Drug Plan. If you are selected, you will be provided information regarding drug testing. Failure to undergo testing or positive findings resulting from the test will eliminate you from further consideration for this position. If selected for and appointed to this position, you will be subject to random drug testing while employed.

Qualifications

The application process used to recruit for this position is the RESUME BASED method. Applicants must show possession of the Executive Core Qualifications (ECQs) and any technical qualifications via resume. Your resume presented will reflect that you possess the ECQs and give a synopsis of your accomplishments. Although applicants cannot address the Executive Core Qualifications (ECQs) separately, evidence of each must be clearly demonstrated in the five (5) page resume and throughout the entire application package. Mandatory Technical Qualifications (MTQs) listed later in this section below must be addressed in a separate narrative.

EXECUTIVE CORE QUALIFICATIONS (ECQs): The five (5) ECQs described below were designed to asses executive-level experiences and potential not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions.

1: Leading Change: Ability to bring about strategic change, both within and outside the organization, to meet organizational goals and establish an organizational vision and to implement it in a continuously changing environment.
2: Leading People: Ability to lead people toward meeting the organization's vision, mission, and goals and provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
3: Results Driven: Ability to meet organizational goals and customer expectations, and make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
4: Business Acumen: Ability to manage human, financial, and information resources strategically.
5: Building Coalitions: Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): As part of your application package, asupplemental narrative must be uploaded addressing each MTQ listed below. No more than one (1) page per MTQ is allowed; additional informational information will not be considered. MTQs must provide specific examples that address relevant experience and accomplishments. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following MTQs. Failure to submit a narrative statement addressing each of the MTQs may cause your application to be deemed incomplete and not be considered.

MTQ 1: Executive Level experience in planning, procuring, implementing, and operating an enterprise-wide information technology infrastructure operation (e.g., wide and local area networks, service desk, end user/customer support, desktop management, operational cybersecurity, remote access technologies, storage solutions, and migration to cloud/managed services). This competency includes the ability to transform and re-engineer IT operations in support of changing business needs along with ensuring effective vendor relationship management in accordance with the Clinger-Cohen Act.

MTQ 2: Executive Level experience in delivering modern infrastructure solutions to support a mobile workforce and virtual workplace for a complex organization. This includes integration of new applications of technology and IT business models in support of emerging workforce needs.

MTQ 3: Demonstrated success in collaborating and communicating on technical issues with executive level leaders and customers in development, implementation, budgeting and execution of cohesive IT strategic and tactical plans, including performance management of a large organization.
MTQ 4: Demonstrated senior level experience in managing financial and contract issues related to purchasing and costing IT services, equipment, and infrastructure to support large, complex IT organizations with financial contracts between $25M-$100M. This includes use of portfolio management techniques to prioritize limited resources, creation of fee-for-service models for cost recovery, and use of innovative contracting practices.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the quality and extent of your total accomplishments, experience, and education (if applicable). Your application will be rated and ranked by an Executive Resources Board (ERB) Panel, comprised of at least three SES members, using only the information submitted within the application package. Applicants who do not demonstrate in their application sufficient possession of the ECQs & MTQs will be determined ineligible for further consideration.

As part of the Resume Based recruitment method, the ERB Panel conducts a structured interview for all applicants, both competitive and non-competitive, who are determined to be in the top category from the ERB Rating Panel. Based on the Panel's evaluation, applicants who are determined Best Qualified will be referred to the selecting official for further consideration.

Veteran's Preference does not apply to the Senior Executive service (SES).

Once a candidate has been identified for selection, reference checks may be completed. The Department's appointing official(s) will make a final approval of the selection, and in competitive cases, OPM's Qualifications Review Board (QRB) must certify the ECQs before final appointment can occur. If OPM/QRB certification is required, the candidate identified for selection is required to prepare their ECQ package for OPM/QRB certification. Verification of performance, suitability and security information from reference checks will be taken into consideration when making offers of employment.
