Summary

This position is located in the Field Safety (NFF) organizations in the Safety Office (NF), Chief Administrative Office (N), Bonneville Power Administration (BPA).

The purpose of this position is to serve as the senior Safety Manager providing consultative services and technical assistance to District Managers and Project management teams engaged in construction and field safety activities across a widely dispersed, large geographic area.

Help

As a Safety and Occupational Health Manager, you will:

  • Serve as the senior Safety Manager responsible for one or more BPA organizational elements engaged in widely dispersed activities involving construction, operation and maintenance of a high voltage electrical transmission system.
  • Write and submit inspection reports associated with Quality Assurance assessments of construction and field safety activities.
  • Plan, schedule, and conduct inspections at construction and field worksites where there is a strong probability of encountering hazardous work processes and materials, and unsafe environmental conditions, involving substantial numbers of employees.
  • Provide BPA-wide strategy and oversite of technical safety requirements for a programmatic activity addressing risk that could result in death, and/or high catastrophic error rates at a national level.
  • Maintaining current knowledge and understanding of applicable regulatory (federal, state and local) requirements, applicable consensus standards and BPA policy surrounding the programmatic scope.
  • Analyze mishap statistics and investigative reports to compare incident rates among command units; evaluate economic loss due to damaged property, severity of injuries sustained and environmental conditions surrounding mishaps; isolate causal factors and devise measures to control hazards detected.
  • Serve as a Safety and Health Technical Expert for High-Hazard Program Area.
  • Provide BPA-wide strategy and oversite of technical safety requirements for a programmatic activity addressing risk that could result in death, and/or high catastrophic error rates at a national level.

  7. Work requires overnight travel. May require up to 30% travel per year throughout Oregon, Washington, Idaho, and Montana.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service.

Specialized Experience is defined as:

  • Experience in 1) high voltage electric power generation, transmission, distribution; grounding; National Electric Code; underground electrical, electrical contact; and Switching and Clearing; and 2) technical expertise in utility work providing agency level guidance to management in planning, organizing, leading, controlling and evaluating a safety and occupational health program by providing authoritative guidance and direction in these areas of expertise; - OR -
  • Experience in 1) mobile equipment safety and occupational health concepts, principles, laws, and regulations; and 2) management of programmatic elements driving regulatory compliance; - OR -
  • Electric Utility Maintenance Site-Safety: Experience in 1) identifying, assessing, and mitigating safety hazards present on transmission maintenance worksites; and 2) developing assessment methodology, and management of programmatic elements governing the implementation of utility maintenance safety oversight.
There is no substitution of education for experience at the GS-13 level.
