Duties

Help

This position is located at Lake Mead National Recreation Area (NRA). Lake Mead NRA is the first and largest national recreation area; it consists of 1.5 million acres and annually ranks in the top ten most visited units in the National Park System. The Superintendent manages all park operations, including a workforce of approximately 250 employees, over 4000 volunteers, and administers a complex multi-million-dollar budget. Superintendent responsibilities include:

  • Manages and maintains a positive working relationship with the park employees concerning the delegated authorities related to the management and preservation of the cultural, historical, and natural resources of the park.
  • Monitors and evaluates the operating efficiency and effectiveness of all phases of park operations.
  • Responsible for preserving, protecting, and restoring the areas' natural, scenic, and cultural value. The Superintendent maintains and operates an inventory of park physical facilities necessary for visitor use and area administration. Directs the maintenance, repair, rehabilitation, and operation of all facilities in the park including historic and cultural structures, trails, visitor centers, contact stations, picnic areas and campgrounds, wilderness areas, wetlands, water, and wastewater treatment facilities, and roads and highways.
  • Provides leadership in the development of policies, standards, and procedures which govern the professional conduct of work related to the administration and implementation of programs, including the functional areas of public use management, resource protection, resource, and environmental education and interpretation, fiscal and human resource management, park maintenance, visitor services, safety management, concessions, park partnerships, public affairs, and budget planning and execution. Serves as a key NPS leader for the Colorado River Steering Committee.
  • Manages a broad spectrum of partnership programs. Manages and directs the parks' partnerships and public awareness programs, encompassing concessions, public use management, stewardship, and community outreach.
  • Provides coordination, leadership, and direction to complex law enforcement, emergency services, boat patrol, and aviation programs.
  • Responsible for the planning, development, and operation of comprehensive education and interpretative programs.

Qualifications

We are looking for an individual with a proven track record of working at an executive level with experience in park operations including interpretation, visitor services and protection, natural/cultural resource management and protection, ecosystem restoration, safety, public affairs, concessions management, maintenance management, partnerships, entrepreneurial management, public land management, conservation, and outdoor recreation; has attracted and retained a highly skilled and diverse workforce; and has successfully managed a large, geographically dispersed organization.

To be considered for this position, applicants must clearly show that you possess the experience, knowledge, skills and abilities to perform the duties of an executive. You must specifically address each of the Executive Core Qualifications (ECQs) and Technical Qualifications (TQs) listed below. Your narrative submittals should be clear and concise, and emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments with results of your actions, policy initiatives, and level of contacts.

If you are currently serving in a career Senior Executive Service (SES) appointment, are eligible for reinstatement into the SES, or have successfully completed an SES Candidate Development Program (SES CDP) approved by OPM, you only need to submit a narrative statement covering each of the Technical Qualifications listed below. SES CDP graduates must submit a copy their CDP program certification with their package.

Technical Qualifications:

1. Ability to manage complex land management programs that typically extend and apply to an entire organization or major components of an organization. This includes strategic planning, policy and standards development, project management, public land management, human resources management, diversity recruitment, natural/cultural resource management, conservation and recreation, architecture, and infrastructure planning and management.
2. Knowledge of budget and business management issues. This includes budget formulation and execution; and workforce management planning. Additionally, knowledge of business opportunities associated with commercial operations meant to serve the public, such as concessions, contracts, and operations.
