As a INTERDISCIPLINARY Supervisory General Engineer/Physical Scientist, you will:

  • Serve as a Division Director in the Site Office and reports to the Deputy Site Office Manager and Division Director, and regularly engages the Site Office Manager directly.
  • Administer and manage the Laboratory Management and Operating (M&O) contract.
  • Direct teams involved in contract oversight by developing expectations for the contractor, enabling work to be performed, and evaluating contractor's final performance and performance trends.
  • Sets policies, priorities, and deadlines with Site Manager/Deputy Site Manager and sponsoring program leadership within DOE and other agencies; determines goals and objectives needing extra emphasis; estimates current and out-year budgets and technical plans to enhance quality and effectiveness of support services; plans for short and long-range staffing needs, including matters like whether to contract out work; exercises delegated managerial authority to establish and implement strategic plans and long-range work plans and schedules; reviews completed work assignments for compatibility with policy objectives; and represents Site Manager/Deputy Site Manager in forums addressing Site Office goals, operational issues, and other topics with authority to make management commitments within existing policy guidelines.
  • Builds and promotes a work-culture that is diverse, inclusive, collaborative, and maximizes the talent of Site Office members; assigning tasks to staff members according to priorities, complexity of assignments and skill-sets and grade-levels of employees; devises ways to improve production or increase the quality of the work directed; assigns and evaluates work performance for reporting subordinates; provides performance input on the work of others; works with Human Resources in initiating changes in position classification; ensures recruitment and staffing actions are for fair and open competition by providing input for vacancy announcements and job analysis, ensures qualified senior staff participate on hiring/interview panels, approving final authority for subordinate positions; devises ways to improve production or increase quality of the work directed; ensures within-grade increases are justified based on at least full satisfactory performance; adheres to Federal and agency guidelines for promotions, reassignments, details, and realignment processes and procedures; overseeing performance management as a rating official for evaluating subordinate employees, individual development plans, and providing input into and approval for employee recognition.

Qualifications

BASIC REQUIREMENT FOR GENERAL ENGINEER 0801:

A. Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico.

3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program.

4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

BASIC REQUIREMENT FOR PHYSICAL SCIENTIST 1301:

A. Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

OR

B. Combination of Education and Experience: Courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as:

  1. Overseeing implementation of major technical projects and programs with resources of multi-million dollars including capital asset projects, infrastructure projects, general plant projects, accelerator improvement projects, and major items of equipment investment.
  2. Evaluating effectiveness of operations supervised in terms of mission accomplishment, quality and quantity standards, procedural, policy, and regulatory compliance, and technical competence.
  3. Leading teams consisting of colleagues and/or management in a variety of projects through effective communication.
  4. Advising on technical matters across a broad array of technical subject areas, providing sound engineering input and analyses when required, and addressing complex problems unique to the circumstance that require technical insights and contextual adjustment.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
