The Department of Energy's (DOE) Office of Science - Headquarters is looking for a dynamic, innovative, seasoned executive to lead the Physics Research Division in the Office of Nuclear Physics.

As the Director, Physics Research Division you will:

  • Provide leadership, direction, and management for a team of ten direct reports in their efforts to plan, qualify, implement, and steward multiple major international research campaigns, establishing vision, strategic plans, goals, and objectives for the research activities as well as oversight to ensure quality execution by researchers at universities, national and federal laboratories, and industrial laboratories.
  • Represent the DOE Office of Nuclear Physics and its research program in strategic planning discussions, discussions, negotiating collaborative Memoranda of Understanding with Laboratory Directors, high level DOE management, SC Management and Foreign Funding Agency Representatives.
  • Plan, develop, and implement vital, productive, forefront research programs conducted at DOE laboratories, universities, and other public and private institutions.
  • With available funding, assure adequate financing for the activities within the Division, set priorities for activities, and apportion funding among them. Manage the budget of the Division in accordance with prescribed practices set forth by DOE and the Office of Science.
  • Implement rigorous merit evaluation using independent peer review for all new and ongoing activities supported by the Division in accordance with the requirements of 10 CFR 605 for the grant program and published NP guidelines for the DOE laboratory programs and facilities.
  • Provide advice and assistance to the Associate Director in the formulation and management of new programs and policies.
  • Represent the Division, NP, and DOE in matters pertaining to the portfolio of the Division to professional societies, coordinating committees, task forces, and various other entities.
  • Ensure that all activities are performed in a safe and environmentally conscientious manner, including integrated safety management, both by staff at DOE headquarters and by researchers and activities supported by the resources of the Division.

CONDITIONS OF EMPLOYMENT FOR THIS VACANCY: This is a career position in the SES. Unless the selectee is already a member of the SES with career status or has successfully completed an SES Candidate Development Program certified by OPM, executive qualifications must be approved by OPM before the appointment can be effected. If you are selected, you will be responsible for working with a DOE Executive Consultant to finalize your ECQ narrative for OPM submission.

HOMELAND SECURITY PRESIDENTIAL DIRECTIVE (HSPD-12): A selectee's appointment is contingent upon compliance with Homeland Security Presidential Directive (HSPD-12) governing personal identity.

Qualifications

The application process used to recruit for this position is the RESUME BASED method. Applicants must show possession of the Executive Core Qualifications (ECQs) and any technical qualifications via resume. Your resume presented will reflect that you possess the ECQs and give a synopsis of your accomplishments. Although applicants cannot address the Executive Core Qualifications (ECQs) separately, evidence of each must be clearly demonstrated in the five (5) page resume and throughout the entire application package. Mandatory Technical Qualifications (MTQs) listed later in this section below must be addressed in a separate narrative.

EXECUTIVE CORE QUALIFICATIONS (ECQs): The five (5) ECQs described below were designed to asses executive-level experiences and potential not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions.

1: Leading Change: Ability to bring about strategic change, both within and outside the organization, to meet organizational goals and establish an organizational vision and to implement it in a continuously changing environment.
2: Leading People: Ability to lead people toward meeting the organization's vision, mission, and goals and provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
3: Results Driven: Ability to meet organizational goals and customer expectations, and make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
4: Business Acumen: Ability to manage human, financial, and information resources strategically.
5: Building Coalitions: Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): As part of your application package, asupplemental narrative must be uploaded addressing each MTQ listed below. No more than one (1) page per MTQ is allowed; additional informational information will not be considered. MTQs must provide specific examples that address relevant experience and accomplishments. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following MTQs. Failure to submit a narrative statement addressing each of the MTQs may cause your application to be deemed incomplete and not be considered.

MTQ 1: Demonstrate knowledge of and leadership experience in a minimum of two NP topical subprogram areas: Heavy Ion, Medium Energy, Low Energy, Theory, and Fundamental Symmetries; demonstrated leadership experience with strategic planning, budgeting, research management, and executing the activities required to implement multiple contemporaneous world leading topical research campaigns in Nuclear Physics at universities, Department of Energy (DOE) national labs/scientific user facilities and offshore international laboratories by researchers at universities, national and federal laboratories, and industrial laboratories.

MTQ 2: Demonstrate leadership level capabilities in facilitation, conflict resolution, and consensus building and superior skill in interpersonal communication and relationship building required to effectively steward a large diverse research community with disparate research interests, enabling multiple contemporaneous world leading topical research campaigns in Nuclear Physics at universities, DOE national labs/scientific user facilities and offshore international laboratories by researchers at universities, national and federal laboratories, and industrial laboratories.

MTQ 3: Demonstrate executive level experience and superior ability in audience-appropriate, targeted, oral and written communications for Congressional staff, high level DOE management, foreign dignitaries and funding agency staff, university principal investigators, students, the media, and members of the general public; deep knowledge and understanding of a broad spectrum of topics within the DOE nuclear physics research portfolio (and related disciplines) underpinning the ability to create and convey scientifically and technically accurate messaging, digestible at whatever level the intended audience level may be.

Individual Occupational Requirements

Basic Requirements:
  1. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

    or

  2. Combination of education and experience -- education equivalent to one of the majors shown in above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
You must provide a copy of your transcripts from an accredited institution. Be sure to include those transcripts directly applicable to determining your meeting the education requirements. Failure to provide proof of education will result in non-consideration for this position. OFFICIAL ORIGINAL TRANSCRIPTS will be required to be provided prior to entrance-on-duty for individuals selected.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the quality and extent of your total accomplishments, experience, and education (if applicable). Your application will be rated and ranked by an Executive Resources Board (ERB) Panel, comprised of at least three SES members, using only the information submitted within the application package. Applicants who do not demonstrate in their application sufficient possession of the ECQs & MTQs will be determined ineligible for further consideration.

As part of the Resume Based recruitment method, the ERB Panel conducts a structured interview for all applicants, both competitive and non-competitive, who are determined to be in the top category from the ERB Rating Panel. Based on the Panel's evaluation, applicants who are determined Best Qualified will be referred to the selecting official for further consideration.

Veteran's Preference does not apply to the Senior Executive service (SES).

Once a candidate has been identified for selection, reference checks may be completed. The Department's appointing official(s) will make a final approval of the selection, and in competitive cases, OPM's Qualifications Review Board (QRB) must certify the ECQs before final appointment can occur. If OPM/QRB certification is required, the candidate identified for selection is required to prepare their ECQ package for OPM/QRB certification. Verification of performance, suitability and security information from reference checks will be taken into consideration when making offers of employment.
