This Career Senior Executive Service (SES) position is located in the HHS OIG's Office of Counsel to the Inspector General (OCIG) in Washington, D.C. OCIG is comprised of dedicated professionals promoting the economy, efficiency, and effectiveness of HHS managed programs such as Medicare and Medicaid. The integrity of these programs is evaluated for success and any fraud, waste or abuse is addressed by OIG. OCIG also provides timely, accurate and persuasive legal advocacy and counsel to the Inspector General and OIG's other components and represents OIG in civil and administrative fraud enforcement and implements OIG exclusions. OCIG, acts as a full-service, in-house legal counsel and consists of the following branches:

The Assistant Inspector General (AIG) for Legal Affairs reports directly to the Chief Counsel to the Inspector General who is also a Deputy Inspector General. As a member of OCIG's executive team the incumbent will:
Serve as expert legal advisor in the areas of general administrative law advice, civil recoveries, industry guidance, administrative litigation, exclusions, mission support, and FOIA.
Serve as key advisor with respect to the formulation and execution of OIG policies and programs and has expertise in the application of the civil False Claims Act to OIG investigations.
Oversee the work of multiple branches within the OCIG; provide a source of informed opinion and factual information to the components within the OIG on issues that arise in the exercise of the OIG's responsibilities under the IG Act, and on matters of internal administration and operations.
In carrying out these responsibilities, the incumbent will assess policy and program feasibility; determine program goals and develop implementation plans; design an organizational structure to promote effective work accomplishment; and set effectiveness, productivity, and management/internal control standards.
Review and approve legal opinions, memoranda, and other key correspondence on significant legal matters and reviews ,memoranda and correspondence on significant policy matter prepared by other components of the OIG.
Represent the OIG on legal issues before Congressional committees, members of Congress and their staffs.
At the request of the IG: (1) assists in the preparation of testimony delivered by the IG or other representatives of the OIG; (2) participates in the formulation of OIG legislative proposals and technical advice to Congress and (3) comments on legislative reports and hearing materials.
Represent the Chief Counsel to the IG at policymaking conferences with other Department Officials, the Department of Justice, other Federal agencies, state and local government organizations, and professional and trade associations.
The incumbent gives speeches, grants media interviews, and performs other public outreach efforts to communicate the position of OIG on key matters.
Registration with the Selective Service (if applicable).
Background and/or security investigation is required.
One-year SES probationary period for initial SES appointment is required.
Ethics Pre-Clearance and Public Financial Disclosure reporting is required.
Designated and/or Random Drug Testing is required.
Qualifications
Specialized Experience Requirement: To be qualified for this position, your résumé must reflect specialized experience in a leadership and managerial capacity with responsibility for providing supervisory direction to a large and diverse organization responsible for promoting economy, efficiency, and effectiveness in the administration of programs and operations on a national level and preventing and detecting fraud and abuse in such programs and operations. This experience must be evidenced by sophisticated analytical skills, superior written and oral communications skills, good judgment, and experience in interacting with government and non-government officials. Typically, experience of this nature is gained at or above GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, or nongovernmental organizations. At this level, you would have typically been responsible for planning, directing, and evaluating work that included managing and/or supervising other managers. You must demonstrate in your résumé significant achievements, increasing levels of responsibility as a manager, and a solid record of successful professional performance.
Basic Qualifications Requirement: As a basic requirement for entry into the Senior Executive Service (SES), your résumé must show evidence of progressively responsible leadership experience that is indicative of senior executive level management capability, and that is directly related to the Technical Qualifications (TQs) and five Executive Core Qualifications (ECQs) listed below.

Knowledge relevant to (1) health care fraud enforcement, such as civil and administrative health care fraud remedies and procedures and guidance on the Anti-Kickback Statute; and/or (2) Inspector General laws such as the Inspector General Act and other statutes and legal issues related to Inspector General investigations, audits and evaluations.
Demonstrated ability to (1) develop new approaches and solutions to difficult legal problems, and (2) resolve difficult legal problems and render sound advice.
