The Department of Energy's (DOE) Office of Energy Efficiency and Renewable Energy - Headquarters is looking for a dynamic, innovative, seasoned executive to lead the Wind Energy Technologies Office (WETO).

As the Director Wind Energy Technologies Office you will:

  • Exercise full managerial authority over the Office, including: direct office activities, frame strategic plans based on broad organizational assessments and evaluation of long-term organizational objectives; determine the financial and personnel resources needed to achieve mission objectives and support mission operations; identify the need for major organizational improvements and develop the requisite plans and direct implementing actions; oversee and direct the internal organization, staffing, policies, and personnel authorities required to carry out the responsibilities of the Office.
  • Lead the planning, research, development, and deployment strategies for the Department's Wind Energy Technologies Office programs. This includes providing technical expertise and all program direction related to DOE-sponsored wind energy programs. Manage the formulation and integration of the scientific, engineering and technical requirements and market analyses necessary to structure effective wind energy research, development and deployment in support of DOE's objectives.
  • Provide wind energy technology assessments and analyses, including environmental, scientific, engineering, and programmatic considerations for support of policy development, legislative proposals, Administration initiatives, and industry/stakeholder collaborations. Provide policy and analytical support to the Deputy Assistant Secretary for Renewable Power (DAS-RP) and other senior management.
  • Manage the transfer of new wind energy technologies to industry and other private sector partners via public-private partnerships to which all parties contribute to the cycle of strategic input, technical concepts, funding for and participation in research and development projects, including project review, oversight and feedback.
  • Manage and oversee WETO's research performed by DOE's national laboratories, universities, and industry, including critical peer reviews and feedback regarding technical and managerial objectives. Ensure highest level of technical due diligence on all funded research activities.
  • Direct analyses and reviews to ensure conformance of program execution within established DAS-RP policies; and develops, with support from EERE Budget Director, funding and guidance issues to field organizations and other recipients.
  • Oversee the development and implementation of multi-year program plans and annual operating plans and manage the application of assigned resources to effectively achieve planned objectives. Develop out-year program budget justifications for Congress, defend these budgets, and approve and manage the use and distribution of funds, providing interpretive guidance to research performing organizations.
  • Interact with relevant DOE staff to identify those institutional or managerial requirements that may impact wind energy, identifying the basic issues involved and developing programmatic positions concerning these issues. Integrate and coordinate WETO with activities of other DOE offices to meet national needs and program priorities. Assist in the development of responses to queries from the DOE senior management, White House, Office of management and Budget, Government Accountability Office, Inspector General and congressional committees and subcommittees related to assigned technologies.
  • Maintain close contact with domestic and international wind energy companies and stakeholders to keep abreast of current issues, trends and needs, and be the national focal point for governmental cognizance of the state of the U.S. renewable power as it related to WETO mission space.
  • Build coalitions internally and with other federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

CONDITIONS OF EMPLOYMENT FOR THIS VACANCY: This is a career position in the SES. Unless the selectee is already a member of the SES with career status or has successfully completed an SES Candidate Development Program certified by OPM, executive qualifications must be approved by OPM before the appointment can be effected. If you are selected, you will be responsible for working with a DOE Executive Consultant to finalize your ECQ narrative for OPM submission.

HOMELAND SECURITY PRESIDENTIAL DIRECTIVE (HSPD-12): A selectee's appointment is contingent upon compliance with Homeland Security Presidential Directive (HSPD-12) governing personal identity.

PROBATIONARY PERIOD: An individual's initial SES career appointment becomes final only after the individual successfully completes a one-year probationary period.

Qualifications

The application process used to recruit for this position is the RESUME BASED method. Applicants must show possession of the Executive Core Qualifications (ECQs) and any technical qualifications via resume. Your resume presented will reflect that you possess the ECQs and give a synopsis of your accomplishments. Although applicants cannot address the Executive Core Qualifications (ECQs) separately, evidence of each must be clearly demonstrated in the five (5) page resume and throughout the entire application package. Mandatory Technical Qualifications (MTQs) must be addressed in a separate narrative.

EXECUTIVE CORE QUALIFICATIONS (ECQs): The five (5) ECQs described below were designed to asses executive-level experiences and potential not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions.

5: Building Coalitions: Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): As part of your application package, asupplemental narrative must be uploaded addressing each MTQ listed below. No more than one (1) page per MTQ is allowed; additional informational information will not be considered. MTQs must provide specific examples that address relevant experience and accomplishments. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following MTQs. Failure to submit a narrative statement addressing each of the MTQs may cause your application to be deemed incomplete and not be considered.


MTQ 1: In-depth knowledge of the theories and practices related to wind energy technologies and their deployment, through direct programmatic, academic or industry experience in wind energy or related energy fields.

MTQ 2: Senior-level management experience that includes managing, directing, and implementing an innovative, impactful multi-disciplinary research, development, demonstration, and deployment program that advances wind energy, renewable power, or local or national energy goals.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the quality and extent of your total accomplishments, experience, and education (if applicable). Your application will be rated and ranked by an Executive Resources Board (ERB) Panel, comprised of at least three SES members, using only the information submitted within the application package. Applicants who do not demonstrate in their application sufficient possession of the ECQs & MTQs will be determined ineligible for further consideration.

As part of the Resume Based recruitment method, the ERB Panel conducts a structured interview for all applicants, both competitive and non-competitive, who are determined to be in the top category from the ERB Rating Panel. Based on the Panel's evaluation, applicants who are determined Best Qualified will be referred to the selecting official for further consideration.

Veteran's Preference does not apply to the Senior Executive service (SES).

Once a candidate has been identified for selection, reference checks may be completed. The Department's appointing official(s) will make a final approval of the selection, and in competitive cases, OPM's Qualifications Review Board (QRB) must certify the ECQs before final appointment can occur. If OPM/QRB certification is required, the candidate identified for selection is required to prepare their ECQ package for OPM/QRB certification. Verification of performance, suitability and security information from reference checks will be taken into consideration when making offers of employment.
