Help

Is responsible for, or makes significant contributions to, the resources management plan, interpretive prospectus, and spin-off documents such as specific plans, action plans, revisions, and fiscal and budget documents.

Serves as an advisor to park management on cultural resources. Identifies, evaluates, and monitors cultural resources, identifies potential threats, and makes recommendations to management regarding status and mitigation of impacts (present and future).

Represents the superintendent when working with others on archeological matters. Develops and maintains liaisons and effective working relations with related groups and individuals, agencies, and the public. Attends management and professional conferences and other events for the purposes of exchanging information and advancing advocacy for park stewardship.

Negotiates cooperative and interagency agreements and other cooperative instruments needed to effectively carry out resource stewardship goals.

Determines research needs and coordinates efforts toward obtaining research through various programs, grants, and contracts. Reviews archeological research project proposals, scopes of work, and task directives prepared for planning and other management purposes, including resources management plans. Serves as the Contracting Officer's Technical Representative for projects conducted through contracts, interagency agreements, and cooperative agreements. Coordinates research and reviews documents.

Plans and conducts archeological research for planning documents, including general management plans, resources management plans, environmental impact statements, environmental assessments, archeological overviews and assessments, and archeological field investigations of all types, as required to meet the needs of the park.
In cooperation with appropriate staff, researchers, and partners, the incumbent designs, implements, and supervises multi-phased archeological projects involving documentary, archival, and collections research; field investigations (both survey and excavation); laboratory analysis of recovered data; and professional report writing.

Provides peer review for NPS and non-NPS archeological studies, as requested. Seeks peer review for own work.

Incorporates appropriate GIS technology into job to provide comprehensive and scientifically sound answers to inquiries from managers and others. Uses automatic methods of data collection, analysis or illustration. Inputs data into digital form and uses computer applications for data analysis, manipulation, and presentation.

Is responsible for or makes significant contributions to the preparation of historic preservation documentation, compliance, and background materials for clearances, permits, licenses, etc., as required by Section 106 and Section 110 of the National Historic Preservation Act (NHPA), Native American Graves Protection and Repatriation Act (NAGPRA), Archeological Resources Protection Act (ARPA), NPS Management Policies, and cultural resources management guideline for planning and construction projects that involve cultural resources for all park undertakings. Recommends, plans for, and executes archeological investigations required to meet NHPA, ARPA, NPS guidelines, and the research needs of the park. Reviews projects initiated by park staff and makes recommendations for approval to managers.

Consults with cultural resource professionals to keep informed of new developments, research, etc. Evaluates pertinent professional literature and provides management with recommendations.
May carry out program management duties by developing work plans and schedules, scopes of work, cost estimates, and proposals and/or grants to justify funding requests and accomplish goals. May administer and track project funds and prepare accomplishment reports, as needed. Maintains awareness of applicable funding sources within NPS and outside.

May represent park on NPS regional task groups or similar organizations. Makes presentations in parks, public gatherings, and professional meetings.

  • You may be required to travel overnight away from home up to 2 nights per month. You must obtain a government charge card for travel purposes.

  • Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.

Qualifications

All qualifications must be met by the closing date of this announcement-03/10/2023-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

BASIC REQUIREMENT:
Degree: Must have obtained the education described in A through C in this paragraph:
A) Bachelor or higher degree that includes 3 semester hours each in the following 5 course areas: 1) History of archaeology; 2) Archaeology of a major geographical area such as North America or Africa; 3) Regional archaeology, archaeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development; 4) Theory and methods of archaeology. Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating and analytical techniques; 5) Archaeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work.
B) IN ADDITION, must have taken six semester hours of related course work in: geography, geology, or cultural geography; history, historiography, or historical archaeology; environmental studies; scientific writing (nonfiction English composition); and/or surveying.
C) AND must have completed archaeological field school.

Related Curriculum: I have a degree in a related curriculum: Degree in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements stated in A above, including archaeological field school.

Combination of Education and Experience: I have a combination of education and experience (college-level education or training) that provided knowledge equivalent to that described in A above, plus appropriate technical experience or additional education.

Experience: I have four years of archaeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archaeology. The work experience must have included archaeology field experience, which may include that gained in an archaeological field school. Field experience should have included a combination of professional experience in archaeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher-grade archaeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archaeological project.

To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-9 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: provide cultural resource program support and professional advice in at least one of the occupations listed above; participate as a professional member of a research team; provide technical assistance and serve as a subject matter expert in the conduct of research studies; plan or participate in the planning of cultural resource projects or studies; research, develop, and prepare manuscripts for professional publications; perform collections management, registration, cataloging, research, preservation, restoration, and conservation of collections. You must include hours per week worked.

EDUCATION: Successful completion of at least 3 full years of progressively higher-level graduate education or possess a Ph.D. or equivalent doctoral degree in a field of study that is directly related to the duties of this position. You must include transcripts.

Successful completion of a combination of education and experience as described above. To combine education and experience, compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages to make sure they equal 100%. You must include transcripts.

Area Info:
Big Bend National Park encompasses 801,000 acres of Chihuahuan Desert with varied scenery and diversity of plant and animal life. The park community consists of 250 people, including employees of the NPS, Concession, Border Patrol, Postal Service, School, and their families living in 4 housing areas; Panther Junction (PJ), Chisos Basin, Castalon, and Rio Grande Village. A state-accredited elementary school (K-8) is located at Panther Junction. The park has a post office, gas stations, camper stores, restaurant, and lodge.

Recreational opportunities include hiking, bird watching, photography, backcountry camping, bicycling, and river rafting. An active employee/community association sponsors social events throughout the year.

Elevation in the park varies from 7825 to 1850 ft. The climate is generally pleasant with hot summers (90-110+ degrees F.) and mild winters (30-50 degrees F.).

Terlingua (a small town 24 miles away from PJ) has a state-accredited high school (no bus service), lodging, restaurants, hardware store, small grocery and gift stores, churches and a bank. Lajitas has limited shopping, lodging, restaurants, golf course and churches. Alpine, Texas (100 miles from PJ) has most necessities, including supermarkets, variety of stores, a hospital, pharmacies, churches, a movie theater, and a university. The nearest larger cities are Midland/Odessa (225 miles) and El Paso (325 miles).

Additional information

A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay.

Physical Demands: The position may require strenuous physical activity including periods of standing, walking, climbing, and lifting and carrying heavy objects. Some activities will occur in physically dangerous areas or settings. Documentary research and report writing work are sedentary, which entails the ability to concentrate and write for long periods of time.

Working Conditions: Work is performed both indoors and outdoors in all types of weather. Assignments may be performed in potentially hazardous areas including steep slopes, rocky terrain, volcanoes, caves, fire lines, arctic environments, swamps, deserts, and forests. Flying in fixed-winged aircraft and helicopters is possible.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
