The mission of the Office of Cybersecurity, Energy Security, and Emergency Response (CESER) is to enhance the security of U.S. critical energy infrastructure, mitigate the impacts of disruptive events and risk to the sector overall through preparedness and innovation, and respond to and facilitate recovery from energy disruptions in collaboration with other Federal agencies, the private sector, and State, local, tribal, and territory governments.

CESER addresses the emerging threats of tomorrow while protecting the reliable flow of energy to Americans today by improving energy infrastructure security and supporting the Department of Energy's (DOE) national security mission. CESER's focus on preparedness and response activities to natural and man-made threats, supports a stronger, more prosperous, and secure future for the Nation. CESER's Risk Management Tools and Technologies Division advances research, development, and deployment of technologies, tools, and techniques to reduce risks to the Nation's critical energy infrastructure posed by cyber, physical, climate-based and other emerging threats. Continuing to increase the security, reliability, and resiliency of our energy infrastructure will help ensure the success of grid modernization and transformation of the Nation's energy systems.

As the Deputy Director for Risk Management Tools and Technologies you will:

  • Direct and manage the Division's research, development, and demonstration (RD&D) of technologies, tools, and techniques to reduce climate-based, physical or cyber risks to the U.S. energy sector.
  • Serve as an expert on Division research efforts including developing tools and capabilities for cyber, physical, and natural hazards vulnerability assessments to provide situational awareness and analysis of potential impacts from new adversary capabilities and/or malware. Formulate program goals, strategic directions, priorities, and plans for the Division, factoring in advice provided by the scientific and industry stakeholders, as appropriate. Interpret and advise senior management and staff on funded programs and research related policies, procedures, technology transfer matters, agreements, financial issues and ethics in the conduct of research.
  • Represent CESER on matters concerning the areas of responsibility in a variety of situations. Provide interpretations of the organization and DOE regulations, policies, and technical facts while engaged in meetings with Federal government officials, national laboratory directors, Congressional committees, and other public and private institutions. Maintain regular contact with CESER senior leadership and other senior level managers; maintain frequent contact with assistant secretaries, office directors and their representatives, counterparts in other Federal agencies, Congressional leaders, DOE field offices, contractors, university, and other research groups including foreign institutions.
  • Build and strengthen strategic crosscutting research partnerships for the development and transition of technologies to address priority research gaps and enable energy systems to recognize a cyber-attack both within the DOE organization, and externally with Federal agencies, National Laboratories, academic institutions, and industry partners.
  • Provide expert leadership to promote the efficient management of CESER resources and assets. Oversee the development of multi-year program plans, annual operating plans, Congressional budget requests, and guide strategic studies which influence and guide these plans. Develop annual program budget requirements, approve of and manage the use of appropriated funds, and interpretive guidance to all funding.
  • Provide strong and effective workforce management, including skills identification, training, hiring and performance management for the Risk Management Tools and Technologies organization. Anticipate personnel requirements and put necessary mechanisms in place to ensure effective operations and succession planning. Manage the deployment of assigned staff and ensure that sufficient contract and full-time staff are available to complete program tasks at a high-performance level.

CONDITIONS OF EMPLOYMENT FOR THIS VACANCY: This is a career position in the SES. Unless the selectee is already a member of the SES with career status or has successfully completed an SES Candidate Development Program certified by OPM, executive qualifications must be approved by OPM before the appointment can be effected. If you are selected, you will be responsible for working with a DOE Executive Consultant to finalize your ECQ narrative for OPM submission.

CITIZENSHIP: You must be a U.S. Citizen or National.

HOMELAND SECURITY PRESIDENTIAL DIRECTIVE (HSPD-12): A selectee's appointment is contingent upon compliance with Homeland Security Presidential Directive (HSPD-12) governing personal identity.

PUBLIC FINANCIAL DISCLOSURE REPORT (OGE 278): If you are selected for this position, will be required to file this report prior to entry on duty in accordance with the Ethics of Government Act of 1978.

PROBATIONARY PERIOD: An individual's initial SES career appointment becomes final only after the individual successfully completes a one-year probationary period.

SECURITY CLEARANCE: You must be able to obtain and maintain a DOE Q-level security clearance.

DRUG TESTING: As a condition of appointment to this position, you will be subject to pre-employment/pre-appointment testing for illegal drug use under the U.S. Department of Energy Employee Drug Plan. If you are selected you will be provided information regarding drug testing. Failure to undergo testing or positive findings resulting from the test will eliminate you from further consideration for this position. If selected for and appointed to this position you will be subject to random drug testing while employed.

Qualifications

The application process used to recruit for this position is the RESUME BASED method. Applicants must show possession of the Executive Core Qualifications (ECQs) and any technical qualifications via resume. Your resume presented will reflect that you possess the ECQs and give a synopsis of your accomplishments. Although applicants cannot address the Executive Core Qualifications (ECQs) separately, evidence of each must be clearly demonstrated in the five (5) page resume and throughout the entire application package. Mandatory Technical Qualifications (MTQs) must be addressed in a separate narrative.

EXECUTIVE CORE QUALIFICATIONS (ECQs): The five (5) ECQs described below were designed to asses executive-level experiences and potential not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions.

5: Building Coalitions: Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): As part of your application package, asupplemental narrative must be uploaded addressing each MTQ listed below. No more than one (1) page per MTQ is allowed; additional informational information will not be considered. MTQs must provide specific examples that address relevant experience and accomplishments. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following MTQs. Failure to submit a narrative statement addressing each of the MTQs may cause your application to be deemed incomplete and not be considered.

MTQ 1: Technical knowledge, analytical skills, and demonstrated leadership in managing the research, development, and demonstration (RD&D) of technologies, tools, and techniques to reduce climate-based, physical, or cyber risks to the energy sector and/or critical infrastructure. Experience in working with both government and non-government entities on research programs and communicating technical information on RD&D strategy and outcomes to senior level officials.
MTQ 2: Demonstrated experience building, growing, and leading a diverse, matrixed team to support deployment of technical programs, with successful implementation of human capital best practices in recruiting and hiring a talented team.
MTQ 3: Demonstrated experience developing a multi-year strategic plan for a technical program and leading, managing, or overseeing the management and operations of technical programs with scope and impact on a national level. Experience in implementing a multi-year program plan, including directing and managing the formulation of program budgets and plans and assessment of programmatic activities.

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the quality and extent of your total accomplishments, experience, and education (if applicable). Your application will be rated and ranked by an Executive Resources Board (ERB) Panel, comprised of at least three SES members, using only the information submitted within the application package. Applicants who do not demonstrate in their application sufficient possession of the ECQs & MTQs will be determined ineligible for further consideration.

As part of the Resume Based recruitment method, the ERB Panel conducts a structured interview for all applicants, both competitive and non-competitive, who are determined to be in the top category from the ERB Rating Panel. Based on the Panel's evaluation, applicants who are determined Best Qualified will be referred to the selecting official for further consideration.

Veteran's Preference does not apply to the Senior Executive service (SES).

Once a candidate has been identified for selection, reference checks may be completed. The Department's appointing official(s) will make a final approval of the selection, and in competitive cases, OPM's Qualifications Review Board (QRB) must certify the ECQs before final appointment can occur. If OPM/QRB certification is required, the candidate identified for selection is required to prepare their ECQ package for OPM/QRB certification. Verification of performance, suitability and security information from reference checks will be taken into consideration when making offers of employment.
