Help

  • Applies the terminology, procedures, methods and practices of vegetation/botanical sciences. Basic understanding of natural resource management principles and techniques to support, understand, and relate results to the broader natural resources function. Knowledge of NPS natural resource management practices, methods, and procedures, and basic knowledge of related regulations.
  • Serves as a principal advisor to parks in the Region on the management of invasive plants. Provides direct professional and programmatic advice and support for park natural resource management staff and Superintendents. Assesses the needs and capabilities of each park and provides technical assistance and operational efforts to meet park needs. Assists with the identification of invasive plants and helps establish inventory and monitoring programs using GPS, GIS and other appropriate techniques. Develops statistically valid data collection and management protocols utilizing the latest technology. Helps create lists of potential invaders. Assists with determining management priorities and objectives and other aspects of planning.
  • Prescribes mechanical, biological, chemical, and cultural invasive management methods. Identifies possible mitigation measures and control techniques to determine the most safe and effective methods, given the unique characteristics of each site. Develops, establishes, and incorporates new criteria, techniques, and protocols to mitigate the threat of terrestrial and aquatic invasive plant species. Develops restoration plans to re-establish native plant communities and/or mitigate resource damage caused by exotic invasive species.
  • Develops and implements long range plans for the inventory, evaluation, documentation, preservation, research, and interpretation of the biological and other natural resources within the appropriate mission, objectives, and resources contexts. Develops guidelines to deal with the more complex or unusual problems, or with novel, undeveloped or controversial aspects of biological and other natural resources and their management.
  • Exercises the full range of supervisory duties for permanent and seasonal staff, volunteers, and interns. Performs overall work planning, establishes work schedules and priorities, and assigns and reviews work.

Time-in-grade requirements must be met by the closing date of this announcement.
  • You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • The incumbent must obtain or possess a current pesticide applicator's certificate from any state in the IMR Region (e.g. MT, WY, CO, NM. AZ, TX, UT).

Qualifications

All qualifications must be met by the closing date of this announcement-11/30/2022-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.

BASIC QUALIFICATIONS for the 0401 series:
Have successfully completed a bachelor's degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to this position.
OR
Have a combination of education and experience that included course work equivalent to a major (i.e., 24 semester hours) in biological sciences, agriculture, natural resource management, chemistry, or a discipline closely related to biology; PLUS appropriate experience or additional course work. The quality of the combination must demonstrate that you possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four-year course of study with a major as described above.

SPECIALIZED EXPERIENCE AND/OR EDUCATION Requirements for GS-12: To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

EXPERIENCE: Possessat least one year of specialized experience equivalent to the GS-11 level in the Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Specialized experience is experience that should include independently planning and conducting comprehensive vegetation studies, modifying and adapting standard techniques, processes, and procedures, and serving as a technical resource/expert on vegetation management issues. Additional examples of specialized experience could include ecological work with pest species or invasive plants; serve as a technical expert for interpretation and application of environmental laws and regulations for pest or invasive plant management; develop and implement invasive plant treatments; invasive plant and animal management program oversight to include on-site and remote supervision of staff or similar work related invasive plants; review and facilitate invasive or plant species management plans and actions that may include working with Federal, State, American Indian Tribes, and other partners.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.

Physical Demands: The position may require strenuous physical activity including periods of standing, walking, climbing, and lifting and carrying heavy objects. Some activities will occur in physically dangerous areas or settings. Documentary research and report writing work is sedentary, which entails the ability to concentrate and write for long periods of time.

Working Conditions: Work is performed both indoors and outdoors in all types of weather. Assignments may be performed in potentially hazardous areas including steep slopes, rocky terrain, volcanoes, caves, firelines, arctic environments, swamps, deserts, and forests. Flying in fixed-wing aircraft and helicopters is possible.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
