The incumbent provides oversight and makes recommendations on its programs to the Division Director and Deputy Division Director. The incumbent provides direction to a diverse group of administrative and technical professionals and coordinates, oversees, and supports safety and standards programs for airports in the national airspace system.
Manages the regional airport certification program. This includes providing guidance and oversight of all regulatory actions performed by airport certification safety inspectors at Southwest airports certified under title 14 Code of Federal Regulations (14 CFR), Part 139. This also includes conducting periodic and surveillance inspections at Part 139 certified airports to ensure compliance with 14 CFR, Part 139 program standards, such as personnel, paved and unpaved areas, safety areas, marking signs, lighting, snow and ice control, aircraft rescue and firefighting, airport emergency planning, self-inspection programs, pedestrian and ground vehicles, obstructions, wildlife hazard management, airport condition reporting, marking and lighting of unserviceable areas and other unsafe conditions.
Ensures compliance with the Agency's goals to reduce runway incursions, provide outreach and education to the regional airport operators, and work with other airport safety stakeholders, such as air carriers, other FAA offices, airport vendors, and consultants.
Manages the regional engineering/standards program, which includes airport design, pavement, construction standards, and Modifications of Standards (MOS). He/she will provide technical guidance and expertise to the ADOs and other airport safety stakeholders, such as airport operators air carriers, FAA offices, airport vendors, and consultants. This also includes the technical review of all specifications and standards developed by Headquarters, regional implementation of those standards, developing and maintaining regional engineering standards, and providing guidance and support to the ADOs, as needed, to address any engineering/standards issues that come up in the field.
Provides regional support for emerging technologies in areas such as Unmanned Aircraft Systems (UAS) and Commercial Space Transportation.
Optional Responsibility: Ensures compliance with Airport Improvement Program (AIP) grant assurances for all airports in the region. This includes working with ADOs, state, city, and county airport stakeholders, and the public on compliance complaints and issues to facilitate informal resolution. This also includes supporting Headquarters on the resolution of formal compliance complaints, technical review of all compliance guidance developed by Headquarters, supporting the ADOs to address any compliance issues that arise in the field and ensuring appropriate land use inspections are performed.
Implements and oversees the regional Safety Management System (SMS) program. This includes working with regional office employees, ADOs, airport safety stakeholder’s airport operators, air carriers, airport vendors, and consultants to implement the Office of Airports' SMS program guidance or regulation (as applicable). This also includes ensuring subject matter experts are identified to serve on Safety Risk Management panels: maintaining regional guidance, which includes training and national coordination of the SMS process; and working with other FAA offices in the implementation of SMS agency-wide.
SPECIALIZED EXPERIENCE: Candidate must possess at least 1 year of specialized experience equivalent to (FV-J) or (FG 14) in the Federal Service. Specialized experience for this position is defined as direct technical or management-level involvement in processes related to airport management, airport compliance aircraft rescue and firefighting, Safety Management Systems, Airport Geographic Information System, and/or inspecting airports for deficiencies and/or unsafe conditions.
