Duties

Help

The Regional Director, Intermountain Region is responsible for policy development, and interpretation; park oversight; strategy development and park advocacy; fiscal and human resource allocations; and selection and growth of park and regional leadership. Responsibilities include:

  • Executive-level direction and line management to subordinate functional managers. Gives technical direction, as well as manages the delegated duties and responsibilities of organizational and national programs.
  • Manages programs that are concerned with the interpretation, use, development, protection, maintenance, and environmental quality of the areas in the Region.
  • Program oversight of construction and land acquisition.
  • Manages a broad spectrum of partnership programs.
  • Manages the funds for park operations and projects, including a broad spectrum of public-partnership projects and programs.
  • Provides leadership in NPS civic initiatives, promoting public involvement and dialogue in key planning, interpretation, education, and preservation issues.
  • Ensures best practices in business management to protect park resources and provide visitor and community services.
  • Responsible for the direction of identification and correction of job safety and health hazards, instruction of employees on safety requirements for job assignments, reviewing and reporting loss incidents, initiation of corrective measures for violations of the Occupational Safety and Health Act standards, and the direction of periodic inspection of workplaces.
  • Oversees a broad and varied external affairs program.
  • Through key staff members, assumes responsibility for the protection of park resources and visitors.
  • Represents the National Park Service on activities in the Region.
  • Maintains effective liaison and working relationships with members of Congress; the Secretary of the Interior and members of his/her staff; officials of other Federal, State, and Tribal agencies; elected leaders (Governors, Chairpersons, Presidents, etc.) of American Indian tribes; mayors of major cities and other municipal authorities; and a diverse range of organizations, groups, and individuals.

  • You must be able to successfully pass a background investigation and obtain/maintain a top-secret clearance. The selectee may be required to submit to urinalysis screening for illegal drug use.

  • Agencies must request OPM approval to appoint the current or former (within five years) Executive Branch political appointees to permanent competitive service, non-political excepted service, or career SES position. Qualifications

We are looking for an individual with a proven track record of working with executive teams, who possesses strong communication and interpersonal skills, and has an understanding of and experience in land resource management, law enforcement, fire and emergency response, incident management, visitor management, budgeting, partnerships, law enforcement, fire, and aviation policy and strategic planning. The incumbent has successfully managed a large, geographically dispersed organization, and has attracted and retained a highly skilled and diverse workforce. You must have the skill and ability to perform the duties described above as demonstrated by progressively responsible supervisory/leadership experience, normally obtained over several years by serving in positions at the GS-15 level or equivalent.

This is a traditional method announcement, meaning qualification narratives are required. To meet the minimum qualification requirements for this position, you must address each Executive Core Qualification (ECQ) and Technical Qualification (TQ) separately.   1. Describe your ability to manage complex land management programs that typically extend and apply to an entire organization or major components of an organization. This includes resource education and interpretation, law enforcement and emergency services, natural/cultural resource management and protection, wildland fire management, employee and visitor safety, commercial services, facility maintenance, construction management, recreation management, and environmental compliance.
  2. Describe the full breadth of your experiences to manage complex business programs and including budget formulation, budget execution, financial management, contract management, human capital planning and management, real property management, information resources, and the development of overarching organizational policies and operating standards.
  3. Describe the full breadth of your experiences and expert knowledge in managing complex partnerships with local, state, and national organizations (both government and non-government including elected officials and special interest groups).
