Career-Seasonal appointments are permanent positions and include the same benefits as Career appointments, but do not provide work on a year-round basis. You will work for approximately 11 months from Jan-Nov, and you will be in a non-pay status for the remainder of the year.

This position serves as Chief of the Resource Management division at Fort Pulaski National Monument in Savannah, GA. The purpose of this position is to serve as an advisor to the Superintendent on the management of the park's natural and cultural resources and to engage in the study, inventory, monitoring, planning, and management of a broad range of resources. The incumbent will supervise a small staff of approximately two employees. Professional fields of study and expertise, pertinent to the park's resources and themes, include, but are not limited to, biology, landscape architecture, the physical sciences, and archeology. Other relevant fields include historic preservation, historical architecture, cultural anthropology, museum management, ecology, botany, wildlife management, GIS, planning, and hydrology.

Assigns work to staff and provides technical and policy direction to their efforts.

Reviews completed work of the staff and provides feedback to encourage top performance to enhance an atmosphere of teamwork in the Resource Management division.

Administers the cultural and natural resource program, ensures the programs meet the goals of park management while conforming to the broader guidelines of NPS management policies.

Prepares and coordinates the writing of the resource management plan and specific action plans pertaining to the management and protection of cultural and natural resources. An important aspect of this activity is the integration of natural and cultural program activities.

  • You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • You will be required to complete a Confidential Financial Disclosure Report, OGE-450 on an annual basis.

Qualifications

All qualifications must be met by the closing date of this announcement-09/26/2022-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.

For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

Basic Qualifications Requirements: You must meet one of the following basic qualification requirements below, for the Chief of Resource Management, GS-0101/0401/1301-11. If you do not meet these basic qualifications, you will be considered not qualified and will not receive consideration for this position. This is a screen out question.- AND -To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

Social Scientist, GS-0101 Basic Requirements:
Education: Degree in behavioral or social science; or related disciplines appropriate to the position.
-OR-
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
-OR-
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

Natural Resource Biologist, GS-0401 Basic Requirements:
Education:Must have successfully completed a full four-year course of study in an accredited college or university leading to a bachelor's or higher degree in biological sciences, agriculture, natural resource management, chemistry, or related discipline closely related to position.
-OR-
Combination of Education and experience: Education must include successful completion of course work equivalent to a major (at least 24 semester/36 quarter hours or school equivalent) in an accredited college or university in biological sciences, agriculture, natural resource management, chemistry, or a discipline closely related to fish and wildlife biology; PLUS experience directly related to the position being filled and/or additional related education. The quality of the combination of education and experience must demonstrate that you possess the knowledge, skills, and abilities required to perform the work of the position to be filled and equal 100% of the requirement when combined.

General Physical Science 1301 Basic Requirements:
Education:
Degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
-OR-
Combination of education and experience: Education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

In addition to meeting the Basic Education Qualification Requirements, applicants must have specialized experience or graduate education to meet the minimum qualifications for this position.

Experience: Possess one year of specialized experience at least equivalent to the GS-09 level in the Federal Service. This experience includes activities such as: serving as a manager and an advisor to other staff in the areas of natural and cultural resources within a park or natural area. Examples of qualifying experience include, but are not limited to the following: Designing and leading studies or analyses; Natural Resource, Cultural Resource or Physical Science program management, including identifying issues, gathering and analyzing data, consultation, decision making, directing subordinate staff, communicating with stakeholders, seeking and managing public input, and implementing management actions; collaborating with universities, other federal agencies, and/or non-governmental organizations on research; applying research outcomes and best practices to effect resource management actions; establishing and carrying out management priorities; executing executive leadership or programmatic initiatives; recruiting, hiring, motivating, and evaluating staff; and representing a federal agency in public meetings. Education: Possess 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree that provided the knowledge, skills, and abilities necessary to do the work of this position. You must upload Transcripts

Physical Demands: The position may require strenuous physical activity including periods of standing, walking, climbing, and lifting and carrying heavy objects. Some activity will occur in physically dangerous areas or settings. Documentary research and report writing work is sedentary, which entails the ability to concentrate and write for long periods of time.

Working Conditions: Work is performed primarily indoors. Occasionally, work may be performed outdoors in all types of weather. Outdoor assignments may be performed in potentially hazardous areas including slippery slopes, rocky terrain, fire lines, swamps, and forests. On occasion, operating marine vessels may be necessary.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
