Duties

Help

As a Management Analyst you will be responsible for providing support to the Region in the conduct of special projects and analyses; advising on and improving the effectiveness of work methods and procedures, resource utilization, and internal controls; and performing a broad range of administrative specialist functions. Your duties will include but are not limited to the following:

  • Serves as a project management specialist coordinating all phases of the project life cycle of region-wide projects with the staff of the Regional National Wildlife Refuge System (NWRS) office, Supervisors, Project Leaders from the field stations, and external stakeholders.
  • Coordinates with internal and external stakeholders, develops annual and multiyear project plans, identifies system requirements, formulates budget requests, isolates existing constraints and possible challenges and vulnerabilities, and develops solutions to resolve current or expected problems and risks.
  • Plans, directs, manages, coordinates, and evaluates projects working closely with the administrative team, providing technical guidance and support.
  • Assists members of the Regional office, Supervisors, Project Leaders from the field stations and external stakeholders with Region-wide projects.
  • Develops complete and comprehensive project management plans that encompass scope definition, project schedules, and resource formulation.
  • Briefs senior management on program requirements, resource requests, and status updates.
  • Assists managers with workforce planning, succession planning, position management, and organizational alignment.
  • Provides technical assistance and support to management in a variety of matters relating to workforce planning activities. Utilizes survey data or under the direction of senior staff, conducts employee surveys or focus groups, to analyze and report results as well as, identify and recommend response initiatives.
  • Assesses, recommends, and delivers and/or facilitates delivery of training to employees.
  • Collaborates with leadership, senior program analysts, and staff to plan and/or conduct special studies such as evaluating the implementation progress of workforce plans to include customer satisfaction, workload distribution, and staffing levels.
  • Prepares and/or provides reports, briefings, and presentations on analytical findings and recommendations.
  • Performs other analytical and evaluative duties as assigned such as analyze processes and workflow related to key customer service standards and make recommendations for improvement.
  • Performs a wide range of general administrative management projects and functions that provide for the efficient, effective, and safe work environment that may include activities such as: serving as the liaison with building management; coordinating meetings; maintaining the Occupant Emergency Plan; serving as the local NWRS Facilities Manager and Security.
  • Representative overseeing access control; coordination of office moves; and, serving as the records coordinator and records management point of contact for the Regional NWRS office.

Promotion Potential: This position involves a multi-grade career ladder. The major duties listed represent the full performance level of GS-11. At lower grade levels, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11.

Minimum Qualification [GS-9]
A. I possess one (1) year of specialized experience at a level of difficulty and responsibility equivalent to at least the GS-07 grade level in the Federal service. Examples of specialized experience may include: 1) Reviewing various new or existing administrative directives to determine if they conflict or can be consolidated with others that are similar in content or purpose; 2) Studying the work processes of clerical work units with different functions or objectives and identifying areas requiring improvements; 3) Monitoring the progress of extensive projects with different schedules and resource allowances to identify missed project milestones or to forecast resource availability; 4) Collecting and analyzing various types of information related to clerical processes and formulating conclusions or making recommendations for resolving problems to higher-level employees.

B. I possess a Master's or equivalent graduate degree from an accredited college or university in a discipline related to the position, such as Business or Public Administration; or 2 full years of progressively higher level graduate education leading to such a degree in a discipline related to the position; or LL.B. or J.D., if related to the position.
or
C. I possess a combination of qualifying specialized experience and more than one year of graduate education (both as described above) that, when computed as percentages of their respective requirements, equals at least 100% when combined. Only graduate education beyond the first full year (18 semesters) is creditable using this method.

Minimum Qualification [GS-11]
A. I have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to at least the GS-09 grade level in the Federal service. Examples of specialized experience may include: 1) Planning assignments involving analysis and evaluation of current and future organizational needs; 2) Drafting project management plans that encompass scope definition, project schedules, and resource formulation; 3) Gathering narrative or statistical information to develop improved organizational structures, staffing patters, work-flow, etc.; 4) Developing methods or procedures for performance measurement or appraisal of clerical employees; 5) Conducting management surveys to determine compliance with applicable regulations, procedures, etc.

B. I have successfully completed two years of progressively higher-level graduate education from an accredited college or university leading to a master's degree or equivalent graduate degree in a discipline related to the position, such as Business or Public Administration; or 2 full years of progressively higher-level graduate education leading to such a degree in a discipline related to the position; or LL.B. or J.D., if related to the position.

C. I possess a combination of qualifying specialized experience and qualifying graduate education (both as described above) that, when computed as percentages of their respective requirements, equals at least 100% when combined. Only education beyond the second graduate year (36 semesters) is creditable using this method.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time In Grade Requirement: Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically,

Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
