Duties

Help
  • Defines project scope, requirements, and deliverables and consults with project customers, specifically FSIS Program Area business experts, state agriculture officials, working groups, or professional/trade association representatives as needed.
  • Develops, modifies, or provides input to project plans, implements project plans to meet objectives, coordinates and integrates project activities, and manages, leads, or administers project resources, including a substantial budget.
  • Monitors project activities and resources to mitigate risk; implements or maintains quality assurance processes, and makes improvements, solves problems, or takes corrective action when problems arise.
  • Provides presentations or briefings on all aspects of the project, participates in phase, milestone, and final project reviews, and identifies project documentation requirements procedures and all related project artifacts.
  • Develops and implements plans to release products, systems, or other deliverables, keeps abreast of and monitors significant developments related to FSIS Program Areas.
  • Serves as an IT Project Manager and Contracting Officer's Representative for multiple projects.

Qualifications


Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the 13 grade level for consideration for the 14 grade level.).

The specialized experience for this position includes:

Documented significant direct experience and background expertise in managing execution of multiple projects of varying sizes, including major and large-scale enterprise IT projects, through application of professional project management concepts and techniques.

Working knowledge of the Microsoft (MS) Office Suite (to include MS Project) for project management, contract cost analysis, and schedule status, and weekly status reporting. This also includes using Microsoft Project to develop schedules and plan tasks that involve establishing objectives, justifications, schedules, milestones, and resource requirements, as well as, a detailed work breakdown structure that identifies development and procurement tasks, estimated duration necessary to accomplish the tasks. This also includes demonstrating experience in assessing the size or scope of a project and making informed decisions to make considerations for schedule compression, fast-tracking tasks within the project schedule, identifying dependencies, critical paths, or project schedule risks or the critical aspect of a project being a part of project management.

Demonstrated direct experience in following established system and agile development life cycles (ADLC) as well as preparing associated documents and artifacts for major and large-scale enterprise projects. This also includes experience using the ADLC processes to ensure that high quality systems are delivered, the ability to provide strong management controls over the projects, and the ability to maximize the productivity of technical and programmatic support staff . This also includes experience using the SDLC as a critical guide to the project and provides a flexible and consistent medium to accommodate changes and perform the project to meet the Project Sponsor's objectives. An in-depth understanding and practical application of the ADLC phases define key schedule and delivery points, which ensure timely and correct delivery to the client within budget and other constraints and project requirements. The ADLC co-operates project control and management activities, as each must be introduced within each phase of the ASDLC. This office, Office of Chief Information Officer, Portfolio Governance Center (PGC) , Program and Project Management Branch (PPMB) leverages the PM's practical and hands-on understanding of software development and applications.

Direct experience conducting risks analyses, developing mitigating strategies and plans while implementing a systematic approach to developing and implementing plan to release products, systems or required acquisition/ADLC phase gate documentation. This also includes experience in identifying operational and technical risks and using the risk management framework to effectively mitigate them.

Using Earned Value Management (EVM) as a management process to relate time phased budgets to specific contract tasks, baselining investments, and providing valid, timely, and auditable data/information for cost and schedule variance as it relates to overall project management analysis.

Direct experience in solving a problem without having all of the required information, understanding the context of a problem, diagnosing a problem, exploring alternatives and identifying gaps in the information to solve the problem and carve out next steps.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
