Summary

This position is located in Independence National Historical Park.

You will serve as the Operations Supervisor of the Division of Interpretation and Education and report directly to the Deputy Chief, Division of Interpretation and Education. You will be responsible for the management, operation, and supervision of all interpretive and visitor service operations in the park buildings and areas maintained and open for the visiting public at INDE, EDAL, THKO, and GLDE.

Duties include, but are not limited to the following:
  • Serve as the Operations Supervisor in Interpretation and Education responsible for all visitor services provided in all park buildings/areas open to the visiting public.
  • Formulate and execute long- and short-range plans of interpretive activities.
  • Assist the Deputy Division Chief, Education Specialist, and Interpretive Specialists in developing divisional/Branch interpretive projects and annual goals and in achieving those goals.
  • Evaluate the effectiveness of all interpretive programming and activities and ensures that all duty stations, advertised programs, and special attention requests or events are adequately covered and staffed.
  • Work with supervisors to help staff develop programming, revise outlines, and develop social media posts and other activities to engage visitors.
  • Provide input into and review the design of exhibits, waysides, publications, social media, and audiovisual programs to determine their interpretive impact/value/priority.
  • Evaluate interpretive ideas presented by others, both NPS and non-NPS, and make recommendations on their appropriateness and/or feasibility of implementation.
  • Responsible for recruiting, hiring, training, evaluating, and providing overall leadership for a staff of 5 front line supervisors and up to 70 permanent interpreters, 20 seasonal interpreters and interns and Volunteers-in-Park.
  • Plan for and manage all hiring of permanent interpreters and seasonal staff (using multiple hiring authorities).
  • Ensure equal opportunity in the selection of employees for training, promotions, awards and recognition, and other career development opportunities.
  • Complete performance appraisals on the Supervisory Park Rangers and serve as reviewing official on 70 permanent line Rangers and Guides and various numbers of seasonal guide appraisals, ensuring a consistent approach across supervisory work groups.
  • Handle employee conduct/performance deficiencies and take appropriate action.
  • Responsible for negotiating, understanding, and implementing management's responsibilities in labor management relations including solving grievances (and EO complaints) at the lowest possible level.

  • You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. If selected, you will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work weekends and holidays.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel occasionally overnight away from home.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.

Qualifications

All qualifications must be met by the closing date of this announcement-08/09/2022-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.

For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: supervising a park education and interpretive program; serving as a lead interpretive ranger, educator or teacher in a park, historic site, recreation, or conservation area; management or program specialist work involving the development and/or implementation of policy related to the education/interpretation programs in park areas or similar operations; or other similar work. You must include hours per week worked.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

There is no substitution of education for experience at the grade level(s) of this announcement.

Physical Demands: Most duties require extended periods of desk work necessitating talking, reading, writing, and using computer equipment. There are flights of stairs to be negotiated and at times, extended periods of standing or walking may be required. The work requires sound judgement, emotional stability, and sound decision-making ability sometimes under highly stressful situations.

Working Conditions: Most work is performed indoors in climate-controlled buildings however, some outdoor activity may be required from time-to-time and include travel to partner sites, historical sites in the park and nearby, with moderate risks of discomfort in hot, cold, windy, and inclement weather. Most work is performed during normal office hours except during periods of heavy visitation, emergencies, or duty during special events when unusual hours, overtime, or night hours of duty may be required.
