  • Through setting the strategic surplus marketing and transmission services direction for Bulk Marketing, the Vice President for Bulk Marketing provides executive leadership in the planning, development, and administration of programs, systems, and processes which are functionally critical for Bonneville to manage Bulk Marketing to establish a business environment which results in increased net revenues from bulk power sales and purchases, and to conduct its core business in a cost-effective manner. These responsibilities also include ensuring that internal and external communication processes and systems are open, efficient, and accurately portray and actively promote Bonneville's policies and objectives. Success will be measured in satisfied customers who want to continue to do business, a presence for Bonneville and Bulk Marketing in the business world, reduced expenses and optimized net revenue, adequate transmission for power sales; good working relationships with our regional and Federal partners to optimize business goals; and sustained net revenue production and Bulk Marketing is able to make significant contributions in support of the public benefits provided by BPA.
  • The Vice President ensures that this organization productively provides assistance and consultation to all employees to facilitate their personal and professional development in a manner which contributes to the accomplishment of Bonneville's marketing, sales, and customer service goals and objectives.
  • The Vice President maintains continuing relationships with representatives of major industries, public and private utilities, state and local Governments, Native American Tribes and Tribal governments, federal agencies, and others within the Western United States on all matters related to the business line's role in the Bonneville business and marketing plans.
  • The incumbent serves as a key policy formulator and decision-maker in the corporation's strategic planning, fiscal marketing strategies, and business decisions. Relative to program and policy development and implementation, the incumbent determines and allocates necessary organizational resources, including staff and funds, and is solely responsible within the Power Services Bulk Marketing organization for their effective and efficient utilization in support of Bonneville's strategic business objectives and marketing strategies.
  • Within the Bonneville organization, the incumbent has an inherent, critical responsibility for ensuring team oriented, effective, harmonious, and productive formal and informal working relationships within their business line, between their business line and other business lines, and with those positions key to the effective accomplishment of Bonneville's business, marketing, and customer service objectives.
  • As the principal corporate steward for their portion of the business line, the incumbent creates and maintains a cost conscious, market driven, and results oriented atmosphere which is characterized by innovation, customer focus, continuous improvement, and competitive orientation.
  • As a manager, the incumbent provides understanding, support, and leadership in administering the BPA EEO program for all applicants and employees. To the full extent of their authority and responsibility, the incumbent provides and ensures fair and equitable treatment for all employees in personnel policies and practices including recruitment, selection, placement, counseling, training, career development, promotion, and adverse action.

Mandatory Technical Qualifications (MTQs): A supplemental narrative must be submitted separately addressing each MTQ listed below. No more than one (1) page per MTQ is allowed; additional informational information will not be considered. MTQs must provide specific examples that address relevant experience and accomplishments. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following MTQs:

  • Experience managing bulk power marketing and purchasing in a hydro-dependent utility environment.
  • Development of policies related to wholesale power marketing.
  • Development, negotiation and administration of wholesale power contracts.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the quality and extent of your total accomplishments, experience, and education (if applicable). Your application will be rated and ranked by an Executive Resources Board (ERB) Panel, comprised of three SES members, using only the information submitted within the application package. Applicants who do not demonstrate in their application sufficient possession of the ECQs & MTQs will be determined ineligible for further consideration.

As part of the Resume Based recruitment method, the ERB Panel conducts a structured interview for all applicants,who are determined to be in the top category from the ERB Rating Panel. Based on the Panel's evaluation, applicants who are determined Best Qualified will be referred to the selecting official for further consideration.

Veteran's Preference does not apply to the Senior Executive service (SES).

Once a candidate has been identified for selection, reference checks may be completed. The Department's appointing official(s) will make a final approval of the selection, and in competitive cases, OPM's Qualifications Review Board (QRB) must certify the ECQs before final appointment can occur. If OPM approval is required for the ECQs, the candidate is required to assist in the development of the QRB template for submission to the QRB. Verification of performance, suitability and security information from reference checks will be taken into consideration when making offers of employment.

Bonneville Power Administration


The Bonneville Power Administration is a nonprofit federal power marketing administration based in the Portland, OR. Although BPA is part of the U.S. Department of Energy, it is self-funding and covers its costs by selling its products and services. BPA markets wholesale electrical power from 31 federal hydroelectric projects in the Northwest, 1 nonfederal nuclear plant and several small nonfederal power plants. The dams are operated by the U.S. Army Corps of Engineers and the Bureau of Reclamation. BPA provides about 28 percent of the electric power used in the Northwest and its resources - primarily hydroelectric - make BPA power nearly carbon free. BPA also operates and maintains about three-fourths of the high-voltage transmission in its service territory (Idaho, Oregon, Washington, western Montana and small parts of eastern Montana, California, Nevada, Utah and Wyoming).BPA promotes energy efficiency, renewable resources and new technologies that improve its ability to deliver on its mission. It also funds regional efforts to protect and rebuild fish and wildlife populations affected by hydropower development in the Columbia River Basin.
