Summary

The Facilities and Project Management Division is responsible for planning, constructing, upgrading and operating the Office of Nuclear Physics (NP) program's user facilities. These facilities include the ATLAS facility at Argonne National Laboratory (ANL), the Relativistic Heavy Ion Collider (RHIC) facility at Brookhaven National Laboratory (BNL), the Continuous Electron Beam Accelerator (CEBAF) at Thomas Jefferson National Accelerator Facility (TJNAF), and the Facility for Rare Isotope Beams.

Duties

Help

As the Director Office of Facilities and Project Management Division you will:

  • Provide leadership and direction in establishing vision, strategic plans, goals, and objectives for the activities supported by the Division.
  • Plan, develop, and implement vital, productive, forefront programs conducted at DOE laboratories, universities, and other public and private institutions.
  • With available funding, assure adequate financing for the activities within the Division, set priorities for activities, and apportion funding among them. Manage the budget of the Division in accordance with prescribed practices set forth by DOE and the Office of Science.
  • Implement rigorous merit evaluation using independent peer review of all new and ongoing activities supported by the Division in accordance with the requirements of 10 CFR 605 for the grant program and NP, SC, and DOE Guidelines for the DOE laboratory programs, facilities, and project.
  • Maintain strong, collegial relations with other programs within NP and SC, the DOE field offices, DOE laboratories, academic and other institutions both domestic and foreign, and the broad scientific community. Maintain strong, collegial relations with the DOE technology offices and assess the relevance of the Division's activities to the missions of the Department.
  • Coordinate the Division's activities with those of other Federal agencies that play roles in the support of scientific user facilities and attendant research.
  • Represent the Division, the office and DOE in matters pertaining to the portfolio of the Division to professional societies, coordinating committees, task forces, and various other entities.

CONDITIONS OF EMPLOYMENT FOR THIS VACANCY: This is a career position in the SES. Unless the selectee is already a member of the SES with career status or has successfully completed an SES Candidate Development Program certified by OPM, executive qualifications must be approved by OPM before the appointment can be effected. If you are selected, you will be responsible for working with a DOE Executive Consultant to finalize your ECQ narrative for OPM submission.

Executive Core Qualifications (ECQs)

Mandatory Technical Qualifications (MTQs): A supplemental narrative must be uploaded and attached to your application addressing each MTQ listed below. No more than one (1) page per MTQ is allowed; additional informational information will not be considered. MTQs must provide specific examples that address relevant experience and accomplishments. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following MTQs. Failure to submit a narrative statement addressing each of the MTQs may cause your application to be deemed incomplete and not be considered.

MTQ 1: Demonstrate project management and leadership experience in the construction of a recognized large-scale research and development facility; specialized knowledge in the area of nuclear physics research; experience in applying laws, regulations, and business policies and practices applicable to construction and project management; human resource management; security; procurement; financial management; property management; quality management, and environment, safety, and health management.

MTQ 2: Demonstrate management and leadership experience in the operation and management of a recognized large-scale research and development facility, including coordination of facilities research, operations and technical developments from a national and international perspective; specialized knowledge in the area of nuclear physics research; experience in and knowledge in applying laws, regulations, and business policies and practices applicable to facility operations and project management; human resource management; security; procurement; financial management; property management; quality management, and environment, safety, and health management.

MTQ 3: Demonstrate knowledge of and experience in strategic planning, budgeting, project management, and executing the activities required to implement Major Items of; specialized knowledge in the area of nuclear physics research; extensive experience in and knowledge in applying laws, regulations, and business policies and practices applicable to the construction of Major Items of Equipment.

MTQ 4: Demonstrate skill in communicating with senior management officials, government/public officials, scientists, the public, and national laboratory/contractor management (or industry equivalent) to develop support for the construction and operation of nationally recognized large-scale research and development facilities.

Education

Basic Requirements:

  1. Degree: physics; or related degree that included at least 24 semester hours in physics.

    or

  2. Combination of education and experience -- courses equivalent to a major in physics totaling at least 24 semester hours, plus appropriate experience or additional education.

In either A or B above, the courses must have included a fundamental course in general physics and, in addition, courses in any two of the following: electricity and magnetism, heat, light, mechanics, modern physics, and sound.

You must provide a copy of your transcripts from an accredited institution. Be sure to include those transcripts directly applicable to determining your meeting the education requirements. Failure to provide proof of education will result in non-consideration for this position. OFFICIAL ORIGINAL TRANSCRIPTS will be required to be provided prior to entrance-on-duty for individuals selected.

Additional information

COVID-19 VACCINATION: Executive Order (EO) 14043 requires Federal employees to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work), subject to such exceptions as required by law. At this time, EO 14043 is subject to a preliminary nationwide injunction. Although this injunction may ultimately be supplemented, modified, or vacated, depending on the course of ongoing litigation, the Federal Government will take no action at this time to implement or enforce EO 14043's requirement that employees must be fully vaccinated against COVID-19. You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the quality and extent of your total accomplishments, experience, and education (if applicable). Your application will be rated and ranked by an Executive Resources Board (ERB) Panel, comprised of at least three SES members, using only the information submitted within the application package. Applicants who do not demonstrate in their application sufficient possession of the ECQs & MTQs will be determined ineligible for further consideration.

As part of the Resume Based recruitment method, the ERB Panel conducts a structured interview for all applicants, both competitive and non-competitive, who are determined to be in the top category from the ERB Rating Panel. Based on the Panel's evaluation, applicants who are determined Best Qualified will be referred to the selecting official for further consideration.

Veteran's Preference does not apply to the Senior Executive service (SES).

Once a candidate has been identified for selection, reference checks may be completed. The Department's appointing official(s) will make a final approval of the selection, and in competitive cases, OPM's Qualifications Review Board (QRB) must certify the ECQs before final appointment can occur. If OPM approval is required for the ECQs, the candidate is required to assist in the development of the QRB template for submission to the QRB. Verification of performance, suitability and security information from reference checks will be taken into consideration when making offers of employment.
