The position provides overall professional and technical direction for the museum collection program, plans for and develops recommendations for priorities of all museum management functions, and ensures that National Park Service and professionally recognized procedures are applied in all operations. The position also advises and works in a variety of related areas including compliance, research, cultural landscape management, exhibits, project development, and relationships with other cultural and educational institutions. The position serves as a member of the park management team.

Duties include:

  • Supervises and trains technicians, interns, volunteers, and other project staff in management of museum collections, curation standards, data entry and reporting, and procedures as identified among appropriate museum collection operating procedures and policies
  • Develops scopes of work, creates and maintains all correspondence and memoranda and organizes and completes all reviews for developing and managing museum projects.
  • Coordinates activities and projects with other professional park management disciplines and teams (Interpretation, Natural Resources, Maintenance, Administration) to accomplish park goals including helping establish the park's long and short-range strategic planning goals.
  • Develops strategic plans, prepares budgets, implements work plans, prepare schedules, and determines resource requirements for the successful processing, cataloging, and curation of museum collections
  • Develops strategy to maintain and manage the Cultural Landscape.
  • Interacts with other cultural and natural resource personnel, regional museum staff and the public.
  • Provides leadership direction, guidance, technical expertise and management for Physical Security and Structural Fire management of museum collections, historic structures, and security infrastructure.
  • Prepares historic preservation documentation, compliance, and background materials as required by Section 106 and Section 110 of the National Historic Preservation Act (NHPA), Native American Graves Protection and Repatriation Act (NAGPRA), National Environmental Policy Act (NEPA) for all park undertakings
  • Accessions and catalogs objects, verifying the accuracy of information in collection records and files. Annually inventories collections. Recommends acquisitions to the superintendent according to the scope of collections statement.
  • Maintains all record keeping and documentation for museum collections, maintains automated collections management data using Service-wide systems and according to Service-wide standards, develops reports, provides interpretive and reference services, and analyzes inventory and monitoring data, using automated systems.
  • Monitors and prepares programs for use of the collections, including research, loans, reference services, enforcement of use policy, and evaluation of collection-related research requests.
  • Seeks the services of a conservator to assess conditions and provide treatments. Provides recommendations and makes decisions regarding long-term conservation needs and provides plans for meeting these needs. Advises on preservation techniques and the removal of artifacts and specimens from the field.
  • Serves as liaison with the State Historic Preservation Office, Native Americans and other traditionally associated groups, park partners and community/institutional organizations. Coordinates reviews or projects to assure protection of cultural resources and compliance with applicable federal laws.

You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.

  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home up to 1 night per month. You must obtain a government charge card for travel purposes.

Qualifications

Physical Demands: The position may require strenuous physical activity including periods of standing, walking, climbing, and lifting and carrying heavy objects. Some activity will occur in physically dangerous areas or settings. Documentary research and report writing work is sedentary, which entrails the ability to concentrate and write for long periods of time.

Working Conditions: Work is performed primarily indoors. Occasionally work may be performed outdoors in all types of weather and conditions. Outdoor assignments may be performed in potentially hazardous areas including steep slopes, rocky terrain, volcanoes, caves, fire lines, arctic environments, swamps, deserts, and forests. On occasion, flying in a fixed wing aircraft and helicopters.

In order to qualify for this Interdisciplinary Cultural Resource Program Manager ( Historian GS-0170; Cultural Anthropologist GS-0190; or Museum Curator GS-1015) GS-9/11 position, you must meet the basic requirements for at least one of the below listed series. Each job series has a basic education requirement. YOU MUST INCLUDE A COPY OF YOUR TRANSCRIPTS TO DOCUMENT HOW YOU MEET THE BASIC EDUCATION REQUIREMENT.

Historian GS-0170:
Successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in history; or related field, that included at least 18 semester hours in history.
-OR-
Combination of Education and Experience: I have a combination of education and experience that included course work equivalent to a major in history, or a major related field that included at least 18 semester hours in history, as shown in 2A above, plus appropriate experiences or additional education. The quality of the combination demonstrates that I possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four-year course of study with a major as described above.

Cultural Anthropologist GS-0190:
Possess a 4-year degree in anthropology an appropriate field.
-OR-
Have a combination of education and experience with courses equivalent to a major, or a combination of courses totaling at least 24 semester hours in anthropology, or related course work, plus appropriate experience or additional education.
-OR-
Have four years of appropriate experience in anthropology performing research, museum work, or similar professional-level work.

Museum Curator GS-1015:
Possess a 4-year degree in museum work, or in an applicable subject-matter field.

Have a combination of education and experience with courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. The quality of the combination demonstrates that I possess the knowledge, skill and ability required to perform the work of this position and is comparable to that normally acquired through the completion of a full four-year course of study with a major as described ---OR-
Possess four years of experience that provided knowledge comparable to that normally acquired through successful completion of the 4-year course of study as shown in above.

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-9 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: providing executive direction and management over extensive museum collections and carrying out responsibilities in the four museum functions: collections, exhibits, research, and education. Experience may include collections management (in the areas of archeology, ethnology, history, archives), registration, cataloging, research, preservation, restoration, or conservation of collections of museum material, or other experience related to this position; supervises and trains technicians, interns, volunteers, and other project staff in management of museum collections, curation standards, data entry and reporting; independently communicates with stakeholders to share information. Independently drafts, manages a discretionary budget and oversees purchasing and procurement. Identifies labor needs and creates recruitment packages, serves as hiring official. You must include hours per week worked.

EDUCATION: Successful completion of at least 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. You must include transcripts.

Successful completion of a combination of education and experience as described above.

Sagamore Hill National Historic Site, located in Oyster Bay, New York, is the preeminent storyteller of Theodore Roosevelt's home and family life. Operating on a year-round basis, this beautiful 83-acre site features two historic homes, multiple historic farm structures, fields and orchards, as well as a nature trail with woodlands, a salt marsh, tidal creek, and beach. Administrative, interpretative, cultural, and maintenance staff collaborate with partners and friends' groups to preserve and interpret the structures, landscape, collections, and other cultural resources associated with Theodore Roosevelt's home and ensure that future generations understand and appreciate the life and legacy of Theodore Roosevelt, his family, and the significant events associated with him at Sagamore Hill.

Sagamore Hill is a site with 50,000 - 100,000 visitors per year. Local and international travelers visit to tour the Theodore Roosevelt Home and Old Orchard Museum. The site is also visited by many recreational users who come to walk the trails and enjoy the pristine Cold Spring Harbor shoreline. Throughout the school year, Sagamore Hill works with about 20 local school districts and 2,500 school kids. In addition, Sagamore Hill has a robust volunteer program of about fifty volunteers, SCA and CVA interns, and an established Artist-in-Residence program. Park staff work closely with other park sites including Fire Island National Seashore and the Theodore Roosevelt Birthplace with resource and collections management.
