Summary

The position is located in the Office of Civil Rights (ACR). The incumbent serves as a member of the Airport Disability Compliance Program (ADCP) Team as an Equal Opportunity Compliance Specialist, directly responsible to the Team Lead and Director for the National External Operations and Policy Programs (NEOPP), for managing various facets of a comprehensive and complex national Americans with Disabilities Act (ADA) compliance program.

Help

The incumbent is a recognized subject matter expert and consultant on Civil Rights (CR) and Equal Opportunity (EO) assuring full implementation of core EO regulations, principles, functions and procedures. Applies the civil rights and equal opportunity laws, regulations and precedent decisions to eliminate illegal discrimination and to remove barriers to equal opportunity.

Under the direction of the Team Lead and Director for NEOPP, leads other team members in coordinating responses to information requests, developing reports, and designing and delivering training. Analyzes, and solves equal opportunity and civil rights problems through fact-finding, problem analysis, negotiation and evaluating all aspects of the ADA and Sec. 504 program, focused on the Bipartisan Infrastructure Law. Performs multiple and varying assignments and coordinates projects among other team members under the limited direction of the Team Lead and Director for NEOPP. Otherwise leads the development of the FAA’s ADA and Sec. 504 program, focused on the Bipartisan Infrastructure Law - Airport Infrastructure Program and other related requirements for recipients of BIL funds.

Applies experience and expert knowledge applicable to his/her discipline to plan and accomplish assignments. Assignments may require knowledge and experience working across functional and/or organizational lines. Typical assignments may include: promoting, directing, managing, and monitoring a variety of programs regarding compliance and technical assistance to external customers and other FAA regional staff; providing advice and assistance concerning the ADA and Sec. 504 program and airport compliance with implementing regulations for recipients receiving federal financial assistance; working within the mission of the Office of Civil Rights and within the general framework of policy defined by the Office of the Secretary of Transportation, Director for NEOPP, Team Lead, pertinent laws, and regulations.

Applies knowledge of FAA's policies and objectives to identify, define, and organize resources for large projects/programs/work activities. Acquires and allocates resources to accomplish activities within established schedules and budgetary requirements.

Independently plans to accomplish projects/programs/activities using available time and resources, and through coordination of work performed by other team members. Ensures that assignments, schedules, expected outcomes, and time frames for completing work assignments are accurately communicated to other team members, and that work products and services reflect and support the organization’s mission and strategic plan, and that these are effectively communicated to other team members.

Monitors the status and progress of work and makes day-to-day adjustments in accordance with established priorities, estimates and reports on expected time of completion of work, maintains records of work accomplishments and time expended, and prepares reports as requested. Maintains reference materials, project files and background documents; communicates policies procedures and instructions from the Team Lead and Director for NEOPP. Maintains a current knowledge and answers questions of other employees on procedures, policies, directives, from the Team Lead and Director for NEOPP on problems that come up.

Provides on the job training to new employees on the technical areas required to accomplish the work of the team, team-building and teamwork in accordance with established procedures and practices. Coaches other team members in applying problem-solving methods and techniques, and advises the team on work methods. Also serves as a coach and facilitator in coordinating team initiatives and consensus building among team members.

Work is reviewed periodically, typically at major milestones and at completion. Time-to-Time on-site compliance review, training, or other related work-related duties.

Qualifications

To qualify for this position you must demonstrate n your application that you possess at least one year of specialized experience equivalent to the FV-I or FG/GS-13). This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

Specialized Experience is defined as:

Experience and applied knowledge in independently leading, coordinating, and providing technical training instruction for the application of ADA, 504, and related regulations, including 49 CFR Parts 27, 28, 37, and 38, in an oversight environment.

Experience independently leading, coordinating, and conducting ADA and 504 related compliance reviews of a Federal financial recipients.

Experience independently leading, coordinating, and conducting investigations and conciliations of allegations of discrimination and/or non-compliance with Federal regulations and statutes and making recommendations for voluntary compliance.

Experience supervising or leading other employees / contractor efforts to oversee compliance with ADA and 504 program requirements in transportation or similar sectors.

Writing skills evaluation required.

Selective Placement Factor:
