Duties

Help
  • Serve as a line officer at the focal point for making decisions in a geographically based Field Office.
  • Make decisions which recognize the competing uses of BLM administered lands and the interests of local, Tribal, and State government, Congressional staff.
  • Provide leadership, motivation, and direction, and the administrative and technical supervision of assigned employees.
  • Implement and carry out the multiple use mission consistent with Bureau of Land Management (BLM) and Department of Interior (DOI) Policies and within delegated authority.

Qualifications

In order to qualify, you must meet the experience requirements described below. Your resume must clearly describe your relevant experience.

MINIMUM QUALIFICATIONS:
To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience for the respective grade level in which you are applying:

Specialized Experience GS-14: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) planning, implementing, and/or administering a natural resource program in a multi-resource environment involving the management of public lands; (2) managing or directing one or more natural resource programs within a multiple-use framework or natural resources management setting; (3) working with an established budget system; and (4) managing public lands for multiple use, such as energy, mineral and renewable resources.

Executive Core Qualifications (ECQs):
Your resume must show evidence of progressively responsible leadership experience that is indicative of senior executive level management capability, and that is directly related to the duties of this position and the five Executive Core Qualifications (ECQs) listed below.

Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 is required to meet the time-in-grade requirements for the GS-14 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

  • Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.
  • Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes.

Physical Demands: Normally works in an office setting with occasional trips to the field. Occasionally required to walk moderately long distances over rough terrain during normal fieldwork.

Working Conditions: Office work is accomplished in an adequately lighted and heated facility. When in the field, subject to injuries when walking in rough terrain and exposure to uncomfortable hot and cold temperatures. Incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or by the designated Safety Officer.
