As a Physicist, you will:

  • Provide expert scientific and technical advice and assistance in the development and integration of policy and program plans for the Office. Coordinate and implement multilateral program activities necessary to fulfill the Office's mission including the communication and integration of Office activities with other organizations internal and external to the agency, including other Federal agencies and international counterparts.
  • Organize, participates in, or lead committees composed of agency, interagency, and government personnel for the purpose of representing the agency and programmatic interests. Consult and negotiate with leading government and scientific personnel, both nationally and internationally on sensitive issues and complex areas of importance to all involved parties.
  • Examine and ascertain pioneering research needs and opportunities of high energy physics QIS research and related technology R&D against scientific and technological advances and of potential needs of the agency.
  • Prepares, justify, and support the portions of the Office's budget relating to SC QIS Centers and related technology R&D. Propose and implement adjustments to programs during the budget approval process and unanticipated developments.
  • Assure that effective program management systems are established and implemented for the Office QIS program, including those for scientific peer review in partnership program areas.
  • Critically evaluate contractor, agency laboratory, and grantee research proposals and performance via own scientific and technical judgment, merit review, site visits and reviews, and panel reviews. Select, implement, and manage the HEP QIS center research program (i.e., acting on emerging opportunities, determining funding levels; recommending and initiating necessary proposal denials and program terminations; and promoting inter-organizational interactions and collaborations) based on the reviews and evaluations, program and agency priorities, and own scientific judgment.

Qualifications

BASIC EDUCATION REQUIREMENT:

A. Degree: physics; or related degree that included at least 24 semester hours in physics. or

B. Combination of education and experience -- courses equivalent to a major in physics totaling at least 24 semester hours, plus appropriate experience or additional education.

In either A or B above, the courses must have included a fundamental course in general physics and, in addition, courses in any two of the following: electricity and magnetism, heat, light, mechanics, modern physics, and sound.

In addition to meeting the basic education requirement above, applicants must meet the following experience:

SPECIALIZED EXPERIENCE REQUIREMENTS:

GS-14: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level, GS-13, in the Federal service. Specialized experience for this position is defined as:

  • Experience providing input toward planning, coordination, implementation, and evaluation of programs and projects in the area of high energy particle physics or closely related research areas, including but not limited to scientific computing;
  • Providing recommendations on the development, coordination, and organization of funding allocations; and
  • Representing an office and meeting with senior management officials, university, laboratory, and professional groups on high energy physics issues.

GS-15: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level, GS-14, in the Federal service. Specialized experience for this position is defined as:

  • Experience organizing independent peer reviews, recommending funding allocations, monitoring scientific progress of high energy particle physics research and/or related scientific computing;
  • Experience planning, coordinating, implementing, and evaluating research program and projects in the area of high energy physics; and
  • Consulting with scientific personnel both nationally and internationally on sensitive issues and complex areas of importance, such as simulation/reconstruction/analysis and data acquisition.
