This position is part of the Office of Science-Facilities Division, Department of Energy. This position is responsible for the management of scientific facilities, and the planning, coordination, monitoring, and evaluation of facility operations; providing liaison with the Office of Advanced Scientific Computing Research (ASCR) on the use of their user facilities by HEP Sponsored researchers; and management of the portfolio of Small Business Innovation Research program activities.

As a full performance, GS15, Physicist, you will:

  1. Serve as a nationally recognized scientific authority on high energy physics and recognized authoritative expert on the management of scientific facilities, and as such has the responsibility to plan, coordinate, monitor, and evaluate facility operations
  2. Identify issues and factors to be considered largely undefined, including those surrounding the operation of High Energy Physics (HEP) supported facilities and provides recommendations to solve highly complex scientific undefined problems and to identify key synergisms/leverage points that will facilitate scientific breakthroughs in high energy physics.
  3. Serve as a Program Manager determining scientific focus and direction of the research program in accelerator science and technology research and development, preparing calls for proposals, organizing independent peer reviews, and recommending funding allocations.
  4. Prepare, justify, and support the portions of the Office's budget relating to accelerator science and technology research and development. Propose and implement adjustments to programs during the budget approval process and unanticipated developments.
  5. Oversee, direct, review and analyze laboratory work proposals that require HEP concurrence. Proposals are reviewed for consistency with HEP priorities, possible resource conflicts with the HEP mission, and unauthorized commitments
    of agency funds.

Qualifications

Qualifications Basic Education Requirement 1310:

1. Degree: physics; or related degree that included at least 24 semester hours in physics (must have included a fundamental course in general physics and, in addition, courses in any two of the following: electricity and magnetism, heat, light, mechanics, modern physics, and sound).

OR

2. Combination of education and experience -- courses equivalent to a major in physics totaling at least 24 semester hours (must have included a fundamental course in general physics and, in addition, courses in any two of the following: electricity and magnetism, heat, light, mechanics, modern physics, and sound), plus appropriate experience or additional education.

In addition to meeting the education requirement above, candidates must possess the specialized experience below.

SPECIALIZED EXPERIENCE REQUIREMENTS:GS-14: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position is defined as:

  • Providing advice toward planning, coordinating, implementing, and evaluating of programs and projects in the area of high energy particle physics.
  • Supplying expert advice to support scientific computing research facilities on the management of proposals for computing time.
  • Proposing recommendations on the development, coordination, and organization of funding allocations for facility operations.

Education

There is no substitution of education for experience at the GS-14 or GS-15 level.

Education must be obtained from an accredited institution recognized by the U.S. Department of Education. Foreign education must be reviewed by an organization recognized by the U.S. Department of Education. Office of High Energy Physics (HEP), Office of the Deputy Director for Science Programs, Office of Science (SC), with the U.S. Department of Energy (DOE) supports research in an exploratory area of physics which studies the fundamental nature of matter and energy, seeking to determine the most elemental building blocks and the basic forces which together determine the fundamental nature of all matter and energy. The HEP research program requires the development, design, construction, operation, and use of large, very technologically advanced particle accelerators to study fundamental particle interactions at the highest energies and the finest precision. The HEP Accelerator R&D subprogram is an approximately $75M/yr effort that spans 6 national lab research groups, over 40 active university awards and multiple accelerator test facilities.
